A. ROLL CALL, POSTING OF AGENDA
At 1:01 p.m., Mayor Luis A. Mc Arthur presided and called to order the special meeting of the Oxnard City Council convened in the Council Chambers at 305 West Third Street, Oxnard, California. Councilmembers Gabriela Basua; Luis A. Mc Arthur; Bert E. Perello; Michaela Perez; Gabriela Rodriguez; Aaron Starr and Gabriel Teran were present. The meeting opened with the pledge of allegiance to the flag of the United States. The City Clerk stated that the agenda was posted on Thursday, July 31, 2025 at the Library, City Hall kiosk, City Administrative Offices and on the website.
Staff members present were Alexander Nguyen, City Manager, Stephen Fischer, City Attorney; Kenneth Rozell, Chief Assistant City Attorney; Michelle McCarron, Assistant City Attorney; and Lourdes A. López, City Clerk.

B. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
No public comments were received. At 1:03 p.m., the City Council recessed into a closed session.
C. CLOSED SESSION (1:00 PM)
1. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Government Code section 54956.9(d)(4))
Based on existing facts and circumstances, the City Council shall decide whether to initiate litigation in one potential case.

At 2:02 p.m., the City Council reconvened in an open session in the Council Chambers.
The City Attorney announced that by a vote of 5-1-1 with Councilmember Perello voting no and Councilman Starr abstaining, has directed the City Attorney to seek to intervene in the lawsuit titled "Pedro Vasquez Perdomo et al., v. Kristi Noem et al., filed in U.S. District Court for the Central District of California. The lawsuit that seeks to limit the federal government's ability to enforce immigration laws in the City of Oxnard as well as cities in Los Angeles, Santa Barbara, Orange Counties and throughout the other counties in the Central District of California. This action will be made available upon its filing upon inquiry.

There being no further business on the agenda, and without objection, Mayor Mc Arthur adjourned the meeting at 2:04 p.m.
