I am a resident of Riverpark and am writing you, the Finance and Governance Commitee regarding Riverparks CFD budget for Oxnard Police Department.

Over the years the police departments level of service and budge has decreased quite a bit. At the recent CFD budget meetings us residents agreed on the police budget for this next year. We agreed on the budget believing we were going to continue with the same level of service that we recieved this last year (2022/2023).

We have recently found out that the police budget will be over budget this year and next year the budget will not be enough to continue the same level of service. To meet budget the police will have to scale back and Riverpark will not have the patrol at the schools during drop off and or pick up, will not have traffic patrol, will not have community policing, will not have parking enforcement, will have a one officer car once a week which could cause a delay in officer response time when the call requires two officers, etc...

I am asking for the Commitee to consider looking at the budget and bringing it up to where it needs to be for Riverpark to have the same level of service as we have had the past couple years.

Thank you

In the upcoming budget, please consider

1. Reestablishing OPD coverage to prior levels

2. Adding funding for security camera to cover breach points in Riverpark along the fence spanning the Santa lara River bed.

Finance and Governance Commiee,

As a resident of Riverpark and Ventura County Taxpayers Associaon Board member, I am concerned that there are four issues regarding the annual budget for Riverpark’s CFD-5 that should be addressed.

1. Remove the Oxnard Police Department storefront from CFD-5’s financial responsibility.

2. Revenue generated from the park reservaons in Riverpark and Rio Vista Middle School ballfield and gym should be applied to CFD-5.

3. Confirm what the current levy credit of $721,765 is compiled of.

4. Do not raise the maximum cap threshold.

Oxnard Police Department Storefront.

The operang and maintenance cost Oxnard Police Department is funded solely by CFD-5. That includes but not limited to, ulies, office supplies, office equipment and repairs. Although the rent for the facility is $1 per month, that has not always been the case. The reduced retail rate ended in July 2019, however all other related cost are funded by the taxpayers in Riverpark. [Ref aachments, 2019 OPD Storefront Rent; 2022 OPD Ulies and Related Expenses].

At this me the rent is $1 but is not expected to connue. There is a spulaon in the current agreement should the Collecon be at or near full capacity should there be a tenant that would like to occupy the space the City will have the opon to pay market rate or vacate.

The OPD storefront is a benefit to the general public and should not be funded by a single community. The presence of a police storefront that does not operate with consistent staff and hours has not shown to reduce crime. There have been three well publicized crime incidents since the beginning of the year, thus not reducing negave acvity. There are also several other police storefronts in the city and funding for the locaon in Riverpark should be handled the same as the others.

Apply the revenue collected from Riverpark park and RVM ballfield and gym reservaons to CFD-5.

A few years ago, it was unraveled that the city was keeping the funds collected from the park reservaons and not providing a levy credit to the CFD that funds 100% of the maintenance for all the parks in Riverpark. There is no reason that the city should connue to keep any revenue from reservaons when there is nothing provided from the General Fund to offset what taxpayers in Riverpark pay.

Last year it was also unraveled that not only do Riverpark taxpayers fund 100% of the ground keeping at the Rio Vista ball field they also share 50% of the cost of the electricity with the Rio School District, approximately 25K per year. [Ref aachment, 2017-2019 RVM Electrical].

This was discovered when three years of accrued invoices was one of the many causes for the CFD’s dramac increase in 2020/2021. While the costs may be shared for the electricity, the CFD also maintains the snack bar by paying for the 3 / 8

permits issued by the County of Ventura to operate as well as providing the appliances. [Ref aachment, 2021 RVM Snack Bar Permits]. *Note 2022 is not yet available.

For these reasons, the CFD should have any and all revenue generated applied back to CFD-5.

Levy credit.

Provide the details of the $721,765 2023/2024 levy credit. There was no specific data provided at the Riverpark Budget Review meengs what the breakdown is compiled of. A PRA request for the details is pending, however may not be provided prior to the next meeng on the topic and should be reviewed before approving.

Disallow an annual increase for the maximum tax threshold.

Also known as the “max cap”. At this me there is not a need to increase the maximum tax threshold and should remind the same.

Please take these items into consideraon when providing your recommendaon and kindly acknowledge you have read and received.

Kind regards,

Tai Hartley
