If you would like to address the Council at this meeting, you are requested to complete the blue speaker request form (located on the wall by the agendas) and hand it to the City Clerk, who is seated on the right of the Council Chamber. The form assists the Clerk with minute taking and assists the Mayor or presiding chair in conducting an orderly meeting. Providing personal information on the form is voluntary. For scheduled agenda items, please submit the form prior to the conclusion of the staff presentation for that item. Council has established time limitations of three (3) minutes per speaker on all items and an overall time limit of thirty minutes for non-agenda items.
If more than 10 speaker cards are submitted for an item, the time limitation would be reduced to one and a half (1.5) minutes per speaker for that item. If more than 15 speaker cards are submitted for non-agenda items, the first 15 speakers will be randomly selected to speak at the beginning of the meeting, with the remaining speakers given an opportunity at the end. (California Government Code §54954.3(b)).
Pursuant to Government Code Section 54954.2, the Council is prohibited from taking action except for a brief response from the Council or staff to statements or questions relating to a non-agenda item.

1. SECOND READING OF ORDINANCE 1879 AMENDING THE SECTION 15.60.030 REINSTATING THE MUNICIPAL FIRE CODE AND SECTION 15.60.040 AS AMENDMENTS
TO THE CALIFORNIA BUILDING STANDARDS CODE
The Council may adopt Ordinance 1879 to adopt the California Building Standards Code, Chapter 15, reinstating the section 15.60.030 City of Oroville Municipal Fire, and section 15.60.040 Express Findings.

2. FORECLOSURE OF 1805 FEATHER AVENUE
The City Council may consider initiating foreclosure proceedings related to the City of Oroville’s interest in the Deed of Trust against the property located at 1805 Feather Ave., Oroville (APN 030-490-015).

NECESSARY TO INITIATE AND COMPLETE FORECLOSURE PROCEEDINGS ON REAL PROPERTY LOCATED AT 1805 FEATHER AVE., OROVILLE (APN 030-490-015)
3. MINUTES FOR APPROVAL

REGULAR BUSINESS
4. TASK ORDER 2 ADDENDUM 1; CONSTRUCTION MANAGEMENT AND MATERIAL
TESTING SERVICES FOR NELSON AVE INTERSECTION
The Council may direct staff to amend task order 2 with NorthStar to provide construction management and material testing services on our Intersection reconstruction project at the intersection of Nelson Avenue and 4th Street.
ACTION REQUESTED –
DIRECT THE CITY ADMINISTRATOR TO PROCEED WITH AMENDING TASK ORDER 2
WITH NORTHSTAR TO INCLUDE CONSTRUCTION MANAGEMENT AND MATERIAL TESTING SERVICES.
PUBLIC HEARINGS
The Public Hearing Procedure is as follows:
- Mayor or Chairperson opens the public hearing and staff will present the item and answer Council questions.
- The hearing is opened for public comment limited to three (3) minutes per speaker. In the event of more than ten (10) speakers, time will be limited to one and a half (1.5) minutes.
Under Government Code 54954.3, the time for each presentation may be limited. - Speakers are requested to provide a speaker card to the City Clerk - Public comment session is closed and then the Council will debate and take action - Those wishing to speak at the public hearings below, but unable to attend before 5pm, may request that the council consider holding the public hearing after 5pm by emailing [email protected] or calling 530-538-2535. The Council will conduct a public hearing and may consider the adoption of the fiscal year 2022- 23 Appropriations Limit as restated.

ADOPT RESOLUTION NO. 9250- A RESOLUTION OF THE OROVILLE CITY COUNCIL SETTING THE APPROPRIATIONS LIMIT (PROPOSITION 4) FOR FISCAL YEAR 2022-23.
6. 5:30PM – PUBLIC HEARING - CLOSEOUT OF COMMUNITY DEVELOPMENT GRANTS
AND PROJECT UPDATES
The Council will conduct a public hearing relating to the performance and the final accomplishments of Community Development Block Grant (CDBG) No. 20-CDBG-12017, 20- CDBG-12018, 20-CDBG-12046, 20-CDBG-12066, 21-CDBG-PI-00009 and 21-CDBG-PI-00010.
ACTION REQUESTED -
AUTHORIZE THE CLOSEOUT OF COMMUNITY DEVELOPMENT BLOCK GRANT NO. 20- CDBG-12017, 20-CDBG-12018, 20-CDBG-12046, 20-CDBG-12066, 21-CDBG-PI-00009 AND 21-CDBG-PI-00010.
