REPORTS
AGENDA ITEM NO. D.1

DATE: May 27, 2025

TO: Public Works and Transportation Committee

FROM: Michael Wolfe, Public Works Director, (805) 385-8055, [email protected]

SUBJECT: Agreement 32500490 with ehs International Inc. for Safety Training Services. (10 minutes)

RECOMMENDATION

That the Public Works and Transportation Committee recommend that the City Council approve and authorize the Mayor to execute an Agreement with ehs International Inc. for an initial term of one year from July 1, 2025 to June 30, 2026, with the option for four consecutive one-year period extensions ending June 30, 2030, in the amount not to exceed $1,550,000 for Safety Training Services.

BACKGROUND

The California Department of Industrial Relations (Cal/OSHA) requires specific safety training for the construction and general industry sectors. The Public Works Department engages in projects and endeavors that are considered construction and general industry activities. To comply with Cal/OSHA regulations and guarantee the utmost safety for our personnel, the City must provide comprehensive training on various crucial topics. These training topics include but are not limited to Asbestos Awareness, Confined Space Entry and Rescue, Crane Operations and Rigging, Electrical Safety, Fall Protection, Forklift/Heavy Equipment Operations, Hand and Power Tools, Hazardous Waste Awareness and Handling, Mobile Elevating Work Platforms, Traffic Control, Tree Work, Trenching and Excavation Awareness, and Welding and Hot Work Safety.

Historically, the City has completed training in-house or enlisted the services of external consultants to deliver specialized training for specific divisions. This service agreement would allow consistent safety training to the following Public Works Divisions: Engineering, Facilities, Fleet Services, Parks, Special Districts, Street Maintenance, Traffic, Wastewater, Water, Environmental Resources, and other groups as needed.

The City previously entered into an agreement with NATEC International, Inc. (NATEC) from May 1, 2024 through April 30, 2025. NATEC provided approximately 35 training sessions on topics ranging from Defensive Driving to Confined Space Entry. The City expended approximately $145,000 over the course of the agreement with NATEC. The Agreement with NATEC was the first agreement that was issued to cover department-wide training needs.

Prior to NATEC, the City had an agreement with ehs International Inc. (ehs) to provide safety training for the Wastewater Division. The City spent approximately $175,000 from September 29, 2021, through May 21, 9 2024, and conducted over 30 training sessions for Wastewater staff.

Under the new agreement, Public Works is aiming to increase its training opportunities to staff to cover needed training for their assigned roles, as well as to ensure the City stays compliant with Cal/OSHA requirements.

The expanded authority of this agreement will allow the City to adjust if new requirements/regulations are released, or adapt if a gap is discovered.

DISCUSSION

The Purchasing Department released a Request for Bid (RFB) PW 25-98 for Safety Training Services for the Public Works Department on March 6, 2025. Several potential vendors were directly notified of the RFB, as well as being published on www.PublicPurchase.com and the City’s Purchasing website. Bid submissions were due April 8, 2025. RFB PW 25-98 received a total of 2 bids from the following contractors:

ehs International Inc.

O.S.T.S Inc. (deemed non-responsive)

ehs International Inc. was the lowest bidder and meets all required City contractual provisions, including possession of a City business tax certificate, insurance certificates, and corporate filing with the California Secretary of State. Based upon the available information and research performed to date, staff believes that ehs International Inc. is capable of satisfactorily providing safety training services to the City.

STRATEGIC PRIORITIES

This agenda item supports the Organizational Effectiveness strategy. The purpose of the Organizational Effectiveness strategy is to reinforce, stabilize, improve, and strengthen the organizational foundation of the City in order to build a modern, high-functioning City government that effectively and efficiently supports the operating departments in providing high-quality services and programs for our residents and businesses.

FINANCIAL IMPACT

The cost for this agreement with ehs International Inc., shall not exceed $1,550,000 through June 30, 2030. The estimated spending plan for FY 25-26 is $305,500 and has been programmed in the relevant funds in the Fiscal Year 2025-26 Proposed Budget within various Public Works and Human Resources programs for Council’s consideration. The funding for subsequent fiscal years will be requested during the annual budget process.

The in-person safety training will be selected and paid for by each division on an as-needed basis to meet Cal/OSHA regulations, or other regulators that may require training from time to time, and individual division requirements. Payment shall be made when service is rendered, and there will be no guaranteed spending amounts through the duration of the agreement.
