Subject: (I.1) City Council Reports: Resolution Regarding Job Outsourcing at Dignity Health’s St. John’s Regional Medical Center.
From: Guillermo Mendoza-Lujan <[email protected]>
To: [email protected]
Date Sent: Tuesday, October 15, 2024 1:31:12 PM GMT-07:00 Date Received: Tuesday, October 15, 2024 1:31:26 PM GMT-07:00 Dear Oxnard City Council,
I am writing to express my deep concern regarding the decision to outsource monitor tech jobs to another state, particularly as it relates to patient safety, nurse safety, and the overall quality of patient care.
Outsourcing these critical roles raises significant risks. The monitor techs play an essential part in ensuring patient safety by providing real-time monitoring and immediate alerts for any changes in a patient’s condition. By moving these positions out of state, we risk delays in response times and potential miscommunication that could compromise patient outcomes.
Furthermore, the safety and well-being of the nursing staff are closely tied to their ability to collaborate effectively with monitor techs. A local team fosters a better understanding of specific patient needs and enhances teamwork, which is vital in high-pressure environments. Disruption of this collaboration could negatively impact nurse morale and job satisfaction, ultimately affecting the quality of care provided to patients.
Outsourcing can lead to job losses in the community, affecting not only individual employees, but also the local economy. The skills and expertise that monitor tech professionals are vital for maintaining high standards of patient quality care and support.
Additionally, the relocation of these positions hinders effective communication and collaboration, which are our crucial for providing life saving measures.
I urge you to reconsider this decision and prioritize maintaining these critical jobs within our state. Our community’s health and well-being depend on the commitment to high- quality, responsive care.
Thank you for your attention to this important matter.
Sincerely,
Guillermo Mendoza-Lujan BSN, RN, PHN

October 15, 2024 M. REPORTS Budget Appropriation for Design and Construction Activities for the Mandalay Seawall
Dear Mayor Zaragosa, City Council and Public Works Department I am writing as both a resident and Vice President of the Channel Islands Waterfront Homeowners Association (CIWHA), representing the 750 homes in Mandalay. I have been a member of the CIWHA Seawall team which has been meeting with the city for decades to address the lack of funding for known needed seawall repairs. For many years our efforts were met with frustration and lack of forward progress to solve the problems from an engineering and fiscal standpoint. At times setbacks were due to staff turnover and loss of continuity on forward movement and at other times we were halted by new staff with no respect for the work already done and plans in place.
The current talent pool that comprises the Public Works Department: Michael Wolfe, KJ May, Morgan Kessler, Abe Anbessaw, and our Special Districts Manage, Anthony Miller is an amazing team to work with! We greatly appreciate the expertise and dedication of all and appreciate the professionalism, skill, and transparency of the entire team.
We are grateful to the City Staff and City Council for the forward movement over the past few years and look forward to completing the work required to bond projects in agreement with the City moving forward. Thank you for hiring and retaining the best!
The complexity of developing a funding district cannot be overstated. I have great concerns when watching other districts in Oxnard consider reducing or canceling them, perhaps without an understanding of what it takes to create one.
I am also a property owner in Mandalay and I request you approve this budget item to address the findings of the seawall inspection completed in June 2024.
Thank you!

Date Sent: Sunday, October 13, 2024 7:11:17 PM GMT-07:00 Date Received: Sunday, October 13, 2024 7:11:16 PM GMT-07:00 Dear Mayor Zaragosa, City Council and Public Works
I am a property owner in Mandalay and I request you approve this item to address the findings of the seawall inspection completed in June 2024.
Members of the Channel Islands Waterfront Homeowners Association have been meeting with the city for decades to address the lack of funding for known needed seawall repairs.
We greatly appreciate the expertise and dedication of current staff and Council for the forward movement on this over the past few years, and look forward to completing the work required to bond projects in agreement with the city moving forward.
Regards,
Maria Bover
