Regarding City council meeting on January 17, 2023 agenda item K-5, Determination of Future Uses of Sports Park & College Park.

I believe the city and park district should seriously consider allocating a small piece of this park for a BMX (bicycle) complex.

The City of Oxnard had recently been swarmed by young men and women riding bicycles in the streets amongst traffic. This is a serious danger to both the riders and public around them. A BMX complex would give the youth a safe and structured environment to ride their bikes.

The Cardenas family has a long history with park operations and have a fantastic plan in place to operate a BMX facility, and programs for underprivileged youth.

Opening a BMX facility would cost little to nothing. These types of facilities are operated and maintained by volunteers and participants.

Please consider allocating a small portion of this park to BMX.

Thank you,
Travis Fuller

Good Evening!
I’ve emailed each City Council Member a Response to the Report prepared for this agenda item.

With only 3 minutes to speak, I’ll emphasize a couple of important points:

1. The Report bases its recommendation certain parts of the Parks & Rec Master Plan, which is not a clear representation. You can’t quote one part without also quoting the other part!

2. For instance, the Report states that the Master Plan states that Sports Park is to “…incorporate baseball/softball fields…” This is true. Yet the Report omits to mention that the Master Plan also states that “sports park should be a space devoted to a diversity of sports and fitness” activities.

3. The Report also neglects to mention that the Parks & Rec Master Plan states that repair and maintenance of the 37 existing baseball/softball fields should be “prioritized.” To quote Councilmember Madrigal, many of those fields are “a mess” and are in “atrocious” condition.

a. With 37 baseball/softball fields already existing, it would serve many people if those fields were repaired and maintained.

Page 2 of 2 ends

Based on these 3 points, it should be clear to the City Council that limiting Sports Park to baseball/softball is NOT in alignment with the Parks & Rec Master Plan and DOES NOT serve the community as a whole.

My Response to the Report discusses that there has only been 1 outreach event for Sports Park and the survey only had 164 responses. It simply doesn’t make sense to say that should decide the Sports Park.

I remind the City Council that Oxnard once had an ice rink, which was a vibrant and self- supporting part of our community for 17 years. Our group has been actively participating in meetings since October 2021, in fact this is our 24th outreach meeting! Tonight you can see that many people have taken time to come to this meeting, wearing LA Kings gear, to show their support for an ice rink in our community.

The petition to Bring Back Our Ice has so far gathered 2,269 signatures! So, I’m am here tonight to make a formal request that the City Council should:

1. Utilize the designated ARPA funds to obtain feedback from a significantly larger cross section of people.

AND

2. Present multiple opportunities for the community to explore various different layouts for Sports Park, including this proposed layout, which offers multiple activities and also meets most of the needs requested by the West Village Neighborhood. a. Just a few highlights of this layout:
i. Ice Rink, Roller Rink. 3 Ball Diamonds, Batting Cages, Serenity or Community Garden, Dog Park, and plenty of parking.
b. This plan definitely meets the Master Plan’s requirements for diversity in Sports Park!
Thank you for the opportunity to be heard!

Not all of us are able to attend so i am here to represent all of us on this email. We would like to use those acres of land to build an ice rink. The reason for this, is because we already have fields, parks, and gyms for baseball and soccer and other physical activities. We talk about how we need to have diversity as a nation, so why wouldn't we do that in the sports category as well? The original ice rink that was open in Oxnard not only had 2 ice rinks, but also a dance studio. This would be a great way to be a multipurpose facility. You can play hockey, ice skate, play broom ball, dance ballet, jazz, hip hop, tap, or even contemporary. Having all these activities will bring income to the county in a fun and diverse way. Along with these activities, there would also be a pro shop where you buy supplies for these activities as well, causing more profit to be made. We believe it wouldn't be fair to build something other than an ice rink, since the city tore down the original one which also gave to different charities during the holiday winter shows and the spring shows. It gave skaters and dancers a fun way to show everyone what they had learned during the year and how they improved. Let's bring a fun, challenging, diverse, and new activities to bring to Ventura County! We can't do this without you, so help us bring that change to the new future of sport activities!!

Date Sent: Tuesday, January 17, 2023 2:14:20 PM GMT-08:00 Date Received: Tuesday, January 17, 2023 2:14:34 PM GMT-08:00 Dear Oxnard City Council,
I am writing in support of including an ice rink in the Oxnard Sports Park as both a recreational outlet for the community and for economic benefits to the City.

An ice rink at the Oxnard Sports Park would provide an invaluable recreational opportunity for youths, families, and teens looking for a fun way to socialize and enjoy healthy activities. It would also provide a forum for competitive youth sports such as ice hockey and figure skating. My sons started ice skating, then playing hockey, at the Channel Islands Ice Center in Oxnard in 2010 until it closed in 2016. We now travel to Santa Clarita and Simi Valley to play with no other options in western Ventura County. Having access to an ice rink has entirely shaped their lives in a positive way. They have developed team and athletic skills, friends for life, focus and determination, and a healthy lifestyle. The ice rink could also provide an ice hockey league for adults, which is in high demand, and a great sports outlet for those beyond their youth sports years, Yes, soccer and baseball are great activities, but those are primarily team sports. An ice rink would provide a place for families to enjoy recreational time together by skating. An ice rink also provides a safe place for teens and adults to socialize in a positive athletic activity instead of playing on their electronic devices and roaming around bored.

Additionally, an ice rink will not only bring much-needed recreational opportunities but significant economic benefits as well. Ice sports, particularly ice hockey, generate a need for hotel accommodations for traveling teams every weekend from August through February. Figure skating events also attract visitors to our community. Ice rink patrons and visitors often enjoy eating and shopping nearby. Hotels, eating establishments, and shopping all benefit enormously from a local ice rink.

Several years ago, I met with then-Supervisor John Zaragoza about locating an ice rink in western Ventura County and he and his staff were extremely supportive. Unfortunately, we could put it together at that time.

But now the Sports Park will provide an ideal forum.

After careful evaluation, the City of Santa Clarita recently invested significant public funds in turning the Cube ice rink into a resource for their community. There is the ability to cover the ice and provide a huge public forum for events as well. I urge the City of Oxnard to do the same for our community. Thank you for your thoughtful consideration.

Best regards,
Linda K. Ash

January 12, 2023 Response from Wendi Cool to Alexander Nguyen’s Report, Agenda Item K.5., Oxnard City Council Meeting, January 17, 2023

Page 1 of 5 ends

Dear Mayor Zaragoza, Mayor Pro Tem MacDonald,
and Councilmembers Perello, Teran, Madrigal, and Basua:

I would like to clarify some omissions and make some comments on the Report, Agenda Item K.5., prepared by Alexander Nguyen for the January 17, 2023 City Council Meeting.

The Report begins on page 569 of the Agenda Packet for the City Council Meeting.

1. Page 569, Executive Summary
a. On page 569, Executive Summary, I note that an important part of the Parks & Rec Master Plan was not mentioned. The Parks & Rec Master plan states that the “sports park should be a space devoted to a diversity of sports and fitness” activities. Please see attached page 214 from the Parks & Rec Master Plan. b. The Report quotes the Parks & Rec Master Plan, stating that the future use of Sports Park is to “…incorporate baseball/softball fields…” Missing is the rest of the sentence, which reads: “The consultant recommends that the City prioritize improvements to Durley Park’s baseball field and incorporate baseball/softball fields into the new design for Sports Park to provide players with functional, consolidated playing facilities.” It’s clear that there should be baseball/softball fields “incorporated” into Sports Park. It’s also clear that Sports Park should NOT be solely limited to baseball/softball. Yet the Report is proposing to designate Sports Park solely as a baseball/softball park, which is clearly NOT in alignment with the Parks & Rec Master Plan.
c. The Executive Summary further neglects to mention that the Parks & Rec Master Plan states that the “City of Oxnard needs to provide baseball and softball leagues with maintained facilities at the very least.” The Parks & Rec Master Plan specifically mentions that “baseball and softball teams in Oxnard have suffered from the poor condition of Durley Park.” The Master Plan also states that the City should “prioritize improvements to Durley Park’s baseball field,” as mentioned in Item 1.b. herein.

However, to quote Councilmember Madrigal, “Anyone who’s gone to any of the fields in all the different parts of the city [of Oxnard], the baseball/softball fields are a mess” (see 10/25/2022 Community Services Committee Meeting video, 56:32-56:42).

Councilmember Madrigal goes on to name a few parks (Colonia, the park next to Blackstock, and Johnson Park) and states “those fields are atrocious” (see 10/25/2022 Community Services Committee Meeting video, 56:44-56:55). d. According to the Report, there are 37 ball fields in Oxnard, with 23 being available for game or league use. If all or most of Oxnard’s ball fields are indeed “a mess” and “atrocious,” how does it make sense to propose building 5 new ball fields? Wouldn’t it serve more players and be less expensive to repair and maintain the 37 existing fields? 9 / 56

2. Page 570, Parks and Recreation Master Plan
a. Public outreach to develop the Parks & Rec Master Plan was done from July 2018 through October 2019. Many outreach events where held, yet the Report only cites feedback from a total of 748 survey responses. Oxnard has a population of over 200,000 people. Clearly a sample size of 748 is inadequate.
b. During the time public outreach was being done to develop the Parks & Rec Master Plan, our group, Ventura County Ice Sports (VCIS), was not yet in existence. Also, the leadership of the former ice rink was not actively pursuing rebuilding. So, the ice rink wasn’t part of the conversation at that time. Since VCIS did not get to participate in the master plan process, does that mean we are forever denied from trying to rebuild the ice skating rink as part of Sports Park? Is the Master Plan permanently set in stone, excluding new ideas and interests that might develop?

3. Page 570-571, Sports Park Idea Day
a. On page 570-571, Sports Park Idea Day, the Report references the Sports Park Idea Day Survey and states that there were 164 survey participants. i. The survey was limited; it was NOT ONLINE, it had to be completed in person, and it was only available on Sports Park Idea Day.
ii. The 8 of us working at the VC Ice Sports booth at Sports Park Idea Day were not given the opportunity to participate in the survey, despite follow-up requests to Jessy Tapia on May 2nd and May 4th.
b. As I mentioned in my public comments to the Parks, Recreation, and Community Services Commission meeting on 7/27/22 and again at the Community Services Committee meeting on 10/25/2022, Oxnard has a population of over 200,000 people.

Clearly a sample size of 164 is far too small to decide the Sports Park. c. There has been only 1 community outreach event for Sports Park. i. Aquatics Center: The city has held 3 community outreach meetings, plus an ONLINE survey (which had received 1,000 responses as of 6/30/22). ii. Campus Park: The city has held 10 community outreach meetings, plus an ONLINE survey.
d. Our petition to Bring Back Our Ice has so far gathered 2,243 signatures. e. It should also be noted that Samantha Shapiro's report of Sports Park Idea Day states that the General Plan and the Parks & Rec Master Plan designations of the sports park site are that it should “serve the community at large and provide recreational or athletic facilities that are missing or lacking from the overall park system." This perfectly describes an ice rink, which is both missing and lacking from Oxnard!

4. Page 571, Discussion
a. On Page 571, Discussion, the Report states that Oxnard has 37 ball fields. Conversely, what Oxnard once had, but no longer has, is an ice skating rink! 10 / 56

Page 3 of 5 ends

5. Page 572, Baseball/Softball Complex at Sports Park
a. On page 572, Baseball/Softball Complex at Sports Park, the Report states that it’s recommended in the Parks & Rec Master Plan that Sports Park should be primarily programmed with baseball and softball facilities, which is true. However, the Parks & Rec Master Plan does not state that Sports Park should be limited to and solely consist of baseball/softball fields. Instead, as mentioned in item 1.a. herein, the Parks & Rec master plan states that the “sports park should be a space devoted to a diversity of sports and fitness” activities. Also, as mentioned in Item 3.e. herein, Samantha Shapiro’s report of Sports Park Idea Day states that the General Plan and the Parks & Rec Master Plan designations of the sports park site are that it should “serve the community at large and provide recreational or athletic facilities that are missing or lacking from the overall park system." Again, I repeat that this perfectly describes an ice rink, which is both missing and lacking from Oxnard! b. Also on page 572, the Reports states that “with the L-shape of Sports Park, baseball/softball field shapes might not be the most effective fields to layout.” Therefore, why not arrive at a plan that shows “diversity” in use, as called for in the Parks & Rec Master Plan?
c. The Report includes a rough draft exhibit showing a layout of 5 baseball/softball fields for Sports Park and states that “this layout, as well as others, would be explored in more detail should Council provide such direction.”
i. I hereby formally request that multiple opportunities should be presented to the Oxnard community to explore various different layouts for Sports Park. ii. Attached please find my rough draft layout idea for consideration, “An Idea for Oxnard’s Sports Park.” Note that this layout offers the “diversity of sports and fitness” activities as specified in the Parks & Rec Master Plan. The layout also provides most of the requests made by the West Village Neighborhood.

6. Page 573, Parks, Recreation and Community Services Commission (PRCSC)

1. On page 573, in reference to the PRCSC meeting of 7/27/2022, there were 37 people present at the meeting to support the ice rink. There were 8 public speakers and 8 written comments were submitted, all supporting the ice rink.

7. Page 574, Strategic Priorities, Quality of Life Strategy a. On page 574, regarding the Quality of Life Strategy mentioned under the heading Strategic Priorities, I’d like to point out that the ice center meets the criteria to “restore and increase quality services and programs that enrich Oxnard’s diverse community, promotes safe neighborhoods, encourages community engagement, and supports our residents in their efforts to improve their quality of life.” Particularly the word “diverse” is important. The ice rink formerly located at Wagon Wheel operated successfully for 17 years and it offered diverse programs that enriched Oxnard’s community. 11 / 56

Page 4 of 5 ends

8. Page 574, Committee Outcome
a. The Report neglects to mention certain specifics about the citizen input at that meeting.

Present at the meeting to support an ice rink were 13 people, 2 of whom addressed the Committee. There were 17 written comments submitted in support of the ice rink. b. Councilmember Madrigal stated that the Council should move forward in a direction and see what’s best for the community as a whole. Not just baseball/softball players, but the community as a whole.
c. Mayor Zaragoza asked questions about the costs of an ice rink, which we were not allowed to answer at the meeting. We have since submitted our business plan for review and would welcome the opportunity to discuss strategic plans to bring about the return of ice sports and recreation for our community.
d. Mayor Pro Tem MacDonald commented that the Sports Park should have diversity, which may include the ice rink and possibly BMX.

9. In closing I would like to point out that the sports park site is a good location for the ice rink because its proximity to Pacifica High School and the 101 Freeway will allow it to effectively offer the following valuable benefits and diverse programs to the Oxnard community:
 Through the hosting of tournaments, competitions, and other events, the ice center will attract visitors who will spend money locally, supporting local businesses.  We will create opportunities for high school and college students by offering work study programs and summer internships.
 The ice center will work with the LA Kings to bring their High School Hockey and Little Kings programs to our community.
 Our proposed after school program for at-risk youth will offer ice sports and recreation along with academic support, including STEM and Physics components.  The ice center will host a variety of community events for all ages and abilities.  The outreach and inclusiveness of the ice center will be enhanced by reviving the former sled hockey program, creating a wheelchair curling team, and offering adaptive skating programs.

The value and elegance that the ice center will bring to the sports park and to the community at large, the diversity of recreational opportunities it will offer to skaters and non-skaters of all ages and abilities, and the uniqueness of ice sports make it an extremely worthy project for our community.

Please support the ice center coming back home to Oxnard! Sincerely,
Wendi Cool, President, Ventura County Ice Sports

Subject: Reno Ice on behalf of K.5.From: [email protected]: [email protected]: [email protected] Sent: Tuesday, January 17, 2023 1:25:34 PM GMT-08:00Date Received: Tuesday, January 17, 2023 1:25:52 PM GMT-08:00 Good Evening,

I plan to be on the zoom, however we have a pracce at 8:00 pm for the high school team I coach, however just in case…I would like to submit the following to the record to speak in favor of item K5 as it relates to the ice rink:

I found myself at a podium 8 years ago at a meeng like this one, when we established the non-profit, The GREATER RENO COMMUNITY ICE SKATING ASSOCIATION (GRCISA) to bring a year-round Ice Rink to the greater Northern Nevada and Tahoe area. Everyone, and I mean everyone thought we were a bit crazy to put Ice in a desert town. The board pushed forward with our plan and ulmately achieved what we set out to do. We were able to achieve this as a community by working with both the City and the County. We put together a cohesive master plan for one of the areas large parks that currently consists of a Library, Baseball fields, soccer fields, our current community ice facility, and the remaining lands for addional future recreaonal purposes.

The structure that we created was a long-term ground lease of 40 years, where we obtained the development rights over 6 acres, and upon compleon we would have a lease in place. Our non-profit raised the money through various non-profits, families, and other community enes to build Phase I which includes 1 NHL size sheet of ice, 6 locker rooms, an office for our Full-me staff, concessions, rental skate area, bleachers, and an upstairs facility to house a forthcoming restaurant. We are currently raising money for Phase II which aaches to the exisng facility as well as addional parking to allow for a second sheet of ice.

Our facility is currently being ulized from 5 am-1am (on some nights). Our main issue is currently, we have too many users for the amount of ice hours available and are proacvely pushing for the 2nd sheet of ice.

None of this would have been possible without the municipalies understanding the vision and allowing us rights to the perfect piece of Land that allowed the 500k+ community members to access. I strongly encourage your council to consider a partnership with VC Ice Sports to bring this to reality. The number of families, youth, and seniors we have been able to reach has been astounding.

Lastly, Ice is for everyone and that is why our name has the word “community” in it. We wanted to make sure that kids of all backgrounds, whether or not they could afford to play were awarded the chance. This is why we were able to partner with Scheels Sporng Goods store and established a scholarship fund for kids that could not afford it. In 1 year, we have had over 60 applicants who have been awarded scholarships.

I would also welcome and encourage anyone from the council to tour our facility if you so choose, we would love to host you…A picture is worth 1000 words.

Commentee: Bridget Davenport
Supporting: The building of a new ice rink for the surrounding communities and cities.

This is one of those situations where why wait longer to start up something really great? It's only a matter of when this is going to be built, not if.

An ice rink isn’t just for those who are trying to become elite. It’s for all ages. As someone who has skated for 17 years, I have seen the crowds that rinks bring in, whether it’s for figure skating lessons, hockey, parties, curling, family gatherings, dates, and much more. Ice rinks can be a very lucrative opportunity, so why skip out? A rink is a safe space for camps and quality exercise. A lot of rinks even have gyms built into them and access to ballet rooms for the figure skaters.

Now as a government employee, I have met several men who are traveling from Ventura to Simi for adult hockey stick time and games. Their biggest complaint is the time spent on the road after working all day and the wear and tear on their car and wallet. How wonderful would it be if people like them and retired competitors like me could continue our passion and love for ice sports but with the reduction of travel time and finances? There is a radius of an hour's drive to any rink from Ventura County. If we are the epicenter of all these other rinks, it is only logical to create a rink right here in our county.

With time, Ventura County could become a hot spot for hockey leagues of all ages, figure skating competitions, Theater on Ice Productions, gym training, parties, holiday festivities, and off-ice lessons! There are many people at my age and experience that could and would love to coach at this new rink here in Ventura County. And with my connections, I could be bringing in a large crowd of regular skaters.

Affected Cities: Right now people in Ventura, Oxnard, Camarillo, Santa Paula, and even parts of Newbury Park and Thousand Oaks are having to travel an average of 40 minutes to 2 hours on the road just to get to the nearest rink to do what they love.

Statistics: A new ice rink could impact an average population of 453,000 people…To put that into perspective, that’s almost half a million people!
Southern California is one of the greatest locations for ice sports, so there’s absolutely no reason Ventura County should not have a rink (And it's not like there hasn't been a rink before. This is the sole reason why we are pushing so hard to rebuild our rink. Which is a crucial reason to rebuild the rink that was already here.).

Ice sports bring in thousands and thousands of dollars every month. A new rink would be an economically smart decision. There’s even new technology for the Zambonis to conserve water with a water recycling system.

It may feel like a lot of money now, but the long-term investment for the social impact is so worth it! Let’s bring the ice back and I'll help bring the people back! 17 / 56

My family misses spending 3-4 days/week at the Oxnard Ice Rink, playing together, bringing out of town friends, and enjoying a locally community joined by a mutual love of healthy recreation and ice! We are supportive of using the new sports park near Pacifica to include an ice rink. We believe this will provide healthy outlets for our residents and will draw out of towners for a fun day in Oxnard by offering a unique attraction not widely available- not to mention bringing competitive events/teams from all around! I am writing this because, unfortunately, I can not be there in person. I have skated for about 5 years at the Channel Island Ice Skating Rink before it closed. I am a huge supporter of having an ice skating rink in the area as it it very far for the community to travel to ice skate now. As you know, exercise and community are so important to over all health and happiness. Ice skating to me provided an outlet and community that I sincerely miss now. I have talked to some ice skaters who very much agree with me. I am unable to travel frequently enough to take back up ice skating frequently as I would love to.

There also needs to be more more family friendly activities in the area (and not just shopping centers, apartments and condos). Also of note, that the Channel Islands Ice Skating rink was a place that really gave back to our beautiful community which can help so many.

In conclusion, I am looking forward to your positive decision in bringing back our ice skating rink in Ventura County.

Sincerely,
Julie Walton

Please accept this note as a representation of thousands of people with families and their children who have had an enormous missing link in their lives ever since the absence of the beloved ice rink in Oxnard was removed.

The ice rink not only was a way of life for so many, myself included, but in particular, for my daughter who learned to skate for at least 9 years. This was a home away from home for her and her friends and thousands of other families who utilized the various services offered by the rink including celebration of birthdays, competitive figure skating, Ice Hockey and The Special Olympics as well - plus just the pure joy and fun of having a safe place for kids and families to spend their time!! The rink is sorely missed!!
We pray that The City of Oxnard will highly consider this opportunity to bring back the ice rink which will benefit their community economically, and further the growth of this wonderful city.

The kids NEED this ice rink to build for themselves a much better future!! Thank you for your time on behalf of the many families who work so hard to have a better life for their children.

Children need a great foundation in which they can be proud to say they learned about life and its disciplines through the love of recreational ice.

Again, thank you and we are encouraged and thankful to the City of Oxnard for realizing how important an Ice Rink really is.

We greatly appreciate your consideration.

Sincerely,
Priscilla Rzezuski

I'm writing to you today to help allocate the space needed to rebuild a valued asset in our community.

It has been seven years since our beloved rink was torn down for a project that remains incomplete in its development!
The loss was significant to the community, not solely for recreational activities but also as a source of outreach. As a non-profit organization, the rink provided low-cost opportunities with huge payoffs - each year, the rink community, skaters, and coaches, together with their families and local volunteers, hosted an annual Christmas show benefiting impoverished youth in the area generating thousands of dollars for charity foundations. As an area with diverse backgrounds and income, this showcases just one aspect of loss. The community built through sports and charity events became something more; it became a make-shift family for many, a place to go where you felt empowered and healthy, part of something greater. Our community needs such healthy activities for residents and visitors. Ventura County Ice Sports, a non-profit organization, has created a plan to bring back the ice with a beautiful, state-of-the-art facility center. A center of activity that will provide opportunities for people with all abilities and continue the mission of family fun and essential outreach to Ventura County. Please consider bringing back our ice. I appreciate your consideration on the matter.

Sincerely,
Janet Webber

I’d like to again voice my support for a local ice rink and share why. -While many say we can travel elsewhere the nearest rink is in Simi Valley, a 45 minute drive. Additionally, that rink is busy. Teams have a difficult time getting Ice time and sessions are often busy making it difficult to practice. This means there is great need and desire to have a local rink. -Many think that skating is expensive. Like most sports you can spend a great deal on it. However, the basics to skate recreationally are low.
- Skating provides a safe and healthy outlet for the community. As a child I would spend my Saturdays skating with friends for hours. It brought me and many others joy and health. -A rink can be used as an emergency cooling center.
-Rinks become destinations for competitions bringing in money. -We already have an active community working towards bringing a rink here. Crossing this hurdle of land would expedite the process
-Worried about managing? The LA Kings have shown support and that is a conversation that can be brought up to them as they have taken over managing many rinks!
-The community had a rink and the location is still left undeveloped.

Sincerely,
Ciara O’Donnell

Good morning,
My name is Sonny Bignami and I am an Oxnard resident. I am emailing in regards to the Digital Billboard plan.

Please do not add billboards, and please consider removing the current ones throughout the city as they are outdated, unattractive and a canvas for taggers and graffiti. In regards to the freeways, please consider landscaping, repainting brick walls one color after graffiti removal has caused for multi color and patchy looking walls, repainting or power washing bridges/overpasses, etc as I’m sure many people agree the city of Oxnard is deserving and in need. Billboards can be a distraction and aesthetically not the most appealing and are not a priority. Please make Oxnard beautiful - we cannot continue to just add lipstick on a pig. Driving through Camarillo, Thousand Oaks, Ventura there is so much greenery, no missing patches of plants, walls are not containing patches of mismatched paint, bridges are not dirty, etc. Thank you for your time and consideration and I hope to see new and important plans for the city. If you have any questions, I am reachable via email or by phone at (805) 427-4888.

Thank you,
Sonny Bignami

I am writing to support the ice rink being re-built in Oxnard, hopefully in the sports park.

I grew up at the old rink with many other kids, we would skate and hangout all day. Create new activity’s like ice basketball, it was a great way to spend our days, especially when it was hot out.

Goleta is too far to drive and the rink in Simi Valley is terrible with low quality ice cuts, and no ability to keep up with demand. We need more ice! Thank you for your consideration,

Date Sent: Monday, January 16, 2023 4:02:26 PM GMT-08:00 Date Received: Monday, January 16, 2023 4:02:36 PM GMT-08:00 Dear Oxnard City Council,
I will be in attendance at the Oxnard City Council meeting on Tuesday, 1/17, but wanted to submit my public comment via email in relation to agenda item K5.

My name is Kristi Dato. I live at 680 Donizetti Ave in Ventura and I teach kindergarten at Christa McAuliffe School in Oxnard. I have a 16 year old daughter and a 13 year old son. Both of my children began in the learn to skate program at the Channel Islands Ice Rink at a very young age. My daughter progressed through the figure skating classes, and my son moved onto the hockey classes. Just as he was ready to join a hockey team, the rink was shut down. He has gone on to play travel hockey for the Mariners Hockey Club based out of Iceoplex Simi Valley. We drive 45 minutes each way to take him to hockey 4 days a week.

An ice skating rink would provide so many different benefits to the community of Oxnard as well as the County of Ventura:

1. An ice rink provides a new and exciting destination for all families, DIFFERENT than anything that already exists in the area.

2. Community events and birthday parties can be held at an ice rink.

3. An ice rink provides year-round/ weather-proof entertainment.

4. Figure skating provides a new, creative, outlet for children and adults.

5. Hockey is an excellent team sport that takes skill and athleticism.

From being in the ice sport and hockey community for many years, we are grateful for all that it has provided to our family. It brings a definite sense of family to the community. A hockey rink feels like home.

We hope you will seriously consider including an ice rink in your plans for the Sports Park.

Thank you for your time,
Kristi Dato

I am writing in support of the Ice Rink being proposed by VC Ice Sports. I used to be a frequent visitor to the ice rink in Oxnard. It's where our best holiday parties happened.

It's where my son learned to ice skate and learned to play hockey. It's where we would go on very hot days to get out of the heat. I miss having an ice rink close by. Goleta is too far. I've never been to the one in Simi Valley.

Please consider approving a new ice rink. Generations of kids will thank you and their parents, too!

Pressures on Existing Campus
1) Enrollment at RDV expected to increase by approximately 250 students in the coming years.
2) Increased demand for use of District facilities (sports fields, gymnasium and multi-purpose spaces) at the site by the surrounding community. 3) Plurality of bus routes in District head to and from RDV Campus, more than any other school.
4) Current circulation and parking configuration creates significant impacts to Rose Avenue during drop off and pick up time. This results in safety concerns for students, parents, and the general public. 3 34 / 56
Project Context and Background
1) Only District campus with adjacent, vacant land
available for expansion.
2) District became aware adjacent farmland was
for sale, wanted to purchase southern parcel
(11.3 ac). At the time, only northern parcel (10
ac) was for sale.
3) LAFCo, County, City indicated southern parcel
was preferred for development.
4) District reapproached owner, who agreed to sell
southern parcel as well.
5) Agricultural program in development by District
found a home on the northern parcel.

Why Annexation to the City?
1) To obtain consistency with LAFCO, City, and County policies regarding “urbanized development” to be located within incorporated Cities. 2) To obtain water & sewer service from City. While the existing campus (located in the SOI and CURB) currently obtains water and sewer service from the City, City staff and current City policy require annexation for additional and/or new service connections.
• Note: Project will bring groundwater rights into City to offset increased water usage (net-zero).
3) To ensure one comprehensive campus within the same jurisdictional boundaries to the extent feasible, and to ensure student safety, in accordance with City, DSA and CDE guidance.
4) To ensure the continued educational success of Oxnard and El Rio students. 12 43 / 56

SOAR and Greenbelt Agreements
1) City of Oxnard SOAR Ordinance Section 3, Subsection 6 provides the City Council the discretion to exempt “roadways, public water facilities, public schools, public parks, or other government facilities” from a Citywide vote of the people.
• Rio School District respectfully requests that the City Council grant such an exemption, as a SOAR vote would result in additional cost burdens and delays. 2) Property is in the Camarillo-Oxnard Greenbelt Agreement, which will require a vote of City of Oxnard, City of Camarillo, and County of Ventura to modify.
14 45 / 56
Consistency with City Goals and Policies
1) Proposed project is consistent with proposed requested City General Plan designation (Public/Semi-Public) and Zoning designation (Community Reserve).
2) Precedent exists for such facilities, with approximately 3 transportation, operations and or maintenance facilities being co-located on public school sites located the C-R zone Citywide.
3) Proposed project will support planned population growth within District boundaries, provide joint community use in an economically disadvantaged area, improve public safety and mitigate existing traffic issues on Rose Ave.

SUBJECT: PROPOSED GENERAL PLAN & ZONING DESIGNATIONS

RIO DEL VALLE CAMPUS EXPANSION MASTER PLAN
3100 Rose Avenue | APNs: 144-0-110-445, -225 (Portion), -590 (Portion) Dear Mr. Pearson,
On November 21, 2022, the City of Oxnard transmitted a letter to Rio School District titled “City of Oxnard Comments on Draft Environmental Impact Report”, which contained the City of Oxnard’s (City’s) comments regarding the proposed Rio Del Valle Middle School Campus Expansion Plan (proposed project). Within this comment letter, the City raised concerns regarding Rio School District’s (District’s) proposed General Plan and Zoning designations for the proposed project. This letter is intended to 1) address these comments and 2) identify a pathway forward that is agreeable to both the City and District, and can be supported by the City’s General Plan, Municipal Code, and past precedent.

The City comments in question are as follows:
“Global Comment #1:

The Draft EIR incorrectly includes the proposed district transportation and bus maintenance and parking facility, as part of the school, and assumes compliance with applicable General Plan and Zoning policies and regulations. The proposed District Transportation and Bus Maintenance and Parking facility is not a Public School and cannot be considered as part of the adjacent school, and therefore is not consistent with the proposed General Plan land use designation (School) or the proposed Zoning (C-R). Per the City of Oxnard 2030 General Plan, the School designation is for ''for campuses of the elementary and secondary public school districts that serve Oxnard.". Also, the C-R zoning designation only allows for "Public schools-elementary, junior high, high school and college. " This does not allow for a District wide Transportation and Bus Maintenance and Parking facility. As a result, the conflicts, this would result in significant impacts, in multiple impact areas, including, but not limited to, Aesthetics, Agriculture, and Land Use Planning.”” (November 21, 2022 Letter, Page 1)
The District offers the following for consideration by City staff:
49 / 56

RIO DEL VALLE PROPOSED GENERAL PLAN & ZONING DESIGNATIONS PAGE 2 OF 8
005864.0007339
527928.2
Should the City of Oxnard continue to consider the proposed Transportation and Operations facilities as a separate entity from the broader public school proposed at the site, the District believes that the following General Plan and Zoning designations would permit both components of the proposed project, and would allow for the proposed project as currently designed to be found consistent with applicable City land use designations and policies. We wish to note for the record that the District does not agree with the assertation that the transportation and operations facility is separate from the school site (see our response to Global Comment #2 below), but present this proposal in the spirit of attaining mutually agreed upon Zoning and General Plan designations so that processing of the project can proceed through the City of Oxnard.

Proposed General Plan Designation: Public/Semi-Public
Rationale: The Oxnard General Plan describes the Public/Semi-Public Designation as follows:
“Private, quasi-public, and public buildings and facilities owned by the City, County, State, Federal agencies, or other organizations that serve the general public such as a civic center, flood control channels, rail lines, community college, museum, performing arts center, community center, city yard, library, fire station, public school and /or district support facility, private and parochial school, cemetery, or hospital.” (Oxnard General Plan, Land Use Designation Standards, Page 3-18)
Per the General Plan, the Public/Semi-Public Designation would permit both the proposed public school use (whole of the campus other than the Transportation and Operations facilities) and the proposed district support facility use (Transportation and Operations facilities).

Proposed Zoning Designation: Community Reserve (C-R)
Rationale: Oxnard Municipal Code Section 16-257(G) establishes that “Public schools- elementary, junior high, high school, and colleges” are a permitted use in the C-R zone with the approval of an SUP. Per the City’s position to date, this would allow development of the proposed whole of the campus, with the exception of the Transportation and Operations facilities.

Further, Municipal Code Section 16-256(F) states that “Accessory buildings, including other uses customarily incidental to a permitted use” are also permitted in the C-R zone. Should the City continue to consider the proposed Transportation and Operations facilities are separate from the proposed public school, the District asserts that transportation and operations facilities and use, such as the one proposed, can be considered a “customarily incidental” use to the proposed public school. In fact, multiple precedents exist in within the City of Oxnard of transportation, operations, and maintenance facilities being co-located on public school sites within the C-R zone.

Collectively, these facilities make a compelling case that transportation, operations, and maintenance facilities have been considered “customarily incidental” to public schools multiple times in the past by City staff.

On the following pages is an outline of transportation, operations, and or maintenance facilities that are either 1) co-located with school sites within the C-R zone or 2) located within C-R zones as standalone facilities. Please note, this list is not comprehensive and there may be additional instances of co-located transportation, operations, and or maintenance facilities with public schools.

It is our hope that the potential precedents identified above will assist City staff with their research and aid in discussions of potential general plan and zoning designations for the Rio Del Valle campus expansion. The applicant believes that these examples illustrate a strong history and record of permitting transportation, operations, and maintenance facilities in the C-R zone.

“Global Comment #2:

The Draft EIR continues to indicate that it is the District’s position that pursuant to Government Code Section 53094(b), it can overrule City of Oxnard zoning authority as it 54 / 56

relates to the proposed district transportation and bus maintenance and parking facility.

However, Section 53094(b) does not apply to the district’s transportation and bus maintenance and parking facility. Therefore, the City of Oxnard has approval authority over the transportation facility. As, noted in Comment No. 1 above, the proposed zoning and land use designations do not permit the proposed transportation facility, and therefore the Project must be revised to request the appropriate general plan and zoning Designation.” (November 21, 2022 Letter, Page 2)
The District offers the following for consideration by City staff:

The District understands, with respect to the new property to be acquired, that the District’s proposed use is not in conformity with the existing General Plan and Zoning. Additionally, the District is not intending, at this time, to pursue an overruling of zoning, but rather is primarily focused on, and is in the process of submitting, a comprehensive development application with the City of Oxnard, in order to address the annexation of the Property into the City and the applicable General Plan and Zoning protocols, relative to the use of the property for government purposes.

While the District would disagree with assertions relative to its ability to overrule zoning pursuant to Government Code section 53094, that is not the course of the District at this time. The District does not dispute that Section 53094 does not allow the District to overrule zoning for purely non- classroom facilities, but it does permit the District to overrule zoning for facilities used for or related to student instruction. This project, as proposed, includes not only expanded classroom facilities, but also play fields and bus parking that are directly related to student instruction at the Rio del Valle campus. The play fields are used by the students for physical education and recess purposes, and the bus parking is used for buses that transport children to and from school, so that they may attend classes at the campus. A majority of the buses that will use the transportation component of the project are used to specifically transport students at Rio del Valle Middle School to and from the school, as well as for school athletic programs, field trips, special needs programs, and the newly proposed agricultural farm program.

The District would further note that the site will be primarily for bus parking, with only basic maintenance performed onsite, with any significant maintenance occurring onsite through contracted services. The maintenance modular will house maintenance facilities for the school site as a whole, not only buses.

It is also important to note that the District shifted its efforts to this site, as opposed to the 10- acres to the north of the existing Rio del Valle Middle School Site, based on recommendations of the City and Ventura County LAFCO. This site is situated at a location largely cut off from the other agricultural uses in the area, and is surrounded by school use to the north, and auto center facilities to the south.
