RE: FEE WAIVER FOR MUSEUM TRICK OR TREAT EVENT
DATE: OCTOBER 7, 2025
SUMMARY
The City Council shall consider approving free admission to City Museums during the Halloween Trick or Treat event on Friday, October 31, 2025.
DISCUSSION
The City of Oroville Museums are an important part of our community’s cultural and historical identity. Each year, the Halloween Trick or Treat event, which is sponsored by the Docents Association draws families to the museums to enjoy festive, safe, and family-friendly activities.
To encourage participation and highlight Oroville’s historic resources, staff are requesting a one-day admission fee waiver for the following City Museums: the C.F. Lott Home, Pioneer Museum, and the Chinese Temple on October 31, 2025. This will allow families to experience the museums as part of their evening activities, further strengthening community connections and appreciation of local history.
The City has offered free admission for this event in previous years, as well other communitywide events such as the Salmon Festival. These efforts have proven successful in introducing new audiences to the museums, fostering repeat visitation, and supporting long-term educational goals.
FISCAL IMPACT
Estimated loss of total admission fees between $50 and $75 based on a typical Friday attendance. The modest fiscal impact is offset by the significant exposure, increased attendance, and long-term community and tourism benefits.
ACTION REQUESTED -

RE: LETTER REQUESTING SUPPORT FROM STATE ADDRESSING
ILLEGAL DUMPING AND SALMON HABITAT DEGRADATION
ALONG FEATHER RIVER
DATE: OCTOBER 7, 2025
SUMMARY
The City Council shall consider sending a letter to Gavin Newsom, requesting assistance in addressing the illegal dumping that is taking place in the Feather River, causing significant environmental impacts including the spawning grounds for the Chinook salmon.
DISCUSSION
The City of Oroville’s Code Enforcement Division in partnership with Oroville Police and Public Works currently spends significant time each day patrolling the Feather River levee and removing illegal dumping and debris, including hazardous waste, plastics, abandoned materials, and human waste. These efforts, while commendable, are placing an enormous strain on local resources and personnel.
Without additional support, these daily cleanups are not enough to keep up with the recurring waste and its compounding impact on the river.
FISCAL IMPACT
City staff currently expend hundreds of labor hours per month addressing illegal dumping along the Feather River.

The Honorable Gavin Newsom
Governor of California
1021 O Street, Suite 9000
Sacramento, CA 959814
Re: Urgent Need for State Support to Address Illegal Dumping and Salmon Habitat Degradation Along the Feather River in Oroville, CA
Dear Governor Newsom,
I am writing on behalf of the Oroville City Council to express urgent concern regarding the escalating environmental degradation along the Feather River in Oroville, California, due to illegal dumping and riverside encampments. This issue poses a serious threat to the health of one of California’s most important river systems and demands immediate State-level attention and support.
The Feather River provides critical spawning and rearing habitat for Chinook salmon and steelhead trout and is home to the Feather River Fish Hatchery — a cornerstone of California’s salmon recovery efforts. However, despite the river’s ecological and economic significance, it is increasingly being compromised by accumulating waste, pollution, and habitat destruction along its banks.
Local Response is Ongoing — But Unsustainable Without State Help The City of Oroville’s Code Enforcement Division in partnership with Oroville Police and Public Works currently spends significant time each day patrolling the Feather River levee and removing illegal dumping and debris, including hazardous waste, plastics, abandoned materials, and human waste. These efforts, while commendable, are placing an enormous strain on local resources and personnel.
Without additional support, these daily cleanups are not enough to keep up with the recurring waste and its compounding impact on the river.
Request for State Support
Given the Feather River’s statewide importance to fisheries, water quality, and environmental resilience, we respectfully request that your administration provide dedicated David W. Pittman
Mayor
209
Item 13.
State funding and resources to support these critical local cleanup efforts. Specifically, we urge the State to:
Fund targeted cleanup programs along the Feather River, including support for staffing, equipment, hazardous waste removal, and habitat restoration; Establish or expand environmental grant opportunities for jurisdictions burdened with maintaining river health amid illegal dumping;
Facilitate interagency coordination among CalEPA, California Department of Fish and Wildlife, CalRecycle, and local governments;
Add enhanced penalties for violations occurring in areas critical for habitat, increasing some acts from misdemeanors to felonies, mandating restitution from those convicted.
Documented Impacts on Salmon Habitat
Illegal dumping and encampment activity along the Feather River is causing:
Water pollution from chemicals, plastics, and untreated waste; Loss of critical spawning habitat from debris and altered stream flow; Erosion and sedimentation, which smother salmon eggs and degrade rearing grounds;
Elevated risks of disease and invasive species, due to nutrient-rich runoff and habitat disturbance.
These impacts threaten not only the survival of endangered salmon populations, but also the long-term health of California’s rivers, ecosystems, and dependent industries.
A Call for Partnership
We recognize the complex and deeply human challenges surrounding homelessness and poverty that contribute to this situation. However, the burden of managing these impacts on the Feather River cannot fall solely on local governments. Protecting our waterways — especially those critical to species recovery and climate resilience — must be a shared responsibility.
We respectfully urge your administration to prioritize this issue and collaborate with local stakeholders to implement immediate and long-term solutions. I would welcome the opportunity to provide additional information or participate in further discussions.
Thank you for your continued leadership on environmental protection in California.
Sincerely,
David Pittman

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OROVILLE OPPOSING CALIFORNIA PROPOSITION 50 – REDISTRICTING
WHEREAS, in 2008 and 2010, the voters of California approved, on a bipartisan basis, the creation of the California Citizens Redistricting Commission, a citizen-led, independent body tasked with drawing legislative and congressional district boundaries; and WHEREAS, this independent commission was established to ensure fairness, transparency, and accountability in the redistricting process and to remove partisan politics from the drawing of district lines; and

SUMMARY
Mayor Pittman requests that the City Council review and consider the attached revised Oroville City Logo exhibits to be used to advocate for the City.
DISCUSSION
After the adoption of the current Oroville City Logo, there has been considerable public discussion. Considering the comments and the need for the logo to offer a message in the graphic portion, Mayor Pittman has drafted three amendments to the existing background of the adopted logo.
Informal feedback received to date indicate general approval to the graphic additions, which could be used on a variety of items (caps, shirts, letterhead, etc.).

FROM: AMY BERGSTRAND, DIRECTOR
BUSINESS ASSISTANCE AND HOUSING DEVELOPMENT
RE: CLOSEOUT OF COMMUNITY DEVELOPMENT GRANT (CDBG)22-
CDBG-NH-00008
DATE: OCTOBER 7, 2025
SUMMARY
The City Council shall conduct a public hearing relating to the performance and the final accomplishments of Community Development Block Grant (CDBG) No. 22-CDBG-NH-00008.
DISCUSSION
This grant was awarded in 2023 and the grant expires in June of 2026, however the grant funds have been completely expended.
The City is responsible for monitoring and reporting on all CDBG activities to assure that the time schedules are met and milestones are accomplished. A Closeout Report must be submitted to the State Department of Housing and Community Development (HCD)for the activities as the grant expires.
The information provided below covers expenditures and activities through their grant terms. 22-CDBG-NH-00008
Activity CDBG Grant
General Administration $35,000.00
Neighborhood Cleanup Program $465,000.00
Total $500,000.00
All funds were completely expended approximately 10 months prior to the expiration of the Standard Agreement. The total number of beneficiaries is the entire population of the City of Oroville as the City is more than 55% low mod and everyone of them benefits from the cleanup campaigns that were led by the Neighborhood Clean-up Program. Each month the program abated illegal dumping, abandoned campsites, abatement of graffiti, overgrown vegetation, removal of illegal dumping of tires, and beautification of bridges and parks.
