BACKGROUND
The Oxnard Wastewater Treatment Plant (OWTP) treats approximately 17 million gallons of wastewater per day. The treatment process consists of preliminary treatment, primary treatment, secondary treatment, solids processing, chlorination and dechlorination, and ocean discharge. During the 1990s expansion of the OWTP, an activated sludge system was constructed to enhance treatment capabilities. This included the addition of six activated sludge tanks (ASTs), and the installation of five Turblex high-speed blowers. These blowers introduce air into the activated sludge through an aeration grid located within the ASTs. This enhances bacterial consumption of organic material, producing a higher level of wastewater treatment.
These specialized blowers have been in continuous service for over 30 years. These units were last serviced in 2020, during which it was recommended the blowers receive new high speed shafts and impellers with their next Class II service. As part of the work warranty for the blowers, original equipment manufacturer (OEM) parts must be used. Turblex, Inc., a subsidiary of Howden Roots, is the sole provider of Turblex OEM blower parts.
DISCUSSION
On November 18, 2021, the Public Works Department released a notice inviting bids PW 22-50 for wastewater blower maintenance and repair services. Scope and specifications for PW 22-50 called for OEM parts with each service. Due to this requirement, it became apparent that only Howden Roots was able to supply the 8 necessary OEM parts and meet the requirements of the scope and specifications. Therefore, it became necessary to cancel PW 22-50 and pursue a negotiated contract with Howden Roots, LLC.
Through this contract, Howden shall provide a Class II service to all five blowers, including the replacement of high speed shafts and impellers. A Class II service includes, but is not limited to a thorough inspection and replacement of major internal components including rotating units, bearings, seals, and control mechanisms, if necessary. A 15% contingency for this project is requested for unforeseen circumstances, which can include additional blower repair work as a result of inspection and the cost of the complex parts and equipment.
Repairs are anticipated to be completed by December 31, 2022, and once completed, the Wastewater Division expects the life of the blowers will be greatly extended. Furthermore, the efficiency of the overall air production and energy consumption will significantly improve.
STRATEGIC PRIORITIES
This agenda item supports the Infrastructure and Natural Resources strategy. The purpose of the Infrastructure and Natural Resources strategy is to preserve and improve our roads, utilities, parks, trees, water supply and natural resources through effective planning, prioritization, and an equitable and efficient use of available funding.
FINANCIAL IMPACT
The cost for this agreement with Howden Roots LLC, shall not exceed $257,989.85, and is being funded from existing appropriations in the approved Fiscal Year 2021-22 budget from the Wastewater Operating Fund 621 (accounts 621-6205-842-8209 and 621-6205-891-8606). This cost includes a 15% contingency in case of unforeseen conditions.

INSTRUCTION FOR SUBMITTING INSURANCE CERTIFICATES AND ENDORSEMENT FORMS
Certificates of Insurance
The sample accord form on the following page is provided to facilitate your preparation and submission of certificates of insurance. You may use this or any industry form that shows coverage as broad as that shown on the attached sample. Please note the certificate holder address must be as shown on the attached sample accord form with the contract number a nd insurance exhibit identification information completed. Improperly addressed certificates may delay the contract start-up date because the City’s practice is to return unidentifiable insurance certificates to the insured for clarification as to the contract number.
Cancellation provisions must be endorsed to the policy. Modifying the certificate does not change coverage or obligate the carrier to provide notice of cancellation.
Endorsement Forms
Original endorsements are required for commercial general liability and business automobile liability insurance policies and must be attached to the applicable certificate of insurance. City preference is that you use the endorsement forms which are attached. Substitute forms will be accepted, however, as long as they include provisions comparable to the attached.
