I’m writing to you in hopes you’ll consider creating Oxnard into a sanctuary city for migrants, as we all know Oxnard has and is a city made up of migrants and they make up a great part of our economy and our city. In times like this where there’s so much hatred and fear amongst us all. It’s important and vital to offer support and hope to those who carry our community. Many people come to this country for a better life, to fight for education, to raise their children to be great people. they help our economy greatly and make our city better. In light of all the support they have received, making Oxnard a sanctuary city would plant a seed of hope to those who are afraid of what might come and it will show the community that you stand with them. 2 / 57

It is a shame that a city which prides itself through the labours of our undocumented people is hesitating to pronounce proper sanctuary. The presence of ICE in oxnard is bringing fear into our community and it is our city's job to protect its community.

Dear Members of the Oxnard City Council,
I am writing to strongly urge you to take immediate action and designate Oxnard as a sanctuary city.
Immigrants are the backbone of our community, playing a vital role in both our economy and the values we uphold.
The hard work of immigrants is indispensable to many of our local industries, particularly agriculture, where their contributions are crucial. Sanctuary policies will protect these workers, allowing them to live and work without fear, which will, in turn, strengthen our local economy and our community as a whole.
I respectfully ask that you act with urgency and resolve in supporting sanctuary policies—policies that will safeguard our economy, promote public safety, and uphold the inclusive values that define our city.
Thank you for your time and consideration.
Sincerely,
Alfredo Gonzalez

My name is Siomara Zendejas and I live in Oxnard and work in Ventura. Specifically, I work with academics from the University of California to research agriculture issues that are specifically important to the County of Ventura. As such, I am familiar with the local agriculture community and industry in Oxnard.
I strongly urge the council to name Oxnard a sanctuary city! Our main agricultural products are planted and harvested by the immigrant community, of which many are undocumented. These jobs are never wanted by other demographic groups due to the backbreaking labor it entails. The recent ICE raids have ins lled fear and have discouraged many workers from going out to the fields. Considering our local agriculture industry depends on these hard-working people to func on, it is a disservice to them, to our local farmers, and to our community to turn a blind eye. Protec ng our undocumented immigrant community ensures our community maintains its food security and local agriculture industry.
Name the city of Oxnard a Sanctuary City!

Date Sent: Tuesday, February 4, 2025 1:36:16 PM GMT-08:00 Date Received: Tuesday, February 4, 2025 1:36:29 PM GMT-08:00 Hello, Oxnard City Council members my name is Steven Lopez and I'm a lifelong born and raised Oxnard citizen and Mexican-American US citizen! I write to you today because our community is under constant direct attack by a orange racist white supremacist felon turned president with 34 counts and was found liable for rape and his cult of wyte supremacist MAGA racists! The Mexican-American community of Oxnard has shown up and showed out for La Raza these past few days and we demand Oxnard is made a "Sanctuary City" to protect our undocumented community that contributes immensely to our city! They grow the food you eat, cook your food, he's your illnesses, take care of the elderly, repair your damage vehicles, etc. Undocumented immigrants are not "criminals" that Donald Trump and his wyte supremacist MAGA White House are claiming them to be! Right now today the first flights containing undocumented immigrants have been sent to Guantanamo Bay, notorious prison used to detain terrorists and those suspected of that crime for many years without due process with many human rights violations done by the US govt against these prisoners! No undocumented immigrant seeking a better life for themselves and their families deserves to be treated like a terrorist! Also I will like to talk about my experience as a Mexican-American citizen born to a single mother who came to this country looking for a better life for herself and her children! All my life I have experience racism because of my ethnicity, nationality, skin color, and for the language I speak. On Sunday morning I marched with my people with the goal of ending ICE once and for all in Oxnard! ICE is a threat to our community and is making people be afraid to come out their homes! They are not able to go shopping or going to restaurants supporting our local businesses and our local businesses are suffering and in danger of closing for good! Also when I marched I marched with the oldest and youngest members of the community and as we marched several white men and self hating Mexicans yelled at us to "go back to Mexico" in front of many brown Mexican children and teenagers who had to experience racism first hand! I myself have been called every single deragatory defamatory anti-Latino, homophobic, and fatphobic slur in the book from "faggot" "fat ass" "ugly" because of my brown skin since they constantly compare our skin color to dirt to "spic," "wetback," "beaner," to "alien" just last night and I've been threatened many times by white supremacist Trump supporters and self hating Mexicans that voted for Trump that they will call ICE on me and my loved ones even though I'm a US citizen! They feel emboldened to say this racist crap because Donald Trump is fanning the flames of division and racism with his constant anti-Latino rhetoric and say these racist this, and other phrases like "criminal," "rapists," to "you don't belong here and we don't want you here," to all brown skin Mexicans whether they are US citizens and undocumented! This is why Oxnard must become a "Sanctuary City" to protect our most vulnerable among us that contribute so much to our society and city who are constant direct attack and even murdered and sexually assaulted in US custody and have their children ripped away from them no never be reunited again! Also I want to make it very clear to the Oxnard City council that we want to make all "bounty hunty" of undocumented immigrants illegal in the city of Oxnard and in California statewide! White supremacists are using this as way to receive financial gain by targeting and racially profiling Mexican people both undocumented and citizen alike by threatening to call ICE, Border Patrol and Customs, and any other official govt and alt-right wing groups against us! These are our demands and this is what we expect to be done! ICE is not welcomed in Oxnard or in any city! We will not be afraid or be made to feel less than and to be made to be "othered" in a country that we are born into that is supposed to be a nation of immigrants! Either you stand with us now or fall with us later! 10 / 57

Dear City Council Members,
I am writing to urge you to immediately adopt a Sanctuary City policy for Oxnard. This is an essential step toward ensuring our community remains just, inclusive, and compassionate for all residents.
Oxnard is home to many immigrant families who are vital to our economy and culture, particularly in agriculture. Yet, these families live under the constant threat of deportation, which makes them hesitant to report crimes, seek medical help, or even engage with law enforcement.
This fear undermines trust and public safety for all of us. It is time to end this fear and ensure that every resident—regardless of immigration status—feels supported and protected. A Sanctuary City policy would allow our immigrant communities to live with dignity, without the constant threat of separation from their families.
Immigrants are essential to Oxnard’s workforce and local economy, from agriculture to construction to small businesses. They deserve to be treated with respect and protected under the law. By adopting a Sanctuary City policy, Oxnard will strengthen public trust, promote safety, and foster a stronger, more united community.
I strongly urge you to prioritize justice, fairness, and the protection of all Oxnard residents by adopting this important policy.
Thank you for your time and commitment to ensuring Oxnard is a place where everyone can feel safe, valued, and protected.
Sincerely,

Date Sent: Tuesday, February 4, 2025 1:23:17 PM GMT-08:00 Date Received: Tuesday, February 4, 2025 1:23:31 PM GMT-08:00 Good evening.
My name is Ava Schmidt. I'm a junior in high school, and live in East Village. I wanted to email you today to share a few experiences that I have on a regular basis around East Village and Oxnard in general.
Outside the Wendy's on Rose, last summer, a middle aged man approached me and asked for my phone number.
When I told him that I'm a minor, he said "but we can still be friends, right?" He kept pressing until I walked away.
By my home in East Village, last fall, I was walking my dogs and a man pacing around in front of the medical buildings on Wankel saw me, crossed the road, and started following me until a maintenance worker from the apartments got in between us and asked if I was okay.
And this isn't exclusive to the area of Oxnard where I live. Last Spring, I was walking in Lemonwood and a group of four young men approached, surrounded, and began questioning and threatening me before they were chased off.
These types of incidences, where men target, approach, harass, and intimidate young women are preventing me from having a normal childhood. It's gotten to the point where my parents won't let me walk my dogs or go out alone, and where I am left asking myself regularly: for every time I've been able to shut the harassment down, how many other young women in my community have not been so fortunate? I know there is a movement to shut down a sober living facility in East Village. And I know that there are many people registered on Megan's Law in the area, as well as violent felons. But the people involved in those places are being monitored. They - as I can tell - are not the problem. It's the people that aren't being monitored that are.
It's the lack of an infrastructure to shut down this widespread targeting of young women across Oxnard before it's too late that is the problem.
What are you doing to prevent these problems, instead of waiting until the damage is done? What is being done to stop predators out on the street, not people who are already being monitored in facilities? What is being done to allow myself and my peers to live normal lives?
Thank you for your time.

Date Sent: Tuesday, February 4, 2025 12:55:05 PM GMT-08:00 Date Received: Tuesday, February 4, 2025 12:55:18 PM GMT-08:00 Dear City Council,
I am writing to urge you to protect the immigrant and Latino community in Oxnard City.
According to the US Census Bureau, of Oxnard City's 201,000 residents, 77% identify as Hispanic or Latino. In the US, immigration policy targets Latinos, as they make up the largest proportion of all ICE apprehensions and deportations (see the Yearbook of Immigration Statistics from the OHSS). Thus, Oxnard City is vulnerable to immigration enforcement. Immigration enforcement is known to harm the health of Latino adults, children, and families by contributing to chronic stress, negative mental health, psychological trauma, and violence (see citations below).
Oxnard City is known for its booming agriculture industry. The majority of the farmworker population in the US and California is Latino and immigrant, and approximately half are undocumented. Please protect this vulnerable population - the backbone of the US agriculture industry in the US and Oxnard City - by vehemently opposing immigration policy enforcement in the region. This can be done by declaring Oxnard City as a "Sanctuary City". If there are concerns about declaring Oxnard City as a "Sanctuary City" due to potential targeted retaliation from the federal government, then please make that clear to your constituents so that we can all understand and appreciate the work that you are doing to keep our community safe. Nonetheless, it is of utmost importance to prohibit local law enforcement from collaborating with ICE to identify and detain immigrants in the community, and this should be clearly communicated to your constituents and enforced among law enforcement.
Lastly, Oxnard City is quickly growing. I urge you to protect the Latino and immigrant community that has built this city. The Latino and immigrant community has deep roots in this city and they deserve systemic investment in parks, schools, community programs, beautification, healthcare, and public benefits. They protect full representation in local government and policy priorities. They also deserve to be protected from displacement as developers and outsiders with property and profit interests move into the area.
Thank you for protecting our community. Please feel free to contact me should you ever want to collaborate to advance Latino and immigrant health and wellbeing in Oxnard City and the greater Ventura County.
Kindly,
Fabiola Perez-Lua

Date Sent: Tuesday, February 4, 2025 12:46:13 PM GMT-08:00 Date Received: Tuesday, February 4, 2025 12:46:25 PM GMT-08:00 Dear Council of Oxnard,
Hi my name is Irma Rodriguez. I might not be a citizen of Oxnard but of Santa Paula, a city not so far from here. Now why I am writing this email is over Oxnard becoming a Sanctuary city instead of a Safe city as it is now. Why this is important to me and many others is the situation going on currently in our nation with ICE. My family and many others work, live, shop, and much more in the city of Oxnard who came to this country for better opportunities for their families hoping to get a better quality of life than that that they had back in their home country no matter where that is.
For a city known for their diversity, and agriculture you should rethink and take a good look around and see who keeps this city running and protect them and their rights. A safe city under your conditions means: "I. To comply with federal and state immigration laws" which we all know that ICE is a federal agency meaning they follow federal laws and to comply with them means throwing away any reinforcements that you put into the bill that protected the immigrants of the community. As of lately whether you'd like to recognize it or not ICE has been in Oxnard there are videos, pictures and more evidence of this and it's not pretty. This has caused fears of going to work, disrupted daily lives of all who are affected indirectly or directly, and this includes children if you don't believe it.
This can be dealt with if Oxnard was a Sanctuary city or another action to reassure the citizens of Oxnard and others that go there for their safety. Because what you're doing now is not enough and if you haven't seen the news, read the newspaper, or looked outside there have been dozens of protests nationwide and within Oxnard to voice their opinions of what's currently happening. For a city built on immigrants and full of fields where people pick our fruits and vegetables, provide food to your table and diversity with the community, do more please.
Thank you for your time.
Sincerely,
Irma Rodriguez

I am writing to you to implore that you take the steps to make Oxnard, California a Sanctuary City. In 2017, Oxnard City Council named Oxnard a Safe City, whichdoesn’t do enough to protect our people. As we witness the current Trump administration attempt to tear apart families by deporting good, hard working people. Thesepeople include mothers, fathers, sisters, brothers, and friends. It is creating more harm than good.
We are also witnessing our local youth using their voices to say NO to I.C.E. working in our cities and neighboring cities. This past weekend, we saw a large number ofmembers of our community speak out and take to the streets to show support of our immigrant community members. Oxnard needs to be a Sanctuary City. I hope you side with your citizens in order to protect us all.
Thank you.

Immigrants make a large part of our diverse community and that includes the undocumented migrants. Declaring Oxnard a Sanctuary City would strengthen economic stability by allowing workers to contribute without fear, and uphold humanitarian values by shielding vulnerable individuals from unjust immigration enforcement. It would also reinforce its commitment to inclusion, fairness, and the well being of all its residents. I hope that in this time of turmoil, the council makes the correct decision.

I do not wish for other kids to grow up without their fathers. Recently they took my loving caring father. We are all very sad and devastated that this happened to us but we really hope to make a difference for other kids. My father like many other fathers and mothers is a hard working man. All my dad does is think about his family and keeping a roof above our heads and how he's going to put food on the table. He thinks about our education and even now he's worried about us more than himself. I really do hope you guys can make this a sanctuary city where my family and other families don't have to be afraid about going to work at the thought of ICE showing up at their work. A sanctuary city where they don't have to worry every time they step out of their house or even just being inside their home where it's supposed to be a safe space. A Senctuary City where kids dont have to worry about their parents being taken. I want whoever makes these decisions to genuinely think like a human being with real emotions and a heart and try to put themselves in our postion and what were dealing with. Many, many families are getting separated and if we can just turn Oxnard into a Senctuary City at least we'll know we CAN make a difference and it'll give other people hope that maybe we can stop ICE if we keep fighting together. You'll also be part of that difference based on your decision. We will keep fighting for our people until something is done!!! 22 / 57

Good evening, Mayor and City Council Members,
My name is Isela Carrillo, and I am here today as a community member who believes in justice, dignity, and protection for all of Oxnard’s residents. I urge you to take the necessary steps to declare Oxnard a Sanctuary City officially.
Oxnard is home to a diverse and hardworking community, many of whom are undocumented individuals who contribute daily to our economy, culture, and overall well-being. The “Safe City” resolution passed previously was a step in the right direction, but it does not provide the systematic protections that a Sanctuary City status ensures.
A Sanctuary City policy is more than a label—it is a commitment. It means that local law enforcement will not collaborate with ICE, ensuring that families remain together and residents feel safe seeking help from authorities without fear of deportation. It means strengthening trust between the city and the community. It means showing that Oxnard prioritizes the safety, dignity, and humanity of all who call it home.
Oxnard has always been a city that values hard work, family, and community. But without official sanctuary status, many of our neighbors live in fear—fear of being separated from their loved ones, fear of being targeted, fear of losing everything they’ve built here.
I ask you: What kind of city do we want to be? One that truly protects its people, or one that only offers symbolic gestures? Other cities in California have taken this step, and so should we.
I urge you to make Oxnard a Sanctuary City—not just in name, but in policy and action.
Thank you.

Date Sent: Tuesday, February 4, 2025 12:02:42 PM GMT-08:00 Date Received: Tuesday, February 4, 2025 12:02:59 PM GMT-08:00 City Council Attendees,
As a fellow community member, I would like to express the need for a change in Oxnard to become a "Sanctuary City" instead of its current status as a "safe city." Oxnard is a town that thrives off its immigrant community, just take a look when driving in and out of town we see our field workers bringing in our produce,or drive down Saviers Rd. and into downtown Oxnard, and you are reminded that this town's history and businesses primarily cater to our immigrant/undocumented community. Our people in this town deserve better, they deserve to take their children to school, walk to their local grocery store, and pump their gas without fear that ICE will be harassing and hunting them down. Our city officials need to reevaluate and make an effort to provide our community with some comfort and ease. Without this town being a "Sanctuary City" the Oxnard immigrant/undocumented community doesn't stand a chance at feeling secure.

Now, more than ever, symbolic gestures are not enough! Being a “Safe City” Means Nothing! Undocumented residents deserve safety and security, and it is long past time for Oxnard to codify these protections. I call on all of Oxnard City Council to join us Oxnard Residents in passing legislation to make Oxnard a true sanctuary city.
We the residents of Oxnard refuse to stand by and let Donald Trump and I.C.E. deport our neighbors, family, friends and coworkers.
We have seen days of people being rounded up and profiled in our city. This is not right! Take a stand and not be by-standards to history being repeated.

My name is Jessica O'Dea and I am a resident of Ventura County. I am writing to you today as your constituent to express my concern about the call to make Oxnard a Sanctuary City. A Sanctuary City would systemically and unapologetically protect the undocumented community who are so vital to the city.
I urge you to work with your colleagues on the Oxnard City Council to deem Oxnard a Sanctuary City. These changes will contribute to improved social and mental outcomes in Ventura.
Studies have found that Sanctuary Cites do not have higher crime rates than non-sanctuary cities and may actually have lower property crime (Martinez-Schuldt and Martinez (2019)) . Studies have also found that Sanctuary Cities have higher per capita income, wages, GDP and total employment (Natanson 2020).
Our community needs our elected leaders to collaborate with community members to make data driven decisions to ensure we are building a safe community for all of our residents. Your constituents deserve to have an equitable opportunity to live safe and resilient lives.
Thank you for taking the time to read this letter. Your consideration is appreciated. If you have questions about our suggested policy recommendations, please reach out by calling me at [email protected] Sincerely, Kevan Killion Resident of Ventura County.

Date Sent: Tuesday, February 4, 2025 9:45:50 AM GMT-08:00 Date Received: Tuesday, February 4, 2025 9:46:05 AM GMT-08:00 Good morning,
I am emailing you to request Oxnard be officially named a sanctuary city. It is time our City representatives center courage and unapologetically protect our community.
If you as our representatives stand for safety in our communities, then you would support our city being named a sanctuary city.
If you stand for economic growth, you would support Oxnard as a sanctuary city.
If you stand for education and investing in our youth, you would name Oxnard as a sanctuary city.
I was born and raised in this community. My family worked in the Oxnard fields and factories. Most of my family still lives in Oxnard. One reason, because of the rich culture present in our City. Our undocumented community has always been a part of Oxnard and they've made Oxnard the rich cultural hub it Is. To deny them protection, support, and reassurance that Oxnard does not stand for the separation of families is to ignore the contributions our immigrant communities have had on Oxnard.
If not now, when? How much more fear, separation of families, and terrorizing of our communities will Oxnard have to endure before you, our representatives, will finally center the courage to stand by our immigrant and undocumented communities and change the course of history for Oxnard by naming it a sanctuary city? Thank you,
Alma Morale

As a proud daughter of immigrants, an Oxnard native, and an active community member, I am deeply troubled by the recent ICE actions targeting our community.
It is heartbreaking to see hardworking residents living in fear simply because of their immigration status. No one should feel unsafe in their own home or neighborhood. Oxnard is built on the resilience and contributions of its immigrant community, and it is our responsibility to ensure that all residents feel safe, heard, and valued.
I urge you to take a stand and designate Oxnard as a sanctuary city. By doing so, we can lead by example and show other communities that compassion and justice must come before fear.
Thank you for your time and consideration.

Date Sent: Tuesday, February 4, 2025 8:22:42 AM GMT-08:00 Date Received: Tuesday, February 4, 2025 8:22:48 AM GMT-08:00 Dear members of the Oxnard City Council,
I stand before you today to demand that our city take a stand for justice, compassion, and human dignity by becoming a sanctuary city.
My name is Aylin, I am 28 years old, and I have lived in Oxnard my whole life. Our city has always made me proud to live in a place of opportunity, a place where all people are welcome, regardless of their background or where they come from. But now, we must take concrete action to ensure that this is not just a lofty ideal, but a reality that we live by.
By becoming a sanctuary city, we are not just protecting vulnerable immigrants; we are protecting our neighbors, our friends, and our families. We are saying that no one in our city should have to live in fear—fear of being separated from their loved ones, fear of being detained or deported, fear of seeking the help they need. This is a human rights issue, and it is our responsibility to act.
Our city council has the power to make this change. Mayor McArthur, we demand that you act swiftly.
Mayor pro tem Teran, we demand that you implement policies that keep our communities safe and secure. Council member Perello, we demand Oxnard Police department's non-cooperation with ICE.
Council member Starr, we demand protection of confidentiality and that you establish policies that prohibit city agencies from sharing information related to a person’s immigration status. Council member Rodriguez, we demand that you refuse to enforce federal immigration laws. Council member Basua, we demand that you prohibit discrimination based on immigration status. Council member Perez we demand that our city be a safe place where everyone, regardless of immigration status, is treated with dignity and respect.
This is not just about protecting immigrants; it’s about protecting all of us. When people live in fear, they are less likely to report crimes, cooperate with law enforcement, or seek vital services. That makes our whole community less safe. A sanctuary city builds trust between all residents and law enforcement, making us stronger and more united. We will not stand by while our neighbors are treated unjustly. We will not be complicit in policies that tear families apart. We demand that our city council make our city a sanctuary city now.
The time to act is now. Our city can be a beacon of hope and compassion, and it starts with me, an Oxnard resident, advocating and fighting for the rights of the people of this great city and you, the members of the Oxnard City Council.
Thank you.

I am writing to you to address high concerns regarding a halfway house providing housing for multiple felons including child sex offenders in the East Village area of Oxnard.
I, along with family members, friends and our community are deeply concerned that this house was approved to be used as a facility for registered sex offenders and run by a felon who tortured children and murdered one.
Online research and the Megan’s Law website confirms there are currently 6 convicted sexual offenders residing at the address. The fact that the house is in a residential location about 500 feet away from an elementary school is absurd and infuriating as we all aim to provide a safe community for our families and above all, our children. I am well aware that we can be living amongst different offenders and ill intended individuals; however, allowing a known halfway house where various child sex offenders congregate and reside in a community too close to 2 schools, one being an elementary school, is not the right answer.
I, along with our concerned community ask for the City of Oxnard’s assistance in taking action to prohibit this halfway house from running in our community as it is our collective obligation and responsibility to protect children and families.
Thank you,
Jessica

I am writing urging you to designate Oxnard as a sanctuary city.
My name is Anthony Farfan, and I am a senior studying biomechanical engineering at Stanford. I was born and raised in Oxnard, a city I proudly represent wherever I go. But more than the city itself, I carry the community that raised me. The teachers, neighbors, and families who shaped my path and helped me every step of the way.
And whether you choose to acknowledge it or not a vital part of this community is undocumented.
Your duty as elected officials is to represent and protect all members of this community, not just the privileged or the documented. To ignore the plight of the undocumented is to ignore a fundamental part of what makes Oxnard the city it is. Passing sanctuary status is not an act of defiance but one of justice. It affirms that our city values humanity over politics, security over fear, and unity over division.
Choose to protect the people who make this city home.
Best Regards,
Anthony Farfan

I think that because they are such a key part of our city that we need to provide as much support and safety a city can.
Therefore, while I appreciate people like VC sheriff stating they do not cooperate with ICE, I think the city needs to adopt a sanctuary status to give even more support. Just my thoughts as a citizen. 37 / 57

Date Sent: Monday, February 3, 2025 9:20:51 PM GMT-08:00 Date Received: Monday, February 3, 2025 9:20:56 PM GMT-08:00 My name is Miguel Rodriguez, I live in the City of Oxnard in the West Village neighborhood adjacent to La Colonia. One night when I was 13 years old ICE came to my house and picked up my dad and deported him back to Mexico. Fearful, our family abandoned everything and le our apartment as it was completely furnished to go live in a garage on Date Street. I never saw him again. These were the days of Prop 187, when Pete Wilson was governor and similar poli cal unrest was happening in our town. In fact, that was the me when I chose to walk out of Haydock Junior High and protest at Lyon's park. Today I write this comment to say that s ll, as an undocumented resident of the City of Oxnard, I ask you to think twice before designa ng our city into a "Sanctuary City".
I have seen that the current administra on will go heavily against sanctuary ci es with increased enforcement opera ons and con nuous profiling. I have personally spoken to some of my undocumented community friends and they also share the same sen ment, but fear speaking out against the newly empowered youth who have found a voice for themselves; which is beau ful in this great me of civil struggle. However, If you ask any undocumented person if they'd like to have increased focus by the government and ICE as a sanctuary city or just con nue to be who we are, not having to seek the symbolic tle and move on with our lives they would choose the la er. It will not give us anymore protec on, rather it will hinder our ability to get funding and other much needed resources. To be honest: Us undocumented people just want to live and work and worship in peace.
I would rather that OPD no fy people and the Council through social media advisories that ICE enforcement opera ons will be happening so that we can be sure to know and protect our families. Just like they have been doing around road closures. I have also heard about increased enforcement opera ons near schools leaving children without parents-- we don't need the extra a en on as symbolic of a win as it may be-- it is not in our best interest as an immigrant friendly community.
Thank you for your me and leadership and I appreciate you taking the me to reflect on my sugges on.

My name is Isabella Guerrero, I am a 16 year old, Hispanic highschool student. Although I may not have further education than highschool as of now, I am not oblivious to my surroundings. Throughout the last few days, Oxnard has shown support for extensive support to our immigrants, with the protest and the movement “A day without immigrants”. This goes to show how much of an impact the presence of ICE has been to our community and that we will not let up as long as they are here. The city of Oxnard has been historically built BECAUSE of immigrants. Our fieldworkers working through rain, heat, wind, our fieldworkers even working through the California wildfires when conditions were unhealthy, for us. Without whom, our crops would dust and wither, our businesses would cease and our population would diminish. As a citizen of this great city, I URGE you to declare Oxnard as a sanctuary city. Let’s protect those who have contributed so much into what Oxnard is today.
Thank you.

It’s imperative that we promote trust by creating a safe haven for immigrants and reduce their fear of deportation.
FACT: Sanctuary cities are safer for everyone.
Sanctuary policies allow immigrants to report abuses and engage with public safety officials without fear of deportation.
Sanctuary city policies allow immigrants to feel more comfortable acting as witnesses in criminal investigations.
On average, 35.5 fewer crimes are committed per 10,000 people in counties with sanctuary policies compared to those that do not.

Date Sent: Monday, February 3, 2025 7:43:31 PM GMT-08:00 Date Received: Monday, February 3, 2025 7:43:49 PM GMT-08:00 A humble sentiment from a relatively new Oxnardian:
Oxnard Must Stand as a Sanctuary City—Because It’s the Right Thing to Do Oxnard is more than just a city—it’s a thriving, hardworking community built on the foundation of culture, resilience, and unity. As someone who spent over 30 years believing there was no better place to live than the San Fernando Valley, becoming an Oxnard resident has been nothing short of a gift. This coastal haven, with its deep roots in family values and an unwavering work ethic, is a place where people come together—where families gather at community events without the looming fear of being torn apart.
The heart of Oxnard beats with the labor, dedication, and dreams of immigrant families. Nearly 75% of its residents identify as Hispanic or Latino, and Oxnard ranks at only 22nd out of more than 1,600 concentrated population areas in California. These numbers are more than statistics—they tell the story of a city that thrives not just because of immigrant labor, but because of immigrant families. These families are the backbone of Oxnard’s key industries—agriculture, manufacturing, and services—sectors that sustain the local economy and define the city’s identity.
Oxnard owes so much to the people who have built it into what it is today. These hardworking families deserve to feel safe, valued, and protected. By reaffirming and strengthening sanctuary policies, we ensure that those who contribute so much to Oxnard’s economic, social, and cultural fabric can continue to do so without fear.
This isn’t just about policy—it’s about people. It’s about honoring the spirit of Oxnard and ensuring that our community remains a place where everyone has the right to live, work, and gather with dignity. Now is the time to stand together and commit to protecting the very people who make Oxnard the vibrant, special place it is.
In my opinion and that of my extended family that has been part of Oxnard for over 60 years, Oxnard must be a sanctuary city because it’s the right thing to do.

It is not enough that Oxnard is a "safe" city. Please use your power to keep ICE from endangering our community. Thank you.

Esteemed Mayor McArthur and Honorable City Council Members City of Oxnard 305 West Third Street Oxnard, CA 93030 Dear Esteemed Mayor McArthur and Honorable Members of the City Council, For generations, Oxnard has been home to vibrant, hardworking immigrant communities who enrich our economy, culture, and social fabric. Yet today, many of these families live in constant fear-fear of deportation, family separation, and policies that threaten their safety instead of supporting their success. As a city that prides itself on its vibrant multicultural heritage, commitment to quality of life, and dedication to economic development.
Oxnard has a moral and political responsibility to protect its residents. Formally designating Oxnard as a Sanctuary City is an essential step toward upholding these values and ensuring that every resident, regardless of immigration status, is treated with dignity and respect.
Designating Oxnard as a Sanctuary City would send a clear message that immigrant families, like so many of ours, belong here and will not be subjected to unjust federal immigration enforcement. No parent should fear that dropping their child off at school or seeking medical care could result in deportation. Our families, workers, and students deserve the right to live in safety.
Research shows that Sanctuary Cities promote stronger relationships between immigrant communities and law enforcement, making neighborhoods safer for everyone. When residents trust their local government, they are more likely to report crimes, seek assistance, and engage as active members of the community (PNAS Study).
Cities that collaborate with federal immigration enforcement face costly lawsuits, drain public resources, and increase legal liabilities. Rather than diverting city funds toward enforcing federal policies, Oxnard should prioritize investments in education, housing, and economic development, resources that strengthen communities and drive long-term success.
Across California, cities have taken bold steps to protect their most vulnerable residents. By adopting a Sanctuary City resolution, Oxnard would demonstrate strong leadership and reaffirm its commitment to protecting families from unjust policies that undermine their rights and well-being.
Founded by the legendary civil rights icon Harry Belafonte, The Gathering for Justice is rooted in a legacy of advocacy and human rights. As an organization dedicated to dismantling racial injustice and building a just and equitable society, we stand ready to work alongside the City of Oxnard, its leaders, and community organizations to champion this urgent call for justice. This is not just about policy, this is about protecting families, affirming human dignity, and ensuring that every resident, regardless of their background, is treated with the respect and security they deserve.

Date Sent: Monday, February 3, 2025 4:31:23 PM GMT-08:00 Date Received: Monday, February 3, 2025 4:31:36 PM GMT-08:00 Dear Oxnard City Council,
It is with great distaste that I write to you today to demand you consider making Oxnard a sanctuary city for undocumented immigrants. As a city whose workforce depends on the hands of undocumented people, it's a disgrace that Oxnard didn't become a sanctuary city during the first Trump administration. The time to act is now.
Oxnard officials love to flaunt its strawberry fields and other agricultural sectors but fail to protect the workforce they rely heavily on. Becoming a sanctuary city would not only signify that the city has the back of its undocumented community but also provide a sense of relief to mixed-status families who wouldn't have to worry if their loved ones will return home. It's a shame to see ICE agents working with the Oxnard Police Department harassing and using scare tactics against undocumented community members.
As long as Oxnard depends on agriculture as its leading economic sector, it should protect its workforce. The first step is to become a sanctuary city. Undocumented people living in Oxnard are more than their labor, and they deserve to be protected in the city they call home. Do better in protecting these vulnerable communities.
Thanks for your time and consideration.

Date Sent: Monday, February 3, 2025 2:56:26 PM GMT-08:00 Date Received: Monday, February 3, 2025 2:56:38 PM GMT-08:00 Dear Oxnard City Council,
I am writing to urge you to take bold, principled action and declare Oxnard a Sanctuary City. This is not just a matter of policy—it is a moral imperative. Oxnard is a city built on the resilience, hard work, and contributions of immigrants. Over 33% of our residents were born outside the United States, many of whom are first- generation immigrants from Mexico, Central America, and the Philippines. These individuals and families are the backbone of our community, shaping our culture, strengthening our economy, and enriching the very fabric of our city.
It is not enough to acknowledge the importance of our immigrant community—we must take every step to protect them. Declaring Oxnard a Sanctuary City is a commitment to justice, to human dignity, and to standing against fear-driven policies that seek to dehumanize and marginalize. We cannot allow members of our community to live in constant fear, afraid to access basic services or seek help when they need it most. We must ensure that families are not torn apart, that workers are not exploited, and that every person—regardless of status —feels safe in the city they call home.
As leaders of this city, you have the power to do the right thing. I urge you not to stand idly by or shrink in fear, but to take action that reflects the values of fairness, compassion, and courage. Oxnard thrives because of its immigrant community, and now is the time to stand with them. Please, use your position to safeguard and uplift the people who have made Oxnard what it is today.

I urge you to utilize your power and obligation as a political representative of Oxnard citizens to relegate Oxnard a SANCTUARY CITY.
My name is Alexandra Camargo and I am currently a senior finishing my bachelor degree at Bowdoin College, where I study systems of oppression and link Latino racialization to my own experiences having been born and raised in Oxnard, California.
Oxnard, whether you deny our visibility or not, is a diaspora of Latinidad, an extension of our Latino cultural heritage that we have brought with us in search of freedom, liberty and dignity. I urge you to think about the Oxnard children and families, who came to this city and built their lives here in pursuit of an opportunity. Please, designate the city as a Sanctuary City. Do NOT be complicit in the separation of our families and the loss of our children to the system.
Oxnard is nothing without our undocumented Latino community, whether you choose to see us or not. This is within your power to help achieve, there WILL be blood on your hands if you refuse to designate Oxnard a Sanctuary City.
Signed,
Alexandra Camargo

I write to express my support from the city council to vote yes to making the city of Oxnard a Sanctuary City. A few years ago, the city council voted to make Oxnard a "safe city" which may have had some good meaning but did not actually keep us safe. Today, we are seeing a real increase in valid fear from our community, especially our community who does not have U.S. citizenship.
I work with the local migrant indigenous community every day, and I am deeply disappointed to hear that our community is not going to work, leaving their house, or sending their children to school due to fears that their family will be separated.
I urge the Oxnard City Council to vote to declare Oxnard a Sanctuary City at today's City Council meeting. The last time our city council failed to properly protect our community. I am aware that in July 2017, Oxnard was named a "Safe City," but with the recent uproar in the U.S. Immigration and Customs Enforcement (ICE) activity, I believe our local officials should do whatever in their power to make Oxnard a Sanctuary City and protect the undocumented community. I, as a member of the community, want no ICE in Oxnard, no more deportations and breaking apart families. I have seen the videos of ICE officials in Oxnard aggressively detaining individuals, and have heard personal stories from so many people saying how they are afraid to drop their kids off at school, or buy groceries. It is absolutely inhumane for anyone to be living in a constant state of anxiety and fear. Please make Oxnard a Sanctuary City, protect our community.

I hope this email finds you well. I'm writing to you, in hopes that you'll make Oxnard into sanctuary city. For years descendants of migrants and migrants themselves have called our city home. Creating businesses, communities, and all the while the city benefits from this. Oxnard is renowned for their activist of the latin communities. So would it not beckon that our city doubles down and becomes a sanctuary for those afraid of what's to come. I hope you consider, if not for them. Then think about the tremendous impact this would have to our economy.

Dear Mayor & City Council members,
It should not be a surprise to you all that the community has been showing up and will continue to show up to protest against ICE. Now it’s your turn to show up for your community. The community that chose you to represent us and make decisions that are in the best interest of us. It is disappointing that you didn’t make Oxnard a Sanctuary City in 2017 but here is your chance to right that wrong. I truly hope you actually take the time to intentionally listen to everyone who speaks in support of making Oxnard a Sanctuary City and care enough to put action towards it. If you don’t, then you don’t deserve to be seating in those seats at all. Oxnard wouldn’t exist without immigrants. Immigrants make Oxnard.
Thank you

The city of Oxnard is place many of us call home due to its amazing weather and its beaches.
Oxnard is home to 150,984 Latinos , according to the US Census Bureau, which out numbers any other race in Oxnard. Latinos move this city forward without Latinos the agricultural fields will become empty lots. If there is no produce in those field our economy & resources will be impacted significantly. Think about the strawberry festival how much revenue does the city collect from this event? The city cannot deny it is profitability , if there was no funds the city would not be hosting this event from year to year. Tourism comes to visit our community as we are know for our strawberries fields. Who works those fields? Immigrants! Immigrants play a huge role in our community. As such immigrants should have the support of our city! Oxnard needs to stand up for those who move the city with any obstacles in place , for example during COVID and the recent wildfires. Who did we see working during this time ? Immigrants ! If the officials of Oxnard do not want to acknowledge reality, the citizens of city are here to remind you! Your title is thanks to our community, thus it’s time for you to do your job and acknowledge the situation.
The city of Oxnard needs to be recognized as a sanctuary city not just a “safe city”! ( https://data.census.gov/profile/Oxnard_city,_California? g=160XX00US0654652#race-and-ethnicity)
