SUBJECT: Added Facilities Agreement 32600436 with Southern California Edison for the Wastewater Headworks Facility.
RECOMMENDATION
That the Public Works and Transportation Committee recommend that the City Council approve and authorize the Mayor to execute an Added Facilities Agreement with Southern California Edison to renew electrical maintenance service for the Wastewater Headworks Facility in perpetuity, with a one-time payment of $62,246, and a recurring monthly maintenance service charge of $747.41.
Please click the following link to view the required Measure M pre-recorded presentation video: https://youtu.be/u_C0PrpO340
BACKGROUND
The City of Oxnard Wastewater Division operates the Headworks Facility located at 5741 Perkins Rd, which receives electrical service from Southern California Edison (SCE). In 2006, the City entered into a 20-year Added Facilities Agreement (3743-06-PW) with SCE to install electrical infrastructure necessary to support operations at the Headworks Facility. Under this agreement, SCE installed a 1,500 kVA transformer, primary switches, and associated underground electrical cable infrastructure required to provide adequate electrical capacity to the site, at a total installed cost of $191,644.18, and a monthly maintenance charge of $596.96.
Under the original agreement, the City selected a 20-year replacement coverage option, which established a monthly charge based on the value of the installed electrical infrastructure. The agreement expired in March 2026. Per SCE, the City must enter into a new Added Facilities Agreement with SCE to allow the installed electrical infrastructure to remain and to continue receiving electrical maintenance service for the existing infrastructure.
The City has the following replacement coverage options.
Option A: Replacement Coverage in Perpetuity establishes a monthly charge of $747.41 based on the original installed cost of $191,644.18; moreover, the recurring monthly maintenance service charge is subject to periodic adjustment through the California Public Utilities Commission general rate update process. Under this option, SCE remains responsible for the operation, maintenance, and replacement of all electrical infrastructure at no additional cost to the City.
Option B: Replacement Coverage with a 20-Year Term - SCE no longer offers this option. 5 Option C: Without Replacement Coverage provides a lower monthly rate, $594.10, but requires the City to pay for all equipment replacements, and the monthly charge is subject to adjustment.
Option D: Terminate the agreement, in which case SCE will remove the electrical infrastructure currently serving the Headworks Facility which would result in an inoperable facility.
DISCUSSION
Added Facilities Agreements (AFA) are utilized by SCE to accommodate customers with unique power demands, electrical loads, locations, voltage, or reliability needs. The renewed Added Facilities Agreement (AF00237-002 / 32600436) formalizes the continued use of specialized electrical infrastructure installed at the Headworks Facility in 2006.
Staff recommends Option A, as described above, which is $150.45 more than the current rate. This will ensure continued reliable coverage with no disruption to the wastewater treatment process and no future increases in cost. This option was chosen due to the modest increase in cost, the elimination of future cost increases, and the lifetime replacement benefit. The typical life span of the electrical infrastructure is 30 to 40 years under normal circumstances.
Under the agreement, the Wastewater Division will pay the one-time payment of $62,246 and a monthly Added Facilities charge of $747.41 to SCE for the operation and maintenance of the electrical infrastructure in perpetuity. The agreement also grants SCE the necessary access to maintain the infrastructure and confirms that the equipment remains the property of SCE.
STRATEGIC PRIORITIES
This agenda item supports the Infrastructure and Natural Resources strategy. The purpose of the Infrastructure and Natural Resources strategy is to preserve and improve our roads, utilities, parks, trees, water supply and natural resources through effective planning, prioritization, and an equitable and efficient use of available funding.
FINANCIAL IMPACT
The agreement requires a one-time payment of $62,246 to Southern California Edison for the renewal of the Headworks Facility AFA. The agreement also includes a monthly added facilities charge of $747.41, which shall be included in Oxnard’s monthly Southern California Edison utility bill.
Funding for the one-time payment and ongoing electrical service charges will be paid through the Wastewater Division’s Operating budget (6113614-54010). There are sufficient funds for this cost in the FY 2026-27 Adopted Budget. Funding for subsequent fiscal years will be requested through the annual budget process.

SUBJECT: Agreement 32600474 with CCS Facility Services - Los Angeles, Inc. for Custodial Services for the Public Works Utilities Divisions.
RECOMMENDATION
That the Public Works and Transportation Committee recommend that the City Council approve and authorize the Mayor to execute an Agreement with CCS Facility Services - Los Angeles, Inc. in an amount not to exceed $738,000 for an initial term of one year from July 1, 2026, to June 30, 2027, with the option for four consecutive one-year period extensions ending June 30, 2031, for Custodial Services for the Public Works Utilities Divisions.

BACKGROUND
The Public Works Department has historically contracted custodial services for multiple enterprise-funded utility facilities (water, wastewater, and environmental resources) since the early 2000s, which are not serviced by the City’s custodial staff. The facilities requiring service total approximately 90,000 square feet and have historically been maintained through contracted custodial services following the competitive solicitation process.
Due to approved staffing levels and operational priorities, custodial services for these facilities will continue to be performed by a third-party service provider. Contracted custodial services provide a full complement of cleaning and sanitation activities necessary to support daily operations for the public works utility divisions.
The custodial services for the Oxnard Main Library (Library) were originally included in a joint solicitation with the Public Works Utility Divisions solicitation. Upon review of the initial bids, the Purchasing Department identified that the proposals failed to provide adequate staffing coverage for the required service hours specific to the Library. To ensure procurement integrity and prevent project delays, all bids were rejected. The library services were removed from the combined solicitation and new independent solicitations were issued with more clearly defined operational hours for the Library to ensure accurate bidding. A separate staff report for the library services is also on this same Public Works and Transportation Committee agenda.
DISCUSSION
On February 9, 2026, the Purchasing Department released a Request for Bid (RFB) 26-89 for custodial services 22 for Public Works utilities facilities. The RFB was directly sent to 10 potential service providers and published on www.publicpurchase.com as well as the City’s Purchasing website. The solicitation closed on February 23, 2026, and received nine bids. The nine responsive bidders provided five-year upfront pricing for monthly cleaning services at the seven city locations as listed below. The bidders also proposed rates for urgent as- needed cleaning as well as optional carpet deep cleaning and floor waxing/ tile cleaning services, which would be utilized at the Division's discretion.
BIDDER FIVE-YEAR MONTHLY PRICING
Apex Team Solutions, Inc DBA Jonco Enterprises, Inc $103,994.00 Base Hill, Inc $100,007.41
Bound Enterprises DBA Scrubcan $147,590.00
CJB Building Maintenance $257,561.80
CCS Facility Services $53,062.00
Executive Facilities Services, Inc $80,454.75
McCall Cleaners, LLC $69,525.05
Premier Property Preservation, LLC $113,657.93
Rich & Famous DBA Big Green Cleaning Company $58,439.00
After a bid evaluation from the Purchasing Department, a determination was made that CCS Facility Services - Los Angeles, Inc. (CCS) was the lowest responsive bidder. Additionally, CCS meets all required City contractual provisions, including possession of a City business tax certificate, insurance certificates, and corporate filing with the California Secretary of State. Based upon the research performed to date, staff believes that the service provider is capable of successfully performing these services for the City. Additionally, the service provider has provided continued satisfactory service to the following municipalities: Rancho Cucamonga, Fullerton, Rialto, and San Bernardino County, as well as previously serving the City of Oxnard.
Through this Agreement, the service provider will perform all of the custodial services that are identified in the scope of work as published in RFB 26-89. These services include, but are not limited to, daily trash disposal, restroom and breakroom sanitation, use of anti-bacterial cleaning agents, restocking of paper products, vacuuming, dusting, optional floor care including strip and wax and carpet deep clean, drain clearing, and polishing of surfaces. Under the scope of work, the service provider is responsible for furnishing all necessary labor, equipment, and cleaning supplies.
The service provider has been providing custodial services for over 40 years, currently employs approximately 6,000 employees nationwide, and has the operational capacity to support the City’s custodial needs.
Additionally, CCS will ensure compliance with the Displaced Janitor Opportunity Act (DJOA) by offering employment to existing custodial staff in accordance with DJOA requirements. Overall, staff is confident that the CCS can render appropriate services to the City's utility divisions at competitive rates.
The following table includes Public Works’ historical spending with the previous custodial service provider:
23 Fiscal Year Spending Time Period
2023 $42,901.95 3 Months
2024 $208,637.33 12 Months
2025 $215,121.60 12 Months
2026 $146,422.72 8 Months (YTD)
STRATEGIC PRIORITIES
This agenda item supports the Infrastructure and Natural Resources strategy. The purpose of the Infrastructure and Natural Resources strategy is to preserve and improve our roads, utilities, parks, trees, water supply and natural resources through effective planning, prioritization, and an equitable and efficient use of available funding.
FINANCIAL IMPACT
The total cost for this Agreement with CCS Facility Services - Los Angeles, Inc. for Custodial Services shall not exceed $738,000 through June 30, 2031, if all years are extended. Funding for this Agreement has been requested for the Fiscal Year 2026-27 Proposed Budget from the Water Operating Fund (601), the Wastewater Operating Fund (611), and the Environmental Resources Fund (631). Funding for subsequent fiscal years will be requested through the annual budget process.
The five-year estimated spending plan includes the monthly service charges for routine custodial services across the seven utility locations, along with funding for optional floor deep cleaning services distributed over the full five-year term. Additionally, staff have allocated funding within the first year of the contract for optional, urgent, as-needed cleaning services to be utilized at the discretion of each respective division. Unused funds from the first year shall roll over to subsequent contract years and remain available for use at each division’s discretion.

79 INSTRUCTION FOR SUBMITTING INSURANCE CERTIFICATES AND ENDORSEMENT FORMS
Certificates of Insurance
The sample accord form on the following page is provided to facilitate your preparation and submission of certificates of ins urance. You may use this or any industry f orm that shows coverage as broad as that shown on the attached sample. Please note the certificate holder address must be as shown on the attached sample accord form with the contract number and insurance exhibit identification information completed. Imp roperly addressed certificates may delay the contract start- up date because the City’s practice is to return unidentifiable insurance certificates to the insured for clarification as to the contract number. Cancellation provisions must be endorsed to the policy. Modifying the certificate does not change coverage or obligate the carrier to provide notice of cancellation.
Endorsement Forms
Original endorsements are required for general liability and automobile liability insurance policies and must be atta ched to the applicable certificate of insurance. City preference is that you use the endorsement forms which are attached. Substitute forms will be accepted, however, as long as they include provisions comparable to the attached.
