THE COUNCIL ADOPTED RESOLUTION NO. 9244 AND AUTHORIZED THE MAYOR TO SIGN.

REPORTS / DISCUSSIONS
1. Council Announcements and Reports -
Council Member Webber spoke on the Preferred Local Contract Ordinance and requested an update to come soon from staff. Additionally, Council Member Webber spoke on the "Light the Bridge" project with the Rotary Club.
Mayor Pittman spoke on his attendance at the Boy Scout Troop 29's 100 year celebration. He also spoke on his attendance at the latest Northwest Linesmen College orientation which brought in around 317 new students.
2. Administration Reports
Brian Ring, City Administrator spoke on the upcoming State of the City event. He reminded Council Members that it would take place April 30, 2024 at 5:30PM at the Oroville State Theatre.
Mr. Ring also spoke on the Executive Committee meeting and the Goals and Priorities workshop held last week at the Table Mountain Golf Course.
Pat Piatt, Director of Community Development spoke on his latest Civic 101 class. Ruth Duncan, Director of Finance presented at this class and he commended her on a job well done.
Ron Belser, Code Enforcement Division Manager spoke on the April 21, 2024 Free Clean Up Even to be held from 10AM-2PM at the Recology center in Oroville.

2. PROPOSED REVISIONS TO CITY CHARTER
THE COUNCIL DIRECTED THE REVIEW TEAM TO MAKE ADDITIONAL CHANGES ON THE DRAFT CHARTER.
3. 2023 / 24 FISCAL YEAR ROAD REPAIR WORK
THE CITY COUNCIL APPROVED A BUDGET ADJUSTMENT OF $200,000 FROM LOCAL FISCAL RECOVERY FUND TO PUBLIC WORKS MAINTENANCE FUND (5/7 VOTE REQUIRED); AND DIRECTED STAFF TO UTILIZE THESE FUNDS TO CONTRACT OUT
ROAD REPAIR WORK - OR - UTILIZE STAFF AND EQUIPMENT RENTAL TO PERFORM GRINDING/PAVING AND MASTIC APPLICATIONS.

The Public Hearing Procedure is as follows:
- Mayor or Chairperson opens the public hearing and staff will present the item and answer Council questions.
- The hearing is opened for public comment limited to three (3) minutes per speaker. In the event of more than ten (10) speakers, time will be limited to one and a half (1.5) minutes.
Under Government Code 54954.3, the time for each presentation may be limited.
