The Council received and filed the update regarding the OroVerde Energy Initiative.

TO: Oroville City Clerk & Members of the Oroville City Council FROM: The Dioxin Education Committee (DEC)
DATE: July 20, 2026
SUBJECT: URGENT PUBLIC INQUIRY – Item Regarding OroVerde Energy Initiative Update (Agenda Packet Pages 194–195) for the July 21, 2026 City Council Meeting Dear City Clerk, Mayor, and Council Members,
The Dioxin Education Committee (DEC) is writing to formally request immediate public clarification regarding the "OroVerde Energy Initiative Update" scheduled for discussion at tomorrow's City Council meeting on Tuesday, July 21, 2026.

According to the staff summary on pages 194 and 195 of the official agenda packet:
"Staff has identified an alternative path that may support economic development through the delivery of off-grid energy systems serving new greenfield development (new development/project). Staff is currently working with an energy provider and project developer to further evaluate this concept."
While we acknowledge NewGen Solutions’ conclusion that a traditional parallel grid utility model is financially unfeasible, the pivot to an un-mapped "off-grid" system serving new greenfield developments raises critical regulatory, environmental, and public safety questions that must be addressed transparently before the City moves forward.

On behalf of the public interest and regional environmental safety, the DEC formally requests that City Staff and Council explicitly answer the following questions during tomorrow’s presentation:

1. Identity of Private Entities: Who is the unnamed "energy provider" and who is the "project developer" currently collaborating with City staff on this alternative off-grid framework?

2. Technological Specifications: What specific technology will be utilized to generate power for these off-grid systems? Does this plan involve high-heat thermal processing, biomass gasification, or chemical thermolysis systems similar to other proposed projects in the South Oroville industrial corridor?

3. Site Location: Which specific "greenfield developments" or undeveloped parcels are currently being evaluated to host these off-grid energy systems?

4. Environmental Oversight: Will these off-grid systems bypass traditional regional infrastructure reviews, and how will the City ensure strict compliance with the Environmental Justice policies mandated by the Butte County General Plan 2040?
Docusign Envelope ID: 3BD407E3-29C8-842A-819F-EC42C0C0F04E The citizens of Oroville have a right to full transparency regarding public utility partnerships, particularly when they involve localized energy generation infrastructure. We request that this inquiry be read into the official record and explicitly addressed by staff during the OroVerde update presentation.

Thank you for your time and your commitment to transparent governance.

Sincerely,
The Dioxin Education Committee (DEC)
Oroville, CA
