SUBJECT: Acceptance of $500,000 United States Department of Housing and Urban Development's (HUD) Choice Neighborhoods Planning Grant Award. (15 minutes)
RECOMMENDATION: That the City Council:
1. Adopt a resolution authorizing the City Manager, or his designee to:
a. execute the Fiscal Year 2024 Choice Neighborhoods Planning Grant Agreement for an amount of $500,000, as a co-grantee, on behalf of the City of Oxnard; and b. execute all documents necessary for the acceptance of the Fiscal Year 2024 Choice Neighborhoods Planning Grant.
2. Authorize a FY 2024-25 budget appropriation in the amount of $250,000 from the General Fund (101) available fund balance, and transfer to the City Housing Authority, and authorize the City Manager, or his designee to take all actions necessary to effectuate the transfer.
That the Board of Commissioners:
1. Adopt a resolution authorizing the Executive Director, or his designee to:
a. execute the Fiscal Year 2024 Choice Neighborhoods Planning Grant Agreement in the amount of $500,000, as the lead grantee, on behalf of the Housing Authority of the City of Oxnard; and
b. execute the HUD-1044 form and all other documents necessary for the acceptance of the Fiscal Year 2024 Choice Neighborhoods Planning Grant.

SUBJECT: Agreement 32500107 with Synagro West, LLC for Biosolids Hauling Services. (10 minutes)
RECOMMENDATION: That the City Council approve and authorize the Mayor to execute an Agreement with Synagro West, LLC in the amount not to exceed $10,000,000 with an initial term of one year from November 1, 2024 to October 31, 2025, with the option for four consecutive one-year period extensions that shall not exceed a total of five years for a final term ending October 31, 2029 for biosolids hauling services for the Wastewater Division.
(As of the date of this City Council agenda being posted, there is not yet an outcome from the September 24, 2024 Public Works and Transportation Committee. Staff is available to answer any questions.)
