When the city and/or county permit a facility to to be used as a halfway house for sex offenders near our children it puts our community's children at risk of the dangerous behavior of this violent sex offenders.

For example the individual I was concerned about last year in February (see email below and attachments) he lived on C Street between Hueneme High and EO Green Junior High. I voiced my concerns and spoke with the offender's parole officer who told me all he could do was to try to convince him to move but he couldn't force him to because he paid his own rent. However, if the facility would not be permitted to do this type of business we would not have a violent sex offender near our schools. A few weeks after the violent sex offender removed his monitor and was in violation and I belive arrested. That's why individual's that put our children at risk should not be allowed to live in homes near schools and daycare centers as those violent offencive and repetitive behavior are just a ticking bomb waiting to go offend someone innocent in our community.

Although I voiced my concerns our City officials were NOT being proactive to establish ordinances so I'm hoping our new representatives are more proactive and make changes and voice our concerns to those that can change the laws that put at risk our community's children.

Sincerely,
Norma Torres

To: Valenzuela Jr., Arthur <[email protected]>, <[email protected]> Cc: Alexander Nguyen <[email protected]>, Dominguez, Carlos <[email protected]>, <[email protected]>, <[email protected]>, <[email protected]> What about his 2018 incident that thanks to a father a child did not become a potential sex asulted victim(see attachment). In the 2018 incident the sex offender was luring a kid and he DID act violet towardsthe the father who confronted him for his behavior. Which is a high probability of it happening again if a parent was to question or confront him regarding his pacing and staring at children or even a teen confronting him for staring may trigger him to be violent towards them.

Also, what about his violent behavior at ASH doesn't that constitute him as having a history of violence? And just today he is out yelling at teens, waiving his hand up in the air (see video). Looking like he is very aggravated just because the teens are passing by not even close to him. So he is either on drugs or very unstable and either way should be kept off the street but at the very least away from schools and daycare centers.

Has our Police or City officials even considered doing something to change the current laws that do not prioritize the safety of children and family neighborhoods?

Staff looked into this and here is what we can share:

In 2006, California voters passed Jessica’s Law – which created “predator-free zones." The law prohibited registered sex offenders in California from living within 2,000 feet of any public or private school or any park where children regularly gathered. For certain high-risk offenders, the required distance is increased to 2,640 feet. The California Supreme Court later found the law to be unconstitutional, and as a result, state, local government, and law enforcement can no longer provide a prohibition of where sex offenders can live.

Megan's Law also allows residents to go online to see if an offender lives in their neighborhood. As a general rule, registered sex offenders are free to move from state to state, city to city, and neighborhood to neighborhood, but those moving must register with the local police department sex offender registry. Megan's Law website is where we put the information of where the registrants live. How much information we put on Megan's Law website depends on their tier and classification. A full post tier means we will post their full address. Only in cases where the courts have deemed a registrant a Sexually Violent Predator can we do press releases and notify the nearby residents without violating their rights.

The person in queastion is a sex registrant due to sex crimes committed in 2008 which include indecent exposure, sexual battery (adult), assault with the intent to commit rape (adult), and entering into a habitual dwelling. Staff was unable to locate any sex crimes against children. It is important to note that the courts did not classify him as a Sexually Violent Predator (SVP) but made him a Tier 3 Lifetime full post registrant. He is not on parole for a sex crime, and due to this, he has no restrictions on where he can live. Unless State Parole orders him to move to another sober living home, there is nothing we can do to prevent him from living there. It is also not against any statute for him to stare at people or children as long as he is in a public place.

Hi Arthur,
I just found out by a social media post that a violent sex offender is now registered with 2 other sex offenders that were already in the address at 4205 South C Street. The post states that Andrei Voishvillo was seen pacing back and forth on Bard during school drop off at Hueneme High school watching kids for about 30 mi minutes.

This is an issue that the Oxnard City Council should be aware of and do something to protect the children at Hueneme High school and EO Green Junior High. The house where the violent sex offender leaves at is literally 3 houses from the Hueneme High school daycare center and 6 houses from EO Green Junior High. Is extremely concerning that he is already watching children and making our neighborhood feel unsafe. He is done this in the past in Simivally and when confronted by a father he became violent, he also has an alarming mental disorder.

Which puzzles me to know he was allowed to reside in such close proximity to our schools. How is that possible? Is the City of Oxnard aware this is happening in the city? Why is the neighborhood not informed before they move to the area? Are the schools aware of it or school districts informed? What type of protection protocols is the Oxnard Police Department doing to protect our children from becoming victims of violent predators near their schools?

What does the Oxnard City Council have to say on this issue? Are they willing to help protect our children by having the sex offenders relocated further from our schools and daycare centers? Especially when they have a long history of violence.
