CALL TO ORDER / ROLL CALL
Mayor Pittman opened the meeting at 4:35pm.
PRESENT: Council Members: Tracy Johnstone, Scott Thomson, Janet Goodson, Shawn Webber, Vice Mayor Eric Smith, Mayor David Pittman
ABSENT: Council Member Krysi Riggs
STAFF: City Administrator Brian Ring, Assistant City Clerk Jackie Glover, City Attorney David Ritchie, Director of Code Enforcement Ron Belser, Chief of Police Bill LaGrone, Assistant Director of Community Development Dawn Nevers, Business Assistance and Housing Director Amy Bergstrand, Assistant City Administrator Ruth Duncan, several staff from the police department.

2. Adoption of Agenda - Motion by Council Member Goodson and seconded by Vice Mayor Smith to adopt the agenda. Motion passed unanimously.

1. APPROVAL OF THE MINUTES
The City Council approved the minutes of February 21, 2023.
2. FORECLOSURE OF 58 RUSSELL PROCTOR WAY
The City Council adopted Resolution No. 9128 -A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF OROVILLE, CALIFORNIA, AUTHORIZING AND DIRECTING THE MAYOR
AND/OR CITY ADMINISTRATOR TO EXECUTE ALL DOCUMENTS AND ANY
AMENDMENTS THERETO NECESSARY TO INITIATE AND COMPLETE FORECLOSURE PROCEEDINGS ON REAL PROPERTY LOCATED AT 58 RUSSELL PROCTOR WAY, OROVILLE (APN 030-490-102)
3. REMEDIATION AND REPAIRS AT 33 CANYON HIGHLANDS DRIVE The City Council received information regarding the emergency remediation and repairs due to a water leak at 33 Canyon Highlands Drive.
4. CONSIDER AND ADOPT THE REVISED MASTER SALARY SCHEDULE The City Council approved the Master Salary Schedule.
5. LETTER OF SUPPORT FOR ANNUAL CITY OF OROVILLE VISUAL AND PERFORMING
ARTS SHOWCASE
The Council approved a letter of support for the first annual City of Oroville Visual and Performing Arts Showcase.
PRESENTATIONS AND PROCLAMATIONS - 5:00 PM
1. The City Council postponed honoring several youth teams for their hard work and achievement tentatively to the State of the City Address.
2. Several Police Department Staff were introduced and Sworn In including Administrative Staff, Dispatch, Municipal Law Enforcement Officers, Police Officers, and Chaplin

1. Council Announcements and Reports
a. Smith - Spoke about March 18th - Arbor Days at the Convention Center b. Pittman - Attended and reported out on the Oroville Dam Citizens Oversight Board Meeting
c. Johnstone - Thanked Ophir School for inviting them to Read Across America.
2. Future Agenda Items
a. Thomson/Webber - Larger Flag for our city hall flagpole.
3. Administration Reports
a. Belser - Spoke about the work of the department and thanked the Police Department and MLE's for their partnership and hard work.
