RE: Housing Department
Subject: Item #1 - Spectrum services for public housing sites Hi,
What exactly is being provided to the public housing units via this agreement? Tue, Sep 17, 2024 at 4:45 PM
I am a Spectrum customer in Oxnard and I pay over $200 per month for basic cable and internet. It's really expensive. Everyone I know who has Spectrum complains about how expensive it is. But in the end, I realize it's a luxury. I don't have to have cable. A person can survive without it. Everyone has a phone and can look up news, etc. Why am I, as a tax paying citizen of the city, paying for other people's cable bills? Thank you,
Jennifer Rice

4 City Issues Request for Proposal (RFP) Bid Close Date:

November 6, 2018 for a feasibility study.

The plans for Seawall repairs that had been
submitted and approved have been brought to a
stand still while the City has determined they were
too costly and so they are engaging in VALUE
ENGINEERING – which seemed to be a new term for
hiring consultants to review what the consultants
already on payroll have already done.

5 City Council Meeting
• RECOMMENDATION:

That City Council approve a budget appropriation in the amount of $163,431 from the fund balance of the Waterways Assessment District (Fund 121) to establish a budget for engineering services for seawall repair.
• The contract will consist of the following phases:
– Phase 1 – Feasibility study to determine the best option available to repair the seawalls
– Phase 2 – Construction documentation for 3900-3966 West Hemlock Street
• Based on the review of the proposals, Tetra Tech was selected as the most qualified firm. If the City Council approves this budget appropriation, the agreement will be administratively
approved per City Code.
• 100% of the funds from CIWHA for a study that we already paid for on an area we (The City and The HOA) – and the Army Corp and the Coastal Commission already approved plans for.

The City Council approved this.

February 5, 2019
6 This week (April 2, 2019)
The item we are concerned about is ITEM M: REPORTS the request to approve the DRAFT Five Year Capital Improvement Plan (CIP)
• WHY?
• The CIP contains numbers that are impossible because our Waterways Fund does not collect enough to pay for
3,000,000 in 2021 or 11,000,000 in the 2 years following. • Unless the City is planning on funding that this seems completely erroneous and inaccurate.
• On April 2nd 2019 the City Council approved a Capital Improvements Plan that mentions the seawalls in Mandalay but the actual numbers in the draft were about 60,000,000 off from reality.
• Homeowners spoke up regarding the projects and lack of funding

7 ITEM M: REPORTS the request to approve the DRAFT Five Year Capital Improvement Plan (CIP)
•
April 2, 2019 – City Council
8 • High Priority Goals requested by homeowners
• 1: Agendize and approve Pilaster Project
• We wish to request an item to be added to an Agenda as soon as possible.

Please agendize and approve an amendment to the Harbor OffShore* agreement to add a work order to proceed with the Pilaster Repair Project for the repair of (50) of the worst condition pilasters. • Harbor Offshore still is under contract with the City of Oxnard and has completed this type of work in the past and was included in the plans & estimates for the next phase which was placed on hold after being funded and fully permitted and they have the special equipment to do this project. • 2: Reinstate our ability to meet with NBS to finish our funding district • At the City Council meeting on April 2nd following the Capital Improvement Presentation we raised the issue that the budget numbers indicated for the Seawall Repairs in Mandalay had no basis in reality as they stated numbers for a fund that does not exist and cannot exist until formed, brought to ballot and approved by voters. We estimate this as at least 2 years from the time we resume development of a funding district.
• The Feasibility Study has not yet been completed therefore estimates are best guesses – this study was paid for out of Waterways fund 121 which we have been requesting (for many years) be addressed due to inadequate funding. The CITY presented a plan of tripling the assessment in 2006 which we were agreeable to and NOTHING HAS BEEN COMPLETED.
• We were working with NBS and the City for well over a year until yet another internal changing of the guard in 2017 derailed that work. As it stands our district remains grossly underfunded and new policy changes have removed us from our 20 year involvement in participating in anything to do with seawall maintenance – we need to finish this work.
• Also of Note and great concern: The TranSystemscontract for seawall monitoring is due to expire in June

Resolution to confirm City Commitment
https://www.youtube.com/live/CH4ByWJ1kOo?si=QyzOfBZt9zaWCZWE&t=5897 Within the above presentation Rosemarie Gaglioni reports why the 2018 project was put on hold.

HOA speaker presentation and speakers following Rosemarie Gaglioni (contains very important background information):
https://www.youtube.com/live/CH4ByWJ1kOo?feature=shared The method proposed by Tetratech was later determined to be far too intrusive and expensive. After Ms. Gaglioni left the City of Oxnard it was decided to go back to the 2018 approved Hemlock R&D project.

The City did not commit to 50/50 in the past.

Good news: A pilaster repair project was completed in 2020. 11 TO HOMEOWNERS
50/50 Split passed 7-0
• The Oxnard City Council voted 7-0 (10/6/2020) to approve a resolution that will affirm the City’s commitment to divide the costs of repair and replacement of our seawalls evenly between the City and the Homeowners. The board of our homeowner’s association feels that this is a fair proposal, and we are pleased the City Council members supported this resolution.
• We have worked hard to get this resolution before the City Council. Your emails and the fact that you joined the meeting demonstrated to the City Council that the homeowners are supportive of this resolution! • The passing of this resolution by City Council means that all repair and maintenance work will be better funded! The City is also working on grant funding to offset costs.
• Once an engineering plan is finalized and costs can be calculated the City will do outreach with the Homeowners regarding funding and costs. • There will be no increase in your taxes as a result of this agreement, until the homeowners/residents of Waterways 1 (Mandalay) vote to approve a new assessment district or funding mechanism. YOU WILL HAVE A VOICE! OCT 6, 2020 OXNARD CITY COUNCIL
