6. OROVERDE ENERGY INITIATIVE UPDATE
Staff has continued evaluating opportunities to provide competitively priced energy within the City through the newly created OroVerde public utility. Following technical and financial analyses conducted by NewGen Solutions, staff has concluded that development of a traditional municipal electric utility utilizing existing transmission and distribution infrastructure or by installing new parallel lines is not financially feasible in current markets where electricity is currently being provided by an Investor-Owned Utility (IOU), under current market and regulatory conditions.

While that approach is not recommended at this time, staff has identified an alternative path that may support economic development through the delivery of off-grid energy systems serving new greenfield development (new development/project). Staff is currently working with an energy provider and project developer to further evaluate this concept.
