SUBJECT: Second Amendment with Kore1 for IT Recruiting Services. (15 minutes)

RECOMMENDATION

That the Finance and Governance Committee recommend that City Council approve and authorize the Mayor to execute a Second Amendment to Professional Services Agreement 32300297 with Kore1 LLC to increase the value of the agreement from $200,000 to $500,000 through December 31, 2024, for information technology recruitment services.

Please click the following link to view the required Measure M pre-recorded presentation video: https://youtu.be/lNTyAXx9P-k

BACKGROUND

Kore1 is a leading recruitment agency that provides Information Technology workforce management services and expertise. The current job market continues to provide challenges in finding and hiring appropriate talent.

This has been a nationwide issue and not something that is unique to the City of Oxnard. Kore1 possesses the expertise to locate, recruit, and screen IT candidates to come to the City either as consultants or future full-time employees. The IT department is actively recruiting technology personnel in its quest to serve the needs of the City, its residents and its businesses.

On March 1, 2023, City entered into professional services agreement 32300297 with Kore1 for the purpose of finding qualified personnel to fill various vacant positions in the IT department. Currently, the department has 24 vacancies and is actively working to fill these positions in order for it to continue meeting the technological needs of the City. This proposed Second Amendment to this agreement will increase its value to $500,000 in order to allow the IT department to complete its recruitment for this fiscal year with no interruption.

STRATEGIC PRIORITIES

This agenda item supports the Organizational Effectiveness strategy. The purpose of the Organizational Effectiveness strategy is to reinforce, stabilize, improve, and strengthen the organizational foundation of the City in order to build a modern, high-functioning City government that effectively and efficiently supports the operating departments in providing high-quality services and programs for our residents and businesses.

FINANCIAL IMPACT

Funds for these expenditures will come from the FY 2023-24 Information Technology operating budget. No additional appropriation is necessary.

BACKGROUND

On March 10, 1962, the Oxnard City Council adopted Ordinance No. 872, adopting the Oxnard City Code ("OCC"). Over the years, the OCC has been amended many times to address clerical errors and updates to legal citations. The ordinance before the Committee, proposes non-substantive changes to address changes in state law, corrects minor errors and updates gender-neutral references.

The proposed changes to the OCC include, but are not limited to, the following:

1. Updating the names of the City Council committees;

2. Clarifying that commissioners of the City's CAGs are appointed by the Mayor with the approval of the City Council;

3. Changing references from Rosenberg's Rules of Order to Robert's Rules of Order;

4. Updating the code to include changes in City employee titles (Chief Assistant City Attorney, Chief Financial Officer);

5. Updating gender-neutral language;

6. Modifying the number of days for which the City Council must reconsider a local emergency from 30 days to 60 days;

7. Updating state law references; and

8. Modifying chapter titles.

The City Attorney's Office intends to periodically update the OCC as needed.
