Code Enforcement Tire Grant: City of Oroville 2026 Free Tire Pickup Program
In September 2025, the City of Oroville Code Enforcement Division was awarded an $80,000 grant to abate illegally dumped tires and assist residents with the removal of unwanted tires from both private and public properties.
As part of this ongoing effort, Code Enforcement launched its Free Tire Pickup Program within city limits on April 29, 2026. The program is funded through the California Tire Cleanup Grant Program administered by CalRecycle. The grant application was successfully prepared and secured through the efforts of consultant Jennifer Arbuckle.
Residents within the City of Oroville may contact Code Enforcement to request the pickup of up to 10 tires at no cost. The Community Enhancement Coordinator, with assistance from City Works staff, responds to and collects the tires. The program is coordinated by Code Enforcement Senior Staff Assistant Amber Brown.
To date, tires have been collected from 22 residences throughout the city.
Through both resident pickup requests and the removal of illegally dumped tires discovered during routine enforcement activities, a total of 502 tires were collected during the month of May alone.

Code Enforcement Officer Pa Cha Vang has been investigating an abandoned duplex located in the 3000 block of Greenville Avenue. During the investigation, Officer Vang learned that the property was involved in probate proceedings. The duplexes had no active water or power service Docusign Envelope ID: D19F4BAD-D832-88F6-808C-F35CDD0D7F33 and were frequently occupied by squatters. As a result, the property was red-tagged.
On May 14, the Oroville Police Department assisted Code Enforcement in clearing squatters from the duplexes. Animal Control seized four puppies during the operation, and Code Enforcement reapplied red tags to the structures.
Officer Vang subsequently coordinated with Public Works, City Works, the Police Department, and Animal Control to organize a comprehensive cleanup and property-securing effort.
On May 19, Code Enforcement, City Works, Public Works, and the Oroville Police Department began the abatement operation.
Squatters were again removed from the duplexes, and Animal Control seized two adult dogs. Public Works and City Works worked together to remove accumulated junk from a carport and the surrounding exterior grounds. Public Works filled a 40-yard dumpster with debris and established a fire-safe buffer around the carport area.
Code Enforcement also arranged for the towing of an abandoned vehicle left on the property. City Works secured the duplexes by boarding up all windows and doors.
Officer Vang will continue monitoring the property until the probate process is complete. The property owner will be billed for cost recovery associated with city staff time, equipment usage, and dumpster fees incurred during the abatement process.

This month, the Code Enforcement team attended a Workplace Violence Training held at the Oroville Police Department and hosted by Human Resources. The training covered several important topics, including worker-on-worker violence, client-on-worker violence, and other forms of work-place violence. My team found the training valuable and appreciated the practical tools provided to help address this growing concern.
