Mr Mayor, Mayor pro tem and Members of the City Council, I am a Riverpark Resident and am writing to you in regards to the set of initiatives circulated by Aaron Starr, Alicia Percell, and Daniel Wolkenfeld I understand that they have gotten enough signatures to get the initiatives on the ballot in November.
As a Riverpark resident, I can see the good and bad in these initiatives. The only good | see is that we as homeowners save money. I mean who doesn't want to save money, right? Sounds really good so far.
The bad that I see is, that if these initiatives pass, it appears we have A LOT to lose. The largest items likely to be affected by the initiatives would be landscaping, which will be decreased in frequency. This could be lowered to "C" level service (Riverpark currently receives "A" level). This includes all parks, medians, roundabouts, walking paths, any and all landscape done by the city (not the HOA).
Maintenance frequency for parks and other city facilities, including fence repairs at the Santa Clara River embankment), the Central Park fountain and gazebo, picnic areas, tennis courts, basketball courts, playgrounds, walking paths around Central and Vineyards parks, the walking path, bathrooms in all parks, irrigation pumps, graffiti and trash removal, and tree trimming would all be impacted. Maintenance on many of these items could take weeks, months or longer or might never be done, depending on what passes.
Reductions in enhanced police services could occur, possibly all the way to standard patrols. Police response times could be longer, especially during the weekend evenings. We could possibly lose the police storefront at The Collection, as well.
We could lose our directly assigned Special Districts staff, including the staff that works 40 hours a week in Riverpark that takes care of maintenance.
I spoke with a couple of real estate agent regarding the claim in the initiatives that "the excessive Mello-Roos depresses the property value of homeowners". They said that lenders take the Mello-Roos into consideration when approving a loan. Riverpark homes currently have no problem selling, but if these initiatives go through and Riverpark ill be maintained at the same level as the rest of Oxnard, we will probably see property values go down.
Prior to moving to Riverpark 11 years ago, my husband and 1 looked at homes throughout the area. Many had no HOA's and only Riverpark had a CFD tax. We liked not only the beauty of Riverpark, we also liked that Riverpark's crime rate was low and the enhanced police services currently keeps our crime rate the lowest in the city. We bought fully aware of the CFD and HOA knowing that the community would be maintained Initiative supporters have stated that renters are paying high rent because of the CFD. CFD5 is a small part of the tax bill.
If CFD5 goes away, landlords are not going to lower the rent for people renting homes and apartments.
After taking a closer look at my tax bill, I realized the taxes that go into CFD-5 are a relatively small portion of my total tax bill. The school bond (CFD1) and all other taxes will not be affected by the initiatives. Also, the CFD-5 taxes are calculated based on square footage. For example, the CFD-5 taxes on my home are calculated based on it having about 2400 sq ft.
Of my total most recent county tax bill, which was $10,007, only $1782 is goes to CFD-5, and would be affected by the initiatives. Am I willing to lose all the above listed items and possibly more just to possibly save $1782 a year at most? Absolutely not.
The backers of these initiatives can keep their "savings". I'd rather have a nice-looking community maintained by people I can hold accountable through my vote, and enough police presence to keep this neighborhood safe and quiet.
While I have a pretty good understanding of the initiatives, I firmly believe that ALL three initiatives are a very bad idea for not only Riverpark, but the entire city of Oxnard.
I ask the city of Oxnard to please help the Riverpark Residents understand what the initiatives could potentially mean for our community.
Thank you for your time

Heritage Square Chapel Retention.docx
To the Oxnard Mayor and City Council:
I am writing to encourage the City Council to retain ownership of the Chapel at Heritage Square, even if you decide to declare surplus the other two properties in City ownership there. I was the Executive Director of the Oxnard Redevelopment Agency during the years when the Heritage Square project was planned and executed. We recognized then that the future success of the Square as a public amenity and tourism attractor would require public restrooms on site, and originally contemplated building a separate single-use facility for that purpose. That approach fell under the budget axe at the time, and we (the City Council and staff) settled on a substitute solution, which was to dedicate the Chapel as the key public facility in the project, so as to insure that its restrooms would be accessible and available to the public to satisfy this critical need into the future.
The provision of public restrooms is and will always be a necessary component of a popular public attraction. To remove that component would be to doom Heritage Square to failure as a community amenity and economic generator, the very two functions it was originally designed to provide for the downtown. Please keep this history, and current needs, in mind as you make your decision on the disposition of the property. Thank you for considering these comments.
Respectfully,
Steven L. Kinney

Re: Declaration of three parcels in Downtown Heritage Square as surplus land, Agenda Item M5 Dear Mayor Zaragoza, City Council and City Staff:
It is the understanding of Visit Oxnard that the City will be declaring three structures within Heritage Square as surplus land so that they may be sold or leased for private investment and activation that would benefit the overall downtown. The three structures include Heritage Square Hall "Chapel", Perkins Pump House "Visitors Center" and Maulhardt Storehouse "Winery".
Visit Oxnard would like to express the importance of Heritage Square as a visitor-serving attraction and events center, which we rely upon to drive visitation to Downtown Oxnard as a whole. Visit Oxnard supports the strategy that would be most effective in furthering the mission of attracting visitation to Downtown Oxnard. The desired outcome should result in ownership that would properly maintain the structures, preserve their character as historical assets and allow for continued access from the public to the square.
Sincerely,
Sog

Good Afternoon,
My wife and I bought a condo in Riverpark last July because it is beautiful, walkable, and safe. We'd like to keep it that way, that is why we are against the initiative to repeal the CFD-5 taxes.
Thank you, Robert and Lisa Rhody

Re: Downtown Oxnard Heritage Square City owned properties (3) Greetings Honorable City Council Members;
Whereby the City Council has a proposal to put the above 3 properties for sale as surplus property and the Downtown Oxnard Improvement Association became aware of this very recently Whereby there are $800,000 in funds ear-marked for needed capital improvements of these properties to which the fate is unknown
Whereby the above 3 properties have historic important contribution to Downtown Oxnard and the entire Oxnard community at large (evidenced by the usage numbers/statistics admitted in surplus sale proposal being presented tonight)
Requested Action: Regardless of who ends up with these three properties and the funds ear-marked for restoration, the Land Use Committee unanimously voted to request the Council deed restrict these properties to assure they continue to serve the community (continued school functions, small theatre, community benefits, etc.) regardless if a private party, a non-profit or the City(retains) takes title.
