CITY OF OROVILLE

STAFF REPORT
TO: MAYOR PITTMAN & COUNCIL MEMBERS
FROM: BRIAN RING, CITY ADMINISTRATOR
RE: CONSIDERATION OF A LETTER OF SUPPORT FOR CALIFORNIA WATER’S SERVICE PFAS COMPLIANCE PROGRAM APPLICATION
DATE: MARCH 3, 2026

SUMMARY
The City Council shall consider approving a Letter of Support for California Water Service Company’s (Cal Water) PFAS Compliance Program application currently before the California Public Utilities Commission (CPUC) in Application 25-06-001.

DISCUSSION
California Water Service Company (Cal Water), the community water provider serving the City of Oroville, has submitted an application to the California Public Utilities Commission (CPUC) seeking authorization to implement its PFAS Compliance Program.

Per- and polyfluoroalkyl substances (PFAS), commonly referred to as “forever chemicals,” are a group of man-made compounds that persist in the environment and have been associated with potential adverse health effects. Scientific research has linked certain PFAS exposure to impacts on human health, animals, and the environment.

Cal Water’s proposed PFAS Compliance Program would enable the company to initiate critical infrastructure improvements designed to treat and remove PFAS from drinking water supplies in affected communities, including the City of Oroville. The application seeks CPUC approval to proceed in a timely manner so projects may move forward without unnecessary delay.

The proposed Letter of Support communicates the City’s support for CalWater’s efforts to maintain safe, clean and reliable drinking water for local residents. 3 Item 1.

Re: A. 25-06-001: California Water Service PFAS Compliance Program Application
Dear President Reynolds and Commissioners:

The City of Oroville respectfully requests that the California Public Utilities Commission (CPUC) authorize California Water Service Company’s (Cal Water) PFAS Compliance Program application that would enable Cal Water, the community water provider of the City of Oroville, to quickly initiate critical water quality projects that will help maintain safe, clean, and reliable drinking water for our community.

The City of Oroville is aware – and concerned - of the lasting hazardous effects, per- and polyfluoroalkyl substances, commonly referred to as PFAS, may have on communities when water sources are contaminated. A multitude of scientific studies and public research have shown that exposure to some PFAS may be linked to harmful health effects in humans, animals, and the environment. As elected representatives of our community, the City of Oroville maintains a steadfast commitment to pursuing solutions that bolster the health and safety of the constituents we represent.

Additionally, while we fully support the pursuance of grant funds to offset possible project costs, the pursuit of grant funds should not delay the execution of these projects. Ensuring safe, clean drinking water for our residents is of the utmost importance and we strongly support infrastructure projects that will assist in delivering clean water—free of PFAS and potentially harmful chemicals and pollutants. We do not support putting unnecessary barriers in place that will only delay the start of projects, like requiring Cal Water to secure grant funding first prior to starting these critical projects.

In adherence to our commitment to pursuing solutions that bolster the health and safety of the constituents we represent, the City of Oroville supports Cal Water’s intent to treat PFAS and to remove the ‘forever chemicals’ from our community’s drinking water.

We encourage the CPUC to approve Cal Water’s PFAS Compliance Program that stands to benefit our community. Thank you for your consideration of this request.

Thank you,
