Hello City Clerk,
Please send the below remarks to the city council for their March 3, 2026, meeting with regards to Agenda item L.6.
Thank you.
Mayor McArthur, Mayor Pro Tem Teran, members of the City Council, and staff:
My name is Ronald Arruejo, and I am writing these remarks as an Oxnard municipal utilities ratepayer.
I want to, again, thank the members of the Public Works and Transportation City Council Committee, of which this item was considered first. I did not expect a substantive discussion after my comments, and I thank them for considering nearly all portions of my original request for potentially amending the municipal ordinance and/or a change in city communication policies.
Additionally, I thank the city council for listening to additional remarks that I made at the February 3, 2026, city council meeting and for the mayor for allowing me to answer a follow-up question and providing further clarity about the testing process from the point of view of the ratepayer. I understand that the cross-connection and backflow prevention regulations are a vital part of ensuring that water is safe for all residents to utilize as needed for whatever activities need them.
There were discussions as to the current process of how residents are sent communications regarding their annual testing and the inadequacy of the length of time to complete the testing and reporting within the 30-day period given that the notice needs to be in hand to schedule an appointment. I believe that all residents who are subject to this testing requirement will be appreciative for the city, as discussed at the February 3, 2026, city council meeting, to updating their SOPs to send/mailing the testing notices 2 weeks/15 days prior to the start of the 30-day period of scheduling, testing, and reporting the annual results. I am unsure if the timeline for updating the communication policies will be completed by the end of fiscal year 2026 or calendar year 2026, but I encourage the city (staff) to do so at their earliest convenience, regardless of the planned deadline. When the mailings/communications have been better aligned (earlier), I believe that residents, the city, and the companies/contractors that implement the testing will agree that it is better for everyone.
Thank you for your consideration of this matter with the communications policy regarding cross-connection and backflow compliance noticing. I am in support of staff’s recommendation for Agenda Item L.6. as presented in the staff report.
Best,
Ronald J Arruejo
