Date Received: Monday, March 4, 2024 2:56:32 PM GMT-08:00 I am a concerned resident of Meadowlake which is located on Apple Lane off of Orchard Place opposite the proposed U-Haul Project.

It should be imperative that this project not be approved until a traffic light is installed at Oxnard Blvd and Orchard Place.

A traffic light has been needed at that location since 1985 when this community was built. There have been fatal accidents in the past.

With the addition of The Collection, Riverpark, and the Wagon Wheel development, it has become extremely dangerous and difficult to exit and enter Orchard Place to and from Oxnard Blvd.

This proposed project will only add to the already dangerous and difficult situation we have to contend with daily.

Thank you for your consideration of this objection to the project.

To whom it Should Concern,
This email is concerning the need for a stop light being constructed at Oxnard Blvd and Orchard Place in Oxnard. It has been many years since I attended a meeting that stated as soon as construction of Rose Av and 101 was completed the designation of Hwy 1 would switch from Oxnard Blvd to Rose Ave and at that point a light could be constructed. A ton of building continues and draws ever more traffic, which has gotten crazier by the day and the issues have become much more exacerbated.

Orchard Place and the joining of Oxnard Blvd. have become a modern-day wild west of cars disregarding a plethora of laws.

Leaving my home in Meadowlake Mobile Home Park is increasingly more difficult. I must inch out, past one to three cars commonly parked in the red zone to the right, often parking wrapped into the driveway, to gain visibility towards the right, to make a left to drive the short distance to Oxnard Blvd.

Then to the left, cars from the freeway exceed the speed limit before becoming visible. To the right towards Vineyard, after the hard median, cars make illegal U-turns for a considerable length of road or they turn on a crowded Orchard Place and pull into the mobile home park flustered and making U- turns in the driveway or further into the park. At this point, very few cars coming from the freeway, make a left into the mostly closed off lot of the U-haul business or make a U-turn back towards the freeway. Just one car making such a turn here makes a difficult situation much worse.

Several attempts were made to correct Orchard Place with orange cones. All were quickly destroyed.

No other effort has occurred while a lot of building has and continues to draw increased traffic. It is already too much without adding further.

I dread having to go anywhere early in the morning or later in the afternoon with the flow of cars very intense from both directions.

We frequently hear crashes out on this intersection without leaving our home. Many have involved the sounds of sirens.

Thanks for your time,

My wife and I have lived in the Meadowlake Mobile Home Park for 26 years. With the development of Wagon Wheel, the completion of The Collection, and now the full development of the U-Haul facility, it is past time for a signal at Oxnard Blvd. and Orchard Place. We have witnessed accidents and many near accidents at that intersection and traffic has increased dramatically. Please consider public safety and move to install a signal sooner rather than later.

Thank you for your consideration

Date Received: Friday, March 1, 2024 7:34:30 PM GMT-08:00 Hi,
I live in the area, and I regularly make turns onto Oxnard Blvd. at the 2420 Oxnard Blvd area. I strongly believe that a stoplight is needed at that intersection in the very near future. Traffic moves quickly on that road, and there can be limited visibility. It is a dangerous intersection to make a left-turn at.

Please ensure that the residents of Oxnard are protected by adding a light to that intersection immediately.

Subject: Proposed U-Haul project on Oxnard Boulevard

Date Sent: Thursday, February 29, 2024 1:57:31 PM GMT-08:00 Date Received: Thursday, February 29, 2024 1:57:40 PM GMT-08:00 My name is Pennie Mann. I am the Property Manager at Meadowlake Mobile Home Park, located across the street from the proposed site of the extensive U-Haul facility. I have a previous commitment during Monday's Council Meeng so I am emailing my comments for your consideraon.

The traffic on Oxnard Boulevard has become extremely congested and heavy in recent years. Our park entrance and exit is near the intersecon of Oxnard Boulevard and Orchard Place. For quite some me, geng out of the park during peak hours has been very challenging because of the back-up of vehicles trying to turn onto Oxnard Boulevard. When a person is finally at the intersecon, it can be next to impossible to make a le turn to go north on Oxnard Boulevard from Orchard Place. This creates a very dangerous situaon that our residents must face on a daily basis.

With the proposed increase in business acvity expected in the area of the U-Haul facility, the traffic will clearly be heavier and more dangerous. While I do not believe this community as a whole would object to the U-Haul facility, I do know that the residents here need a safe way to exit the property and turn onto Oxnard Boulevard, and many have voiced their concern. A light at the Oxnard Boulevard and Orchard Place intersecon will be even more imperave with the increased traffic coming and going from the U-Haul facility. Can you please let me know what to expect in this regard so that I can pass the informaon on to our residents?
Thank you in advance,
Pennie Mann

As a resident of Meadowlake Mobile Home Park, I have no objecon to the proposed U-Haul project PROVIDED that a traffic signal is installed at the entrance (N. Oxnard Blvd and Orchard Pl) PRIOR to the renovaon and conversion.

Traffic is already a nightmare at peak mes during the day making le turns nearly Impossible. The addional traffic that this business will aract will only compound The problem.

Thank you for your consideraon,
Patricia Malone

Re 2420 N. Oxnard Boulevard, U-Haul Project

These comments are submitted for the public hearing scheduled for March 4, 2024.

Given the existing, non-stop level of vehicle traffic speeding along Oxnard Boulevard and whizzing past Orchard Place, it is mandatory for the City of Oxnard to require the applicant of the U-Haul project to pay for the installation of traffic signals at the already treacherous intersection of Oxnard Boulevard and Orchard Place.

The construction required for this building conversion and the subsequent proposed uses will generate dozens or hundreds of additional vehicle trips daily from both directions of Oxnard Boulevard, including vehicle braking or stopping before entering the site. The mini-warehouse use may mean 24-hour vehicle access to the site by renters of the storage units.

Without the timely installation of traffic signals at the intersection of Oxnard Boulevard and Orchard Place, it is a question of WHEN – not IF – there is a traffic-related fatality at this location. As a resident of the Meadowlake Mobile Home Park, I urge the City Council to protect the users of Oxnard Boulevard and Orchard Place by mandating the installation of traffic signals at this location, to be funded by the applicant, as a requirement for approval of the proposed U-Haul facility.
