Agenda Item L.6 - July 30, 2026
Approve Additional Contract Funds for the West Hemlock Street Seawall Repairs Project Honorable Mayor, Members of the City Council, and City Staff:
On behalf of the Channel Islands Waterfront Homeowners Association (CIWHA), we respectfully request your approval of Agenda Item L.6 authorizing the additional funding necessary to complete the foundation repairs for the West Hemlock Street seawall rehabilitation project.
This request represents a sound investment in public infrastructure and responsible stewardship of one of Oxnard's most unique waterfront communities.
Residents have experienced the temporary inconveniences associated with this project, including construction impacts, dock relocations, and limited access. Completing the foundation repairs while the contractor is already mobilized is both fiscally responsible and operationally efficient. It avoids unnecessary remobilization costs, minimizes future disruption to residents, and ensures that critical work is completed while permits and construction resources are already in place.
The West Hemlock project has also been many years in the making. This seawall repair R & D project was originally approved and funded in 2018 but was subsequently paused while the City undertook "Value Engineering" as recommended by the Public Works Director at that time. That extensive effort ultimately resulted in confirming the original concept now being implemented. As a result, residents have patiently waited through years of engineering evaluation, permitting, inflation, and rising construction costs before seeing construction begin.
According to the staff report, this project serves as a pilot program to evaluate repair methods, constructability, durability, and long-term cost effectiveness before expanding similar repairs to other Mandalay Bay seawalls. CIWHA supports this thoughtful approach. The engineering knowledge gained from this project should provide valuable guidance for future rehabilitation efforts throughout the City's waterfront infrastructure.
For decades, waterfront residents have partnered with the City in maintaining this unique public resource. The canals, seawalls, parks, public walkways, docks, and waterways provide benefits enjoyed not only by adjacent homeowners, but by the entire Oxnard community and countless visitors who enjoy Channel Islands Harbor.
As this pilot project progresses toward completion, we respectfully encourage the City Council to direct staff to begin the next phase of planning for the remaining Mandalay Bay seawalls. The engineering lessons learned from West Hemlock should now be used to develop a comprehensive rehabilitation program, an implementation schedule, and a sustainable long-term funding strategy that addresses the City's aging waterfront infrastructure before additional failures occur.
CIWHA also encourages the City to continue honoring its longstanding commitment to an equitable partnership between the public and benefiting property owners. As future funding mechanisms are evaluated, we hope the City will preserve a fair public-private cost sharing approach while identifying stable funding that allows seawall rehabilitation to proceed in a planned and cost-effective manner.
We appreciate the dedication of Public Works staff, the engineering consultants, and the City Council for advancing this important project. We respectfully ask for your approval of Agenda Item L.6 so construction can continue without unnecessary delay.
Thank you for your continued commitment to preserving one of Oxnard's most valuable public waterfront assets.
Respectfully,

Resident of District 1, Windsor North/RiverRidge Fairways Subject: FULL SUPPORT for Agenda Item N.2 - Resolution Authorizing the City Manager to Execute Necessary Budget Appropriations for Developer Fair Share Contributions and Grant Funds Transfer to the Ventura County Watershed Protection District for the SC3 Construction Project.
Statement of Support
I am writing as a proud resident of Windsor North/RiverRidge Fairways to express my full and unequivocal support for Agenda Item N.2 on tonight's Special City Council agenda. I want to specifically urge Councilmember Perello to vote in favor of this critical measure.
This item marks a monumental step forward for our local infrastructure, authorizing the transfer of developer fair-share contributions and $1 million in critical state grant funding to the Ventura County Watershed Protection District. These funds are directly tied to the essential SC3 Santa Clara River Levee construction project, an infrastructure development that is absolutely vital to safeguarding our homes, local businesses, and regional economy from devastating flood risks.
Support for the Interconnected SCR-1 Levee Project
Furthermore, as we authorize funding for SC3, it is crucial to emphasize my community's full backing of the adjacent, much-needed SCR-1 levee project. Spanning roughly 2.6 miles upstream of Highway 101, the SCR-1 levee improvements will correct long-standing structural deficiencies to bring the system into mandatory FEMA compliance. This upgrade is desperately needed to protect nearly 2,000 local homes and businesses within the 100-year flood zone. Crucially, the project's design also lays the groundwork for the future Santa Clara River Trail Master Plan bikeway, delivering an incredible dual benefit of climate resilience and public recreation directly to the residents of Oxnard.
Infrastructure projects of this scale highlight why efficient local government is so essential to our daily lives.
At its core, the most fundamental responsibility of government is to undertake large-scale building projects that protect the health, safety, and welfare of local residents. Individual citizens cannot build flood walls or reinforce major river basins on their own. It takes structural collaboration, public vision, and strategic resource allocation-exactly like these levee projects-to shield our communities from natural disasters, stabilize property values, and secure long-term public wellness.
A project of this complexity does not happen without intense dedication and cooperative planning across different agencies. I would like to extend my deepest thanks to the specific public servants who have championed this effort:
• To the City of Oxnard leadership team, specifically City Manager Alexander Nguyen, the Public Works Department and the engineering staff, thank you for successfully managing the developer fair-share contributions and securing the critical state grant funding from the California Department of Water Resources. Your fiscal oversight and advocacy ensure Oxnard continues to maximize regional and state resources effectively. • To the Ventura County Watershed Protection District, specifically Director Earthea Nance, and Manager, Strategic Resiliency Group, Gerard Kapuscik and the engineering division, thank you for your technical expertise, your steadfast collaboration with our city, and your dedication to executing the SC3 construction plan seamlessly. • To Council Member Bert Perello who has shepherded this project from its very beginning to its (soon to be) completion.
The alignment between Oxnard's administration and the Ventura County Watershed Protection District represents public service at its absolute best.
I urge the City Council to vote YES on Agenda Item N.2 to advance this vital safety initiative without delay.
Thank you for your time, your leadership, and your continued commitment to a safer, more resilient Oxnard.
