I am Michell Navarro life me resident of Our Beau ful city of Oxnard. I have seen a small town grow into a city and lose the beauty of the agricultural town. As ci zen we need to control the growth in the city before we become more like Los Angeles in a bad way. We currently struggle with having enough law enforcement to portal now and we con nue to build and bring more people to the city. That Cause over worked personal. We use subcontracted companies to clean up the landscape as well as construc on of city streets and u lize the signs that say measure E. We need to be wiser with how money is spent and how can we improve city job for locals.
My concern today is the Freeway adjacent digital display billboards to adver se for Oakland. We don’t need 3-4 eye sores off the city limit of Oxnard to make our city look ugly. I understand it’s to bring revenue to the city along with distrac on.
The money that is generated from our taxes and the increase of apartments built should be helping the city with income.
It seems as if everything being add to our city is for money and not for the ci zen of Oxnard. Our city can’t keep up with maintaining our city streets and public area appearance now. Please don’t turn our town into a dysfunc onal city due to negligence of city council choices.
Thank you,
Michell Navarro

Subject: City Council meeting 3/21/23 public comments Items M.6, M.7 From: Nicole Collazo <[email protected]>

Date Sent: Tuesday, March 21, 2023 8:28:28 AM GMT-07:00 Date Received: Tuesday, March 21, 2023 8:28:45 AM GMT-07:00 Good morning City Council members,
I would like to voice my disapproval of Planning Division #1 recommendation to approve the electronic billboard projects that the Planning Commission denied for approval. This is simply not the way government is supposed to work (in contradiction to Planning Commission without proper justification). If anything this should be put as #2 with PC recommendations as #1.
The existing billboards already cause a nuisance to not only the neighbors living close to these, but to those who choose to live in Oxnard because of its coastal scenic beauty and proximity to the beaches. We simply don’t want them here. We are not Los Angeles and have no need for them; I don’t believe they compel people to buy products advertised. Surely there is a better way to bring revenue into the city that doesn’t impact the aesthetics and quality of life for Oxnard. I do not know how the MND would not determine a negative impact under Aesthetics since it would directly obstruct our Topa Topa mountain range view.
My drive to work this morning was pleasant until I saw those bright glaring screens (billboards) that hurt my eyes and were distracting and distasteful to look at.
Please do the right thing and follow Planning Commission recommendations in addition to amending the Ordinance (Item M.5) to not allow any more electronic billboards in beautiful Oxnard. Let’s set a precedent and put Oxnard people before profits first.
Respectfully,
Nicole Collazo
