BACKGROUND
As the current City’s Five-Year Priorities expire, it is time for the City Council to update/refresh Oxnard’s priorities for the next five-year period. There are five major categories, with five priorities each. The major categories are as follows (the items in each are discussed below):
• Economic Development
• Quality of Life
• Public Safety
• Infrastructure and Natural Resources
• Organizational Effectiveness
DISCUSSION
The City Council’s Five-Year Priorities align public policy with community needs, inform budgeting, and provide the administration with a clear roadmap.
Priority setting is about just that, the selection of priorities. There are many urgent needs. There are many important issues. And there are many, many wants and desires from the public. As the policy makers, the City Council must weigh all of these, balance the competing interests, make rational and fair deliberations, and ultimately choose the priorities in order to set clear public policy direction for the administration.
The easy part, if there is one, is that as a city, we are only responsible for providing municipal services. And in our case, we are a full-service city providing a full array of municipal services. We do not, for example, provide public education, health care, mental health care, social work, airport services, transit services, commercial harbor services, or highway maintenance – those are the responsibility of separate government entities.
The city’s responsibilities are captured within our five broad categories below. These categories paint clearly the four corners of a California municipal government’s primary duties, our purpose. Staff would not recommend, for example, that the City Council seek to establish a municipal ostrich farm!
5 Also, setting five-year priorities is not about the upcoming budget, or any singular budget. It is, again, about providing a public policy document that reflects the community as a whole and provides a clear roadmap for the administration.
The current priorities set by the City Council are as follows:
Economic Development
1. Focus on business retention and expansion and new business attraction
2. Train and prepare residents for employment at local businesses through the Oxnard Employee Pipeline
3. Revitalize Hueneme/Saviers/Pleasant Valley/Channel Islands corridor
4. Renovate 4th St. between Downtown and train station to create a safe connection between the transit center and downtown
5. Create a new Zócalo in South Oxnard
Quality of Life
1. Restore and enhance youth programs and launch the Oxnard Arts Academy for local youth in South Oxnard
2. Restore and enhance senior programs and build the Council-approved new Senior Center
3. Continue to address homelessness in Oxnard
4. Build an Aquatics Center in South Oxnard
5. Create process to study PACC and reopen the Carnegie Art Museum
Public Safety
1. Maintain 911 emergency response times
2. Maintain fire protection services
3. Restore Neighborhood Police program
4. Restore and possibly increase paramedic squads
5. Create a modern disaster preparedness program to prepare the City for response and recovery from earthquakes, flooding and other disasters
* Modest and incremental implementation of security cameras; data-driven by OPD * Modest and incremental implementation of lifeguard program
Infrastructure and Natural Resources
1. Restore proper street paving cycle
2. Restore proper maintenance of parkways and medians, tree trimming cycle, and clean up the gateways to the City
3. Ensure adequate future water supply
4. Repair alleys
5. Repair seawalls
Organizational Effectiveness
1. Secure long-term financial sustainability
2. Replenish the City's financial reserves and establish sufficient reserves to respond to disasters such as earthquakes and floods
3. Invest in appropriate staffing levels to get the job done
4. Strengthen the City's cybersecurity
5. Invest in staff training and development
For the next five years, a good starting place would be to pick up from where we are today.
Economic Development
6 o Focus on business retention and expansion and new business attraction o Train and prepare residents for employment at local businesses through the Oxnard Employee Pipeline via potential collaborations

o
Quality of Life
o Maintain youth programs
o Maintain senior programs and build the Council-approved new Senior Center o Continue to address homelessness in Oxnard
o
o Complete Native American Graves Protection and Repatriation Act (NAGPRA) compliance for the Carnegie Collection, and continue with Council’s recent direction on the Performing Arts Center
Public Safety
o Maintain 911 emergency response times
o Maintain fire protection services
o Restore Neighborhood Police program
o Restore and possibly increase paramedic squads
o Complete building out of a modern disaster preparedness program to prepare the City for response and recovery from earthquakes, flooding and other disasters
* Modest and incremental implementation of security cameras; data-driven by OPD
Infrastructure and Natural Resources
o Maintain proper street paving cycle
o Maintain proper maintenance of parkways and medians, tree trimming cycle, and the gateways to the City o Ensure adequate future water supply
o Continue to repair alleys
o Complete initial seawall repairs and continue long-term planning for the remainder
Organizational Effectiveness
o Maintain long-term financial sustainability
o Maintain the City's financial reserves and establish sufficient reserves to respond to disasters such as earthquakes and floods
o Invest in appropriate staffing levels to get the job done o Strengthen the City's cybersecurity
o Invest in staff training and development
The above is the recommended starting point.
The Measure ‘O’ expiration factor – The voter-approved Measure ‘O’ half-penny sales tax is scheduled to expire at the beginning of 2029, which will represent an approximately $21M reduction in general fund revenue. While we have done a good job of planning for this in the prior five years, we did not know to plan for the new Costco being built in Camarillo, the state-wide efforts that could eventually take away up to 50% of the sales tax we get from the Amazon warehouse in our city, the funding cuts from the federal and state governments, various unfunded state mandates, or the 7 extreme turbulence of the economy occurring now. With this in mind, we ask that the Council takes these issues into account and to have realistic and feasible goals when selecting priorities for the next five years.

# RESPONSES DATE
1 Better and more traffic enforcement for bikes, pedestrians, and motor vehicles. 4/14/2026 9:53 PM 2 Reopening the Carnegie Art Museum 4/14/2026 8:37 AM
3 Safer sidewalks over freeway 4/14/2026 8:35 AM
4 Too many homeless in our city after opening of your homeless shelter. It's becoming a problem. We're not okay with homes having renters which is becoming a huge problem. Not okay with artificial grass.
4/14/2026 8:25 AM
5 I want a beautiful park with ponds & swans and ducks & trees NO SPORTS! Where one can walk or sit and enjoy nature.
4/14/2026 8:22 AM
6 Please refrain from building stop lights every 2 houses. Save Oxnard's $$ to innovate better things. Maybe it's time to hire a new City Planner, Designer or Architect. 4/14/2026 8:21 AM
7 Restoration or use of the Carnegie Art Museum 4/13/2026 1:01 PM 8 culture! Reopen the Carnegie Art Museum! 4/13/2026 9:08 AM 9 HIGH RISK YOUTH PROGRAMS 4/13/2026 6:27 AM
10 South Oxnard cleanliness and upkeep should be a priority. It has fallen into disrepair as the city focuses on North Oxnard and the collection area.
4/12/2026 12:01 PM
11 Traffic safety measures to include improvements to streets and roads: lights, traffic signals, street lighting, road conditions
4/11/2026 9:36 PM
12 Clean up and landscape Oxnard Blvd. between Pleasant Valley and Rose Ave. We have a bright new sign indicating to drivers they are in "Oxnard" then there is blight on that stretch of roadway (about 1 mi.) that isn't a very inviting entrance to Oxnard. Frequently, there are items dumped along the road i.e. mattresses, old furniture etc. Clean it up, landscape it and finish the job, make Oxnard attractive to all.
4/11/2026 7:30 AM
13 In the future knowing “how” Oxnard will do these things would help me to better understand what my ratings mean in practice
4/9/2026 7:12 PM
14 Finish the alley improvements that were promised years ago. Doris Avenue between C and A St. hasn't been addressed/properly repaved in decades. Poor drainage deteriorates existing roadway material on a regular basis.
4/9/2026 6:29 PM
15 The goal of improved self reliance is admirable, but Oxnard must lead the county in meaningful, community relationships in all of the above listed categories with its neighboring cities such as Camarillo, Port Hueneme and Ventura. We have to elect a new congressional representative soon! The councils of these cities need to be on the same page of constructive communication. The larger cities must lead by demonstrating, and exhibiting successful models of community quality of life, so the smaller surrounding cities can experience such growth and contribute to our improved success. This includes our agriculture, commercial, and residential infrastructure, along with our ongoing tourist and transportation issues. Oxnard continues to grow and will exceed a population of 300,000 in another 10 years. Our airport and train station are important mechanisms and need support! Baby Boomer retirees (with talent and resources) will make up a significant percentage of our population for the next 30 years! Ventura, Camarillo, and Port Hueneme will experience large population growth as well, whether anyone wants it or not. We have to be ready to embrace such growth, while managing the benefits and challenges that will occur. This budgeting session needs focus on the many business, civic and community models we have and adapt such models in a larger community scale for our city, and as a reference for our neighboring cities, while encouraging them to do the same. These remarks may seem lofty, but they are a stark reminder of exactly where we are at this time. We made some good progress in recent years. The pandemic stifled us for a 4/9/2026 4:16 PM

time, but no more. Yes, we won’t have the money on hand we have had, which means the need for a viable master plan that is adaptable and flexible over the next five years (and beyond) is important. That same master plan needs to be structured and ready when the better times come a few years down the road. Thank you for the opportunity to share our concerns and optimism! Best success!
16 Keeping the harbor seawater clean. Provide cleaning materials to boaters for oil, gas, pollulant spills. Educate about washing off boat engines , cleaners to use, minimize pollutants into the water.
4/8/2026 6:56 PM
17 Addressing multiple cars at one house. Leave no parking for the people that live there prior! 4/8/2026 11:52 AM 18 Flock safety is a privacy problem. The city should have an anti-crime cameras system like the old community cameras.
4/8/2026 9:57 AM
19 It should be a top priority to replace the public housing that was demolished in the Colonia Neighborhood. When I left the Housing Department in 2018 as Housing Director, we had completed the first and second phases of new apartments. There was a contractor on board, with a plan approved by the City Council, including viable funding sources, to complete the remaining phases. The City Manager's office should explain why its Planning Department was the biggest obstacle to carrying out this project, and why a single unit of required replacement housing has not been built since 2018.
4/8/2026 12:43 AM
20 The bridge along the freeway connecting Ventura Blvd to Johnson is covered in trash both on the inside of the bridge and on the freeway. The bridge is also covered in vandalism. 4/7/2026 8:04 PM
21 Please continue to invest in beautification of the city and improvements to the Downtown area 4/7/2026 7:12 PM 22 Dumping and trash collection 4/7/2026 5:45 PM
23 Priority: Traffic - the Avalon project will impact Harbor Blvd traffic significantly 4/7/2026 3:39 PM 24 Stop pointing fingers and start working together to make it happen. City council meetings are more about stating their arguments and bashing other councils rather than solving what matters. I’m sorry but the city of Oxnard has too many cliques so it will always end up one sided.
4/7/2026 3:37 PM
25 public safety and emergency management are bare minimum 4/7/2026 3:37 PM 26 Priority should be given to the youth. To many kids with nothing to do leads to trouble. Maybe great programs with great incentives. (Gift cards / free meals/ shopping) (I’d donate) 4/7/2026 2:05 PM
27 Enforcing parking codes, parking is a tremendous issue we are all aware of, but there are many parking violations that need to be addressed. Those include parking of large RV in residential areas, parking infront of a fire hydrant, blocking sidewalks and driveways, no visibility due to large taco trucks and car washers blocks the streets and parking too close to the curb.
4/7/2026 1:04 PM
28 More maines in the playground for kids 4/7/2026 1:00 PM 29 all really are important! 4/7/2026 12:42 PM
30 Keeping streets & public ares clean & safe 4/7/2026 12:38 PM 31 Public areas need more lights and streets need controlled parking 4/7/2026 12:32 PM 32 Reopening the Carnegie Museum, like it was promised to us when we voted to raise the sales tax to 9.25%. Also, to give equal attention in beautifying the parks in South Oxnard. I wrote to our former mayor, Mr. Zaragoza, many times with my ideas for Beck Park. Each time he replied to say he would get back to me, but never did.
4/6/2026 8:41 PM
33 None 4/6/2026 5:29 PM
34 Why's there too much unaffordable housing? Traffic is horrendous 4/6/2026 3:25 PM 35 Timely Road maintenance (pot hole repairs) and transit system (affordable, speedy & convenient routes)
4/6/2026 1:45 PM
36 This list seems to be an attempt to get citizens to realize that desirable public programs exist in tension with each other. It doesn't really further a serious consideration of priorities. For example, public safety, 911 response times, and fire protection are all First Responder 4/6/2026 12:43 PM

concerns, and are rightly a single priority. Water quality and clean parks are infrastructure issues. Homelessness, senior services, income-gap and youth related programs all fall under the general heading of social services (although the homelessness issue deserves to be considered as a single problem through all levels of government, not just municipal). A better and more direct way to frame this is to simply say that a range of services will cease to have a funding base with the sunset of Measure O, and that the priority choice is actually one between a bleaker future with reduced support of many vital programs, and a brighter, more desirable future with the replacement of Measure O funding (via some successor mechanism).
The priority discussion I would actually like to see happen is the one where all stakeholders participate a "blue sky" discussion of what a truly livable Oxnard would look like in 2050 if budget concerns were ignored for the moment--light rail, connected green belts, taco truck Thursdays, whatever--rather than the valuable but stifling 2030 General Plan approach. Then, apply real-world budget planning to that list and see what becomes possible. 37 Street landscaping improvement and maintenance 4/6/2026 8:32 AM 38 Please re-open the Carnegie Art Museum. It has, in the past, been a resource for all of the arts, including poetry. And it’s not just for adults, The museum is a great resource for free and low cost activities for families and youth.
4/5/2026 1:52 PM
39 What are the metrics to determine effectiveness? What is the current effectiveness level for tax $ spent?
4/5/2026 12:04 PM
40 No new taxes… Oxnard’s sales tax is sending consumers to other cities 4/5/2026 12:00 PM 41 parks and green space . all of these above categories are important. 4/5/2026 7:12 AM 42 One critical area that should be prioritized is the development of sustainable, living-wage job opportunities within the county. Many of the challenges these programs aim to address— housing instability, public safety concerns, and access to education—are directly tied to economic opportunity. Without a strong local job base, funding cuts to other areas may have compounded negative effects. Investing in workforce development and job creation should be considered a foundational priority.
4/4/2026 11:07 PM
43 Maintain positive spaces and activities - parks, playgrounds, beaches, and libraries. Partner with schools to offer youth swimming programs. Oxnard parks and recreation programming should be comparable to Port Hueneme or Ventura -hours accessible to working families and more consistency/classes rather than single events
4/4/2026 8:50 PM
44 Citing loud vehicles, controlling double-parked vehicles, and parking enforcement 4/4/2026 8:27 PM 45 Keeping public parks free of loitering, homeless, and gambling groups which deters families and youth from accessing local parks.
4/4/2026 7:14 PM
46 Fireworks issues. These can be nonstop from May though the summer here in Oxnard Shores 4/4/2026 2:13 PM 47 WHile those are all important, I would like to see more development of Oxnard as an attractive place to visit and reside. So Fix the Carnegie museum. Improve the harbor. Develop walking and biking trails. Things like that. Yes, the items you listed are critical, but not enough. And I know funds are scarce.
4/4/2026 9:27 AM
48 Provide speed bumps in the alleys 4/4/2026 8:20 AM
49 To reopen the Carnegie Art Museum ASAP as a functioning museum. 4/3/2026 10:13 PM 50 Cut taxes not increase them. Stop spending money on crap like survey. We all know this is a ruse to justify keeping that expiring tax and likely raise it. Get rid of the city manager. He authorizes spending up to $100,000 on crap like this with stroke of the pen. 4/3/2026 8:57 PM
51 Keeping homeless encampments and taco stands from popping up on sidewalks. Keeping the city clean and safe. Keep city streets maintained.
4/3/2026 8:26 PM
52 Community churches, synagogues, mosques involvement at city council to understand their budgets and help with underserved and how best to use gov funding to interleave with these efforts.

66 You create laws such as no alley parking, but do not enforce them. Our alley is often nearly obstructed with parked cars. An empty lot on CStreet is now filled with parked cars. 4/1/2026 3:22 PM
67 More needs to be done to address rampant illegal fireworks before some idiots burn down a neighborhood; we need stricter enforcement with steeper and escalating penalties for repeat offenders.

71 Please prioritize voters & tax payers for a better Oxnard. I believe to serve the homeless, but it should equally shared among other cities in the county, NOT place a heavy burden on Oxnard. 82 There are too many homeless in the community. I know it’s a hard topic bc at the end of the day they are human like everyone else. And really it’s not so much homeless problem as it is a drug addiction problem. But there are just too many around our children’s schools. Our family parks. And they’re being bussed from LA further putting more stress and resources on the community.

163 More opportunities for youth civic engagement 3/20/2026 4:53 AM 164 The 311app is a great idea, but it’s being missused, more often than not reports are marked as completed when they are not, city employees are rude or do not answer questions when asked. It’s a service that could be great if only it’s held accountable to what it replies. 3/19/2026 4:42 PM
165 No suggestions come to mind at this time. 3/19/2026 4:23 PM 166 1. Work with housing non-profits to make adding an additional dwelling unit (tiny house) easy.
Homeowners sign-up with a small deposit. Everything is turn-key with loan payments starting after the ADU is ready for occupancy. Addresses the cost of housing (which affects the cost of everything else) and homelessness. 2. Start a Coastal Ecosystem Resilience District.
Resilience Districts are empowered and motivated to pay for sea level rise and climate change adaptations with income from their projects - For example, tourist and seafood income from a large-area living reef that restores kelp forest ecosystems. Details available. 3/19/2026 1:38 PM

3/18/2026 12:45 PM
172 a large portion of homeless individuals and individuals come from other cities including Camarillo, T. Oaks, and various other cities because City of Oxnard is one of the only cities that provides year round shelters & resources. This increases significant budget strain to our city.

MORE WILL COME! 3/18/2026 11:37 AM 193 specifically- the parking garage at the collection has turned into a haven for car shows/gang related activity. As a homeowner since 2009, I've seen a decline in any safety/police/security measure to do anything about the destructive behavior. To increase revenue for Oxnard one idea we would all benefit from is pay for parking at the garage. It'll deter teenagers & young adults from using the parking garage as a car show meet & drug activity. 3/18/2026 11:37 AM

203 Homelessness is the root cause of most public safety and cleanliness concerns. It needs to be dealt with in a way where other areas are not being ignored. Our children, elders and other communities need more protection but focusing on homelessness too much takes away from those who are vulnerable in our communities.

235 We can't do one without the other. Drive through other cities. The city maintenance crews are constantly clearing and power washing main roads. They care how the streets look. Our streets are all looking dirty, depressing and lack vibrancy and organization. We also need more community events so that we don't need to leave to Camarillo or Ventura to partake in things.
We have beautiful beaches, let's embrace them and welcome community members to events.

274 This city need public safety and public infrastructure. Cut all un necessary spending. Budgets should be allocated fairly. Our area of North Oxnard gets overlooked because the city believes it looks much nicer than other areas in Oxnard. We pay the hightest taxes but do not receive the most benefits. Doesn’t seem fair.
3/15/2026 6:21 PM
275 The city should be focusing on public safety and infrastructure. Start building o balance a budget, and do bot ask the citizens for an additional tax. Cut programs that are “nice to have but not necessary” such as feeding the elderly, paying for immigration and paying to house the homeless. People should be held accountable for life choices. 3/15/2026 6:16 PM
276 Homelessness programs should not be in the top 20 priorities for Oxnard taxpayer dollars to fund, unless and until there is clear objective evidence that ANY money spent on these programs is having a positive socioeconomic effect.

289 1. Good to see speed bumps recently installed on Cesar Chavez Drive. Wood be good to see more speed bumps in neighborhood such as on M. L. King Blvd., Juanita Rd, and others. The bumps are good deterrence on drivers who would show off their noisy cars late at night, and also improves safety in the neighborhood especially near the schools. 2. Dog park in the vicinity of West Village and East Village. Many people walk their dogs daily and would be good if these dogs have a nearby park where they can play with other dogs. Dog parks on Fifth St, College Park and Collections are a bit too far. 3. More street lights on the park side along Cesar Chavez (between Gottfield Pl and Teresa St) and along Teresa St (between Cesar Chavez and M. L. King). These sections of the road are very dark at night. Many people walk these areas at night and to have additional lights would greatly improve visibility, security and safety. 4. Bike safety training in public schools. Many neighborhood kids just don't know the rules of the road and they can get injured when they're horseplaying or not paying attention to motorists.

319 Please address the parking issues. The city has allowed Adu units, triplexes, garage conversions, excessive room rentals and these have over burdened the street parking in front of homes owned by the home owners. 1 house will have 9, 10, 14 cars and there can be multiple homes on a block. These homes take most of the parking. It is not fair to the rest of the people. Some people have handicaps or are older and can't be walking far distances. Isn't there a limit to the number of people living in one residence? There use to be. People are parking on corners, in front of fire hydrants. Very unsafe. 3/11/2026 12:34 PM

We pay too much already. 3/9/2026 12:59 AM 367 Easier access to code enforcement 3/8/2026 10:29 PM 368 Keeping our alleyways safe and trash free. Oxnard already has the highest sales tax in our area, why are we not utilizing those funds for programs. Infrastructure should be a priority. And how about addressing the affordable housing . This is the root of many of our issues, this is probably why parking is a high issue in our neighborhoods. There are a couple of neighbors that have 6-8 cars and there is no parking in front of my home many times. 3/8/2026 7:41 PM
369 When it rains the end of our streets (McMillan track, Blackstock North) are flooded and there's no drainage to decrease the water that collects there which can pose as a safety hazard.
Some examples include Robert Ave, Lark St, Frank Ave and Thomas Ave in the 93033 zip code. The mobile car wash area at the old Citibank at the corner of Saviers Rd and Lark St. is obstructive. The people washing the cars often leave the car doors wide open towards the street and take up room on the already tight streets. The car wash services occupy three sides of the old bank, Saviers Rd, Lark St, Samuel Ave and spreads past down towards the McDonald's on Samuel Ave. People are parking right at the corners of sidewalks in neighborhoods which proves as an obstruction and makes it difficult for other drivers to see when navigating streets.

384 The difference between Camarillo and Oxnard in the care that is given to its community. It seems the tax payer money is actually put to use toward the physical well being of the city.
It’s a clean, nice to look at city simply by a few landscaping differences. I love Oxnard. Over Camarillo for sure. But I would love for this city to have some beauty added to it with green landscaping and keeping up the areas in our city that just seem abandoned or overrun.
Perception can be changed for most things just by making it clean and nice to look at. 3/7/2026 4:46 PM

390 It is my opinion that the city budget team does not consider the financing a 10-year projects such as the Park Master Plan, Sea Wall replacement, Water / Sewer line upgrades and non- arterial road / alley maintenance. City staff does not consult with CAGs and INCO regarding of the residents of Oxnard when preparing and prioritizing Capital Improvement Projects. Staff is not held accountable for failing to complete project time lines. It is also my opinion that the city has wasted funds by misusing those that were to have been used for specific projects. 1) These 2010 Water bonds were supposed to build the back bone of the city’s water program.
The city built the recycled water plant but did not build the wells to stores the recycled water, instead the city used the funds to build an auditorium at the recycled water center. As a result, the rate payers of potable water are paying over $24,000,000 per year to United Water and Calleguas Water , the farmers have 3,000 acre feet of water more at their disposal, at no cost, and 3 private entities are getting water at $350.00 per acre foot. I use less that two HCF (Hundred Acre Feet) of water per month that cost over $2,000 per acre foot. How much to you pay for an acre foot water (look at the water portion of your Oxnard Utility Bill). 2) The overpass the Rice and 5th Street was approved in 2015 with an estimated cost of $50,000,000. Three years ago the cost went to $95,000,000. Construction was started 2 years ago and is expected to exceed $130,000,000 with a completion date in 2027 (if not in 2028). While city tax dollars only paid for $5,000,000, whose tax dollars are paying form the difference? 3) The area now referred to Sports Park (25 acres on the corner of Gonzales Rd and Oxnard Blvd) was envisioned when city council approved the Northeast Community Specific Plan in1992). The city assessed developers fees to payc forthe inhfrasture Measure O is schedule to sunset soon. The city manager is meeting with neighborhoods to promote a continuation of Measure O. I recommend continuing the ½% sales tax with conditions. 1) The ½% sales tax increase should not fund the General Fund. 2) The ½% sales tax increase should be a source of funding for long term capital improvement projects, but not the only source, perhaps a matching source with general fund. 3) A committee similar (or renamed) should be formed, to advise how the ½% sales tax increase should be spent and not just review how it was spent. 4) The ½% sales tax increase should not fund public safety. 5) The ½% sales tax increase could fund material costs of capital improvement projects, but not the personnel (city employee or consultants) costs. The personnel costs should come from the general fund or enterprise funds. 6) The ½% sales tax increase should not be used to fund debt service. 7) The ½% sales tax increase should not be used to fund liability. City council needs to direct staff to work with CAGs and INCO in preparing budgets

400 Parks are very neglected. Tracks in park are a mess! 3/6/2026 10:46 AM 401 I’d also like to ask for additional focus and equity for South Oxnard. It’s disappointing to see so much attention placed on the more tourist heavy areas of North Oxnard. around Vineyard Road, the Cowboy football field area, and the Collection… while South Oxnard often feels overlooked. I also want to mention that while I understand and appreciate the enthusiasm that comes with protests or championship celebrations (like the Dodgers), it’s really discouraging to see the mess that’s often left behind afterward. especially along Saviers and in the empty parking lot in front of McDonald’s. I know this is part of a broader issue, but it still isn’t okay.
Sometimes it feels like if this kind of activity happened at the Collection, it would be shut down pretty quickly. But when it happens in South Oxnard, it doesn’t seem to get the same level of attention or response. Thank you for taking the time to read and consider these concerns. 3/6/2026 9:37 AM

This was a great neighborhood for over 30 yrs. Now turning to the same ones in South Oxnard. I thought the City of Oxnard goal was to make neighborhoods better not worse. 3/5/2026 3:10 PM

432 Trash collection services. Should offer special collections services for discarding of furniture especially for seniors
3/4/2026 10:03 PM
433 Some neighborhoods seem to get more attention from landscape maintenance and other neighborhood areas so neglected- as are some of the business locations. We need more homeless clean up like the one that was done on 5th @ Pacific Ave near the transportation center!!
3/4/2026 9:05 PM
434 Preserve the integrity and character of neighborhoods within the City. Proactive support for standing up additional neighborhood watch programs, consider establishing a volunteer in policing program.

3/4/2026 5:48 PM
437 These are all very important, so I would not rank them so simply. I would add one for time for 911 calls to be answered (not by emergency persons, just by the operator). 3/4/2026 4:52 PM

440 You don’t list road potholes and re-paving roads. In your Oxnard Community survey you state that with measure “ O “ you’ve been maintaining our services at the highest levels of excellence. That’s simply is not true. We have potholes galore and it would be nice if The City of Oxnard would plant one new plant up Victoria. There is no money spent on beautification in this city since I’ve been here for 4 years. Look at the City of Santa Clarita and strive to be as efficient as them!!

442 paving roads and sufficiently filling pot holes 3/4/2026 3:02 PM 443 The city already does great in police and fire services. sadly, issues such as road quality, housing, and city revitalization were not included in the survey. I would put road quality at the top of my list. I also believe the city needs to focus on allowing development in the downtown area, allowing redevelopment of unused/underused land (as opposed to growth on our farmland), and streamlining the permitting process to expedite growth. projects such as campus park need to be prioritized so that our city can catch up to neighboring Ventura and 3/4/2026 1:54 PM

Camarillo when it comes to park quality and robust recreational opportunities. lastly, I hope the city changes it's stance and lobbies against AB1383. it was recently shared at my neighborhood council meeting that the city is enforcing this utopian law and will soon be fining people for not complying. dont get me wrong, we should do our part to recycle and properly sort trash and green waste, but we should not be fined for putting food waste in the trash. 444 Jobs creation Housing affordability programming More tenants rights protections and support 3/4/2026 1:12 PM 445 ALL these issues are important and praying we can find a way to insure the safety and well being of all of Oxnard's residents and homeless while appreciating those who serve our community.

446 STOP spending money we don’t have. If there is no money for senior meals or anti drug problems, it is the consequences of the city NOT managing their money in a responsible way.
If I managed my money the way the City (and state and federal government) manages their money, I’d be in prison. Any of the items above with the word “programs” is an open ended statement that allows for mismanagement of funds. #9 should not even be on the list. It’s questionable as to weather #5 should be on the list as well. Remember: When the government starts taking responsibility for the people, the people stop take responsibility for themselves.
Everyone should have the privilege, the right, and the responsibility to take care of themselves-including accepting the consequences of their choices with out having the government take control.

483 Fireworks are a major issue. I've read about drone surveillance, fines, etc. There doesn't seem to be any enforcement in Lemonwood, and every year it has gotten worse. I haven't heard of any arrests or fines in this area. This is a threat to public safety. Every 4th of July and New Year's Eve in particular, I have to remove debris from my yard. 3/2/2026 3:58 PM

Stop the over development and multifamily densification of Oxnard build single family homes with yards and tell the state to go fuck themself like Huntington Beach has Make Oxnard more like the beach cities of northern San Diego County
495 I love that we do the mulch and compost program but it’s a hassle having to do a minimum order size and going through Agromin. Sometimes I just need a few bags for top offs. I like how LA has a few sites throughout the city where you can bring your own shovels and buckets and self serve for mulch and compost. It would be very helpful to have something like that.
There are so many empty areas around the city that would work perfectly for this. 3/2/2026 10:39 AM
496 Cooperating with federal law enforcement agencies. 3/2/2026 10:30 AM 497 none of the items above are a priority. please stop increasing our water rates and taxes. There is no reason why we should be in a drought or being charged for having water. there is no drought. we live next to the pacific ocean, our lakes have water. treat our home water properly, i have had brown water come out of my faucet, sand even. we do not need any more aid for the homeless or seniors do not need meals they are fine. the anti gang/ drug programs are useless and a waste of money when the drug users can self check out of these drug programs- bring back the mental hospitals. people want faster response times for 991 calls - let our law enforcement work- stop mistreating them and protesting against them and how they do their jobs- people wanted to defund the police - their you go- let law enforcement provide us saftey- instead of protecting our criminals
3/2/2026 10:23 AM
498 Measure M or the general fund should move the street medians to a high priority. The landscaping around town looks terrible!!! Plant some new plants and add mulch. We don't need parks mowed all the time. Adjust park priorities.

499 South Oxnard economic and development improvement programs 3/2/2026 10:09 AM 500 Programs to address homelessness should ONLY include 3 options: 1. prison, 2. sobriety, 3. leave. staff HR has to be looked into on how they hire. Great candidates are overlooked for full time positions. Too much nepotism in who gets hired in City of Oxnard and older employees must retire.
512 Stop spending all all the police and fire boondoggle education. 3/1/2026 7:06 PM 513 Recently the Oxnard Police Department made it impossible to listen to their radio broadcasts.
This was an important tool for citizens to help the police. Police calls should be public. Oxnard is also a sanctuary city. Criminals that are here illegally should be turned over to Border Patrol.
The police used to do this and citizens were a lot safer. I was recently a victim of someone here illegally that has a criminal record. This would not have happened if he had been turned over to the authorities and dealt with. I have watched the city council meetings and the way the city is enabling them is wrong. People are stalking ICE agents and bragging about it to the city council. This is very wrong and I have talked to numerous people about this and they agree. If we were to come to a meeting and object to this we would be targeted by these people. We should not be funding these people with city money. It needs to stop and criminals need to be dealt with properly.

520 All of the above services are important. We pay more taxes than Ventura and Camarillo and we should have all of these services. The important thing here is what you do to resolve the problematic, I don’t think giving priority helps at all. Lowering the salaries of the higher ranks in the different departments would be more helpful and beneficial. 3/1/2026 3:04 PM
521 I don’t agree with this survey. I believe all of these items are important. I’m equally curious to know how exactly these items will be addressed. Will funds be pulled from other programs to make other programs possible?? There are limited funds for the city but there’s enough funds to beautify city hall?? How exactly will you address homelessness when a recent encampment on 5th street was destroyed?? How do you justify increasing the police departments budget when they already receive the most funds out of any other department? 3/1/2026 3:00 PM

Need an additional hospital St John’s is over crowded and Oxnard population is almost double of Ventura. Families need more opportunities for learn to swim programs WE NEED A POOL!!!!! Don’t build a huge aquatic center just build the pools. We just need pools.
We don’t need a slide. We don’t need a lazy river. We just need Access to pools for lap, swimming, and senior programs water aerobics, swim team and swim club as well as water polo. What happened to the city of Oxnard used to provide swim lessons in the summertime for the children using the high school pools? Why don’t we have this program anymore? Programs healthy choices with meals and learning how to eat healthy. Cooking classes for seventh and eighth grade and high school kids kids nowadays don’t know how to cook and they need to know how to cook Oxnard needs to focus on the people who are already here now not building more it’s so crowded All the stores are overcrowded and restaurants it’s very 3/1/2026 12:45 PM

frustrating to have grown up here and see it overcrowded. However, they have enough funding. There should be more investment in other areas of Oxnard that have been neglected for a long time, especially since the priority has become River Park and northern Oxnard. They’re also needs to be improvement for Oxnard Special Populations to provide more services for the disabled community as well as Seniors. The city of The city of Oxnard should also prioritize add protections for our farm workers and a vulnerable immigrant population That are a huge asset to our economy. Due to the current political climate, they are subject to harassment, profiling, violence and other harm. The city should provide assistance and safety nets for them and their families.

Work with the agents to get rid of illegals. Take care of your citizens.People have no faith in the government. Prove them wrong and do the right thing. 3/1/2026 7:25 AM
540 PIE CHART PLEASE! Considering the cost of mailing out postcards, I think a more comprehensive set of budget numbers would help give scope to cuts without additional funding. And how much is the shortfall in each category? A pie-wedge with drastic reduction in a given category vs slight reduction is easier to grok…and makes future bond initiatives easier to justify. At the risk of sounding like a Casandra, Low-toxicity water isn’t a sexy sell and may seem trivial vs more immediate harmful impacts if potholes are under-funded…even 911- response times…HOWEVER IF the city’s cancer-rates & neuro-issues like ALS & Parkinson’s spike (groundwater w/ frack+Ag chemicals), property tax income drops - and never again will revenue support quality services as now exist. Low-probability / HIGH-consequence. Disease- mapping is only getting more available and accurate.

Why don't you fire the two assistant city managers and use that money to fix the roads, traffic congestion and clean up the city. At the end city officials will continue to do what is best for them and not the needs of Oxnard citizens. 2/28/2026 3:55 PM
556 Stop people that are using cones to reserved parking spaces Watch for the new trend that came from México: Using and abusing the hazard blinking lights and park on double line interupting/blocking traffic and we need a STOP sign corner of W Guava and G Street, cars coming from Guava does not stop, cars from G st also does not stop 2/28/2026 3:40 PM
557 Repair and maintain our roads. They are in terrible condition with potholes everywhere. 2/28/2026 3:17 PM 558 Watching the progressions of speeding cars on our street 2/28/2026 3:03 PM 559 Teaching city officials how to manage a budget properly. Considering how much money Oxnard residents pay in taxes, city officials should appropriate funding to improving city infrastructure and roadways. Stop allowing unregulated food trucks and tents to take over parking lots and sidewalks; resident movement should not be impeded by a non-regulated food business. Stop de-criminalizing drug use. Allow officers to arrest suspects for drug use in public and being under the influence. These offenders have mental health issues because of their drug use and life choices. Stop expecting citizens to turn a blind eye to this type of behavior. 2/28/2026 2:29 PM

584 All issues listed are important. My hope is that County funding and private contributions will support the items I put lower on the list. Homelessness is a real issue. Drug and alcohol use are almost universal. I always try to ask people that I come across where they are from.
Rarely do they say they are from Oxnard. I think there is a cyclical trend to this. Growing up I remember unhoused Vets camping in Plaza Park. In the ‘80’s I worked on A St. it was closed to traffic then. There were many homeless regulars that would be laid out along the way. I am not sure how to address it, yet. Water is an issue. During a Council meeting someone talked about layers of perhaps unnecessary municipal meter managers that are grandfathered in who are more than likely expendable. Given where we are in history and what role those meter managers truly play. We need to streamline and ensure Oxnard’s water rights. Thank you Teresa

Visitors should feel welcome. I have not seen the parking lots so crowded as to make paid parking needed. A very inconsiderate thing to do.
589 Lower the cost or get rid of property taxes. 2/1/2026 3:31 PM 590 Just my opinion...and hard to put these in order of importance, but clean water, Police and Fire funding (Emergency services) MUST be a priority. While our seniors, youth, and homeless population are also a priority, perhaps other programs can be implemented with fundraising efforts for community ran programs that do NOT rely only on tax dollars or federal subsidies 1/26/2026 1:49 PM

602 Other cities within Ventura County need to take responsibility for housing their homeless population. It is a disgrace and disservice to individuals and families with young children who are from these other cities to end up in Oxnard out of necessity because their city of origin rather utilize their resources to increase their property value and maintain low crime integrity.
Sadly, this leaves this population utilizing City of Oxnard resources simply due to this City provides significantly more resources for the poorest and most disadvantaged populations which depletes our city’s economy.

612 1) More traffic control and monitoring; people drive recklessly. Cars speed and often times run red lights and stop signs. This is a serious concern for all people, of all ages, who can easily become victims of accidents and injuries related to autos being driven unsafely. 2) E-bikes... they're dangerous and all over the roads and walkways. Often driven by children or young teens. What makes these E-bikes any different than a motorcycle? They're on the roads and sidewalks, and being ridden like a motorcycle. 3) Graffiti is a problem. 4) Better crackdown on distracted drivers; talking on their phones while holding onto them and texting while driving (not looking at the road!). 5) More and better options for disposal of hazardous waste and recycleable trash.

maintenance. What was the brown mulch supposed to do besides grow weeds. What about tree lights & decent landscaping or stamped concrete if you can’t afford maintenance 635 Vastly improving the City’s beach and landscape maintenance work. The sand dunes by the Zacharia Hotel should be leveled and the sand sold to other beach cities that need it. The money rasied could funds the clean up the area around Hollywood Beach, the Zacharia Hotel, The Colony and Mandalay Beach. It is embarrassing that we look like we have not swept the sand, taken the hidious dunes down, and planted out medians with proper landscaping. My tax dollars are being wasted.

1/7/2026 2:15 PM
645 Your survey is too broad. for example, what does "Programs to help address homelessness" mean? Government needs to stop throwing money at Homeless and other social service programs without any means of accountability. Millions of dollars have gone into homeless programs yet the number of homeless increases.
1/7/2026 12:14 PM
646 Making the beach area more accessible for all residents. Our green areas near the beach have become unusable for families who used to picnic and play within sight of the ocean. These areas have also become increasingly dangerous as they increase in height due to poor sand and landscape management so that children and adults can easily take a fall. Sand regularly covers the handicapped walkways because the sand has been pushed off the walkway creating an ever increasingly large pile of sand that continues to fall back onto the pathway making it impossible for anyone with any disability to access it. Palm trees are more than half buried in sand. There are trees that homeless and drug addict sleep in near where families once played. Make our beach areas safe for all Oxnard residents. 1/7/2026 11:48 AM
647 Keeping the beaches clean and removing giant sand dunes back to the beach sand since they are not original.
1/7/2026 8:37 AM
648 Regarding protection of the public's safety, I'd like to see more police able to patrol Oxnard streets at various hours, as there are bicycle gangs, individuals on drugs, and many unfortunate homeless taking over sidewalks, beach and park benches, hanging out in the dunes and wandering streets. Regarding homelessness, I have always hoped that the City and the state will increase services to help the homeless access quality shelters, social services, and chances to improve their situation and life. I appreciate the opportunity to take this survey and thank the City for its efforts.

1/6/2026 8:03 PM
653 Public areas around ololkoy Park, Oxnard/Mandalay Beach, and Zachari Dunes Hotel seem to be the city's face for tourism and promotional efforts but the maintenance and upkeep of this area sometimes mirror an old, abandoned beach town rather than a vibrant, inviting community.
I'd add to that the embarrassing (and dangerous) Channel Island Harbor parking lots should they fall under the city's jurisdiction.
1/6/2026 7:23 PM
654 Keep beaches clean regular maintenance harbor good as well. Make community feel safer quicker response time to calls and patrolling more
1/6/2026 7:08 PM
655 The beach and landscape maintenance near Zachari Dunes hotel looks disgraceful, particularly the parkway on Costa de Oro. The maintenance and landscaping cost should be minimal and is covered by special assessments. It shouldn't detract from the priorities listed in #1 above. 1/6/2026 6:14 PM
656 Remove cones from people's homes front, they think is legal 1/6/2026 5:48 PM 657 the homeless problem in the riverbed leads to fires, god knows what is going into the water system from the chemicals used to surpress fires and if we don't have clean water, all sorts of other problems happen. My mom was poor, her 11 year oldest brother had to go to work to help support a family of when their father had a stroke and was wheelchairbound. Families, childern and youth can find creative ways to keep themselves out of trouble. My mom would make me play with papertowel rolls. She had a masters and spoke 5 languages fluently, her oldest brother became a math teacher and later many of his students became doctors and nurses who cared for him when he had pancreatic cancer from 1998 to 2003. They didn't have all these programs that are supportive care and they still made it. His kids are all 3 teachers and my sister and I both majored in sciences and got MBAs. I am very empathetic to the seige that we've been under by ICE and think that healthy food and clean water and air are the most important thing as that is the foundation for everything. Health is your wealth. 1/6/2026 5:36 PM
658 We need more services to keep our Oxnard Shores beaches and surrounding areas clean and reduce the shifting sands to reduce the growing sand dunes in and around the hotel. 1/6/2026 4:21 PM
659 The fragile environment of the dunes near the Oxnard Park on Harbor are being destroyed by the public - youth groups running on them weekly. The tiny signs Oxnard installed last year do not make sense, so they are discarded. Oxnard public works digs sand out of the dunes and dumps it in the ocean. You clearly have no one managing this and do not have your best and brightest out there working the heavy machinery. Yes - I have videos of this. 1/6/2026 4:12 PM
660 The City’s landscape and beach maintenance in Oxnard Shores and the sand piles south of the Zachari Dunes Hotel are pathetic and a disgrace to our community. They are an invitation to criminals and public safety hazards. Please make restoring Oxnard’s greatest assets, our beaches and the dedicated public greenbelts and amenities, a priority. 1/6/2026 3:37 PM
661 1. Bicycle education programs - work with local non profits such as the Channel Islands Bicycle Club (www.cibik.org) and Ventura Hub. 2. Provide better information on what the districts are, who the council members represent... very few people know what district they live in. Include updated information on OPD neighborhood police info. No one knows who these people are/ 3. Make sure the mayor, city manager (especially), and councilmembers are non- biased and do not speak disparagingly against ANY political or community figure whether it be national or local. A while back the city manager Nguyen spoke disrespectfully about the president - this was published in local media - many residents were not happy about such biased comments from our city representatives. 4. Take action against unsafe roadways - speeding cars, motorcycle and car racing on Harbor Blvd and Victoria, excessively noisy cars (isn't there a local law limiting vehicle decibels?) 5. The graffiti organization is doing a great job!

It’s been an ongoing issue for a large amount of people and our apartment complex says the city won’t allow more parking for some reason, which needs to be addressed. The cost of living is extremely high and to not have a guaranteed spot for both my wife and I to park without worrying about a parking ticket is absurd. I would like to believe the city is in our best interest and would love to see this put into action as you would ease a lot of frustration in this community. I would like to discuss with whoever I need to in order to take the next steps in improving our community!

708 PARKING! it is so hard to find parking while everyone saves parking with their city trash cans bins on the street. If we can get some city members out in the street to start enforcing no trash bins to save parking, it would be amazing. Some people get really mad or want to be physical because of someone trying to move the trash bins in order to park when it is a PUBLIC street. 733 I am experiencing on going issues with trash pickup service at my residence. On several occasions, our trash cans have been skipped and not collected on the scheduled service day.
What is especially concerning is that the same reasons that could allegedly justify skipping trash pickup would also apply to our recycling and yard waste cans—yet those cans were collected without issue. This strongly suggests that the trash truck driver is exercising personal discretion to skip trash pickup while still servicing the other containers. Skipping trash pickup for any minor or discretionary reason is counterproductive. When trash is not collected as scheduled, it creates additional problems, including increased risk of trash being spread by wind, animals, or overflow. This results in more cleanup effort overall and negatively impacts neighborhood cleanliness and public health. More effort should be placed on ensuring that service is provided as scheduled, rather than seeking reasons to deny service. Residents rely on consistent trash pickup, and selective enforcement undermines confidence in the reliability of the city’s sanitation services. I respectfully request that this issue be reviewed, that drivers be held to consistent service standards, and that steps be taken to prevent future missed trash pickups.

Same thing with homelessness. Homelessness and gang issues should be prioritized as naturally cleanliness, safety and aesthetics will automatically improve along with socioeconomics. I hope we can think long hall and bigger picture for the long term benefits of Oxnard for ALL.

be made in routing and Del Norte operations to minimize costs as they pertain to trash and recycling. Also, the constant messaging from the City encouraging illegal activity is unacceptable. Just as OPD should be supported 100%, so should any and all law enforcement including FBI and ICE.
776 Cleaning up Oxnard in general. The city is letting way too many people get away with destroying Oxnard. We have multiple families living under one roof, contesting our neighborhoods and resources. We have illegal activities like fireworks and injuries that are paid for by tax payers. Instead of finding the people committing these crimes and charging them, you give them a slap on the wrist and then us hard working tax payers have to pay for their medical bills. We have giant groups of kids riding their bikes in the streets and the city doesn’t do anything to stop it. But once a kid gets hurt, the fault is on everyone else involved except the kid and their parents. Pull your head out of your ass and stop being sensitive. Do what needs to be done to keep the city safe. Just like how OPD stated they wouldn’t support ICE but they did. They didn’t care about their reputation being tarnished, so shouldn’t the city. 12/26/2025 4:35 PM

Someday, someone will be seriously injured in a fall on the bumpy, tree-root damage sidewalks, and the city will be liable. Please address this issue sooner rather than later. 12/24/2025 1:12 PM

830 Keeping our streets free from RVs. I don’t understand how there are city codes for it, but yet they are allowed to park anywhere and everywhere without consequences. Also, the way the elderly or mothers with children can’t sit at bus stops because they’ve been overtaken by homeless making it their personal home. I remember as a Kid, going to La Placita with my grandparents and seeing other elderly people just sitting around talking and hanging out. Last week I decided to take my own children to look at the tree and lights. Not to my surprise, it smelled like urine, litter everywhere, homeless hiding in between the veterans memorial drinking and smoking drugs. Didn’t even spend 5 min there and left. It’s unfortunate that none of this is looked into!

Can we consider getting trash cans such as the ones you see in State and National parks that keep animals out and have a better aesthetic. Because "911 response times" - IS "protecting public safety", also "911 response times" - IS about "fire protection"; "anti gang, anti drug programs" - that IS "protecting public safety", it looks like they all overlap and about same thing, so more clarification of exact services on each line we have to choose would be helpful, what exactly do you mean by each line?

83 CITY COUNCIL AGENDA REPORT
INFORMATION/CONSENT AGENDA
AGENDA ITEM NO. L.2
DATE: April 30, 2026
TO: City Council
FROM: Robert Ruben, Chief Information Officer, (805) 385-7554, [email protected]
SUBJECT: Agreement with CDW/Microsoft.
RECOMMENDATION
That the City Council approve and authorize the Mayor to execute an agreement with CDW Corporation (Agreement No. 32600479), in an amount not-to-exceed $1.5 million for the purchase of Microsoft licenses over a three-year term from May 1, 2026, to April 30, 2029.
BACKGROUND
Since 2011, the City of Oxnard has maintained a Microsoft Enterprise Agreement (EA) to license the software, cloud services, and infrastructure used across City departments. Microsoft products — including Windows operating systems, Office suite (Word, Excel, PowerPoint), SQL Server, and server infrastructure — support day-to-day operations citywide.
The City procures its EA by piggybacking off the County of Riverside's competitively bid Microsoft Enterprise Master Purchase Agreement, shared by more than 900 public agencies. This approach locks in favorable pricing the City could not obtain independently.
The EA provides several key benefits over a three-year term:
• Fixed pricing and amortized licensing costs
• Access to all necessary Microsoft products
• Scalable commitments on hosted services
• Continuous software patches, security updates, and version upgrades under Software Assurance
Each year, the City performs an annual "true-up" to reconcile any product or licensing changes made during the prior twelve months.
The current EA expires April 30, 2026. This renewal covers the period May 1, 2026 through April 30, 2029 and continues citywide Microsoft licensing established under the prior agreement, including Windows desktop and server operating systems, Office suite, SQL Server, Microsoft Systems Center for datacenter management, and professional services. SQL Server licensing allows IT to properly segment database resources and upgrade legacy systems no longer supported on older versions. Systems Center enables IT to manage the City's virtual servers — ensuring they remain current on operating system updates and security patches.
The City continues to evaluate its long-term productivity platform strategy. Several critical departments currently depend on Microsoft software and tools integral to their daily operations. Should the City ultimately determine that a broader migration away from Google Workspace is in its best interest, any such transition would be approached gradually and in a manner that prioritizes continuity of City operations and minimizes disruption to staff. The baseline three-year Microsoft Enterprise Agreement cost is $936,507 (in equal annual installments of $312,169), with total costs potentially reaching approximately $1.36 million over three years if additional users are onboarded and Google Workspace licenses are 84 correspondingly retired. A 10% contingency of $136,000 has been included to account for unanticipated licensing needs, integration costs, or data migration expenses, resulting in a total not-to-exceed authorization of $1.5 million. The City is committed to ensuring that any migration decision is made in a financially responsible manner that carefully balances productivity, operational efficiency, and cost, with the needs of each department thoughtfully considered before any changes are implemented.
At the time of the publication of the agenda, Microsoft was still working on drawing the documents for the agreement.
Copies of the agreement will be made available for review upon receiving them.
STRATEGIC PRIORITIES
This agenda item supports the Organizational Effectiveness strategy. The purpose of the Organizational Effectiveness strategy is to reinforce, stabilize, improve, and strengthen the organizational foundation of the City in order to build a modern, high-functioning City government that effectively and efficiently supports the operating departments in providing high-quality services and programs for our residents and businesses.
FINANCIAL IMPACT
Funding for these services is included in the IT Department’s FY 2025–26 budget, and no additional appropriations are required. Future-year funding will be incorporated into upcoming budget processes, with total annual expenditures expected to remain stable and consistent with current levels. Current funding account is 7311801-53001.
COMMITTEE OUTCOME
The Finance & Governance Committee approved 3-0 on April 14, 2026 to approve the staff recommendation and to forward the item for Council approval.
