CALL TO ORDER / ROLL CALL
Council Members: Tracy Johnstone, Krysi Riggs, Scott Thomson, Janet Goodson (absent), Shawn Webber, Vice Mayor Eric Smith, Mayor David Pittman
CLOSED SESSION
The Council held a Closed Session on the following:
1. Pursuant to Government Code Section 54957, the Council met with the Personnel Officer and City Attorney to the Public Employee appointment of the Interim Police Chief.
2. Pursuant to Government Code section 54956.9(d)(2), the Council met with the City Administrator and City Attorney regarding potential exposure to litigation - One case.

1. Council Announcements and Reports -
Mayor Pittman: Reported his attendance the Hmong New Year Festival, stated that it was very beautiful and well organized.
Council Member Johnstone: Reported her attendance at the Drive-In movie event at the Oroville airport. She stated it was a great event.
2. Administration Reports -
Fred Mayo, Director of Public Work: Reported on the Montgomery project and provided the Council with an update.

1. UPDATED JOB DESCRIPTION FOR CITY OF OROVILLE RECYCLING COORDINATOR The Council updated the job description for the City of Oroville Recycling Coordinator by adopting Resolution No. 9322 and authorizing the Mayor to sign.
2. MODIFICATION TO THE PERMANENT LOCAL HOUSING ALLOCATION (PLHA) OWNER-
OCCUPIED REHABILITATION LOAN PROGRAM GUIDELINES
The Council approved modifications to the Permanent Local Housing Allocation Program Guidelines for the Owner-Occupied Rehabilitation Loan Program by adopting Resolution No. 9321 and authorizing the Mayor to sign.

3. ADOPTION OF THE 2024 LOCAL HAZARD MITIGATION PLAN UPDATE The Council adopted the 2024 Local Hazard Mitigation Plan Update by adopting Resolution No. 9323 and authorizing the Mayor to sign.

4. LETTER OF SUPPORT FOR BOND MEASURE E ON THE NOVEMBER 5, 2024 ELECTION BALLOT
The Council approved a Letter of Support for Bond Measure E, due to be placed on the November 5, 2024 election ballot, and authorize the Mayor to sign.

5. APPROVAL OF THE OCTOBER 1, 2024 CITY COUNCIL REGULAR MEETING MINUTES The Council approved the regular meeting minutes of October 1, 2024 City Council meeting and authorized the Mayor to sign.
6. MEMORANDUM OF UNDERSTANDING WITH THE BUTTE COUNTY BEHAVIORAL
HEALTH DEPARTMENT FOR MOBILE CRISIS TEAM SERVICES
The Council approved a memorandum of understanding (MOU) with the Butte County Behavioral Health Department for Mobile Crisis Team services and authorized the Mayor to sign.
REGULAR BUSINESS
7. DISCUSSION OF THE SALE AND USE OF FIREWORKS WITHIN THE CITY Council Members and staff discussed current and future sales and use of fireworks within the City limits. This item to be brought back in December of 2024 for discussion and consideration.
