AGENDA ITEM NO. D.1
DATE: October 13, 2026
TO: Public Works and Transportation Committee
FROM: Michael Wolfe, Public Works Director, (805) 385-8055, [email protected] SUBJECT: Agreement 32700139 with Envision VTA FD Auto, LLC, dba Envision Ford Lincoln Oxnard for as-needed Automotive Diagnostics, Maintenance, Repairs, and Parts.

RECOMMENDATION
That the Public Works and Transportation Committee recommend the City Council approve and authorize the Mayor to execute an Agreement with Envision VTA FD Auto, LLC, dba Envision Ford Lincoln Oxnard for a five-year term, which includes options to extend, for a total not-to-exceed amount of $1,000,000 for as-needed diagnosis, maintenance, repairs, and parts.

BACKGROUND
The Public Works Department’s Fleet Services Division (Fleet Services) manages, maintains, and repairs the City’s fleet of 991 vehicles and equipment, with a combined value of more than $65 million as of September 15, 2026. Of these assets, 374 are Ford automobiles and trucks, representing approximately 37 percent of the City’s fleet.

The Oxnard Police Department’s pursuit fleet consists primarily of Ford Police Interceptor Utility vehicles, and the Fire Department operates 45 Ford vehicles. Because these public safety vehicles operate 24/7, prompt maintenance and repairs are essential to minimize service disruptions. Partnering with an authorized Ford dealership provides Fleet Services with essential OEM parts and specialized repair capabilities, ensuring all warranty and manufacturer-required work meets strict factory standards.

Additionally, the Wastewater Division relies on the dealership for OEM parts, complex diagnostics, major rebuilds, and warranty repairs to keep its 18 Ford vehicles operating reliably.

DISCUSSION
Fleet Services has relied on the local authorized Ford dealership for over two decades to obtain authentic Ford original equipment manufacturer (OEM) parts, perform factory-sanctioned diagnostics, and complete major repairs and warranty work.

While City staff execute the majority of routine vehicle maintenance and repairs internally, specialized services from an authorized Ford dealership are required as needed. These key services encompass:
4 • Warranty-related tasks and repairs
• Complex diagnostics and major rebuilds
• Manufacturer-specified maintenance
• Overflow service capacity to minimize vehicle downtime and maintain Ford standard compliance Historically, annual expenditures have averaged $130,000 when a contract has been in place. Staff has accounted for increasing average repair costs due to the aging fleet, fluctuations in repair demands, and increasing labor rates and parts when estimating the proposed contract capacity going forward.

In accordance with City Purchasing Policy, a contract may be awarded without competitive bidding when only a single source is available to provide the required products or services. Envision Ford, located in Oxnard, is the only local, authorized Ford dealership authorized to perform Ford warranty repairs and provide genuine Ford OEM parts, manufacturer-authorized diagnostics, and specialized repair services. As the sole local, authorized Ford dealership, Envision Ford is uniquely qualified to support the City's operational needs while minimizing vehicle downtime and maintaining manufacturer warranty compliance. Accordingly, the proposed agreement qualifies as a sole-source procurement under the City's Purchasing Policy.

The proposed contract pricing is approximately 3% above the current labor rate for year one. The contract hourly labor rate is consistent with prevailing rates charged by authorized Ford dealerships for factory-trained technician services. Dealer labor rates reflect the specialized training, diagnostic equipment, manufacturerspecific tooling, technical expertise, and warranty and repair requirements associated with servicing Ford vehicles. Envision Ford will maintain a 20% discount on parts for the duration of the contract.

STRATEGIC PRIORITIES
This agenda item is a routine operational item or does not relate to the five strategic priorities adopted by City Council on April 30, 2026.

FINANCIAL IMPACT
The total value for this Agreement with Envision Ford shall not exceed $1,000,000 through October 20, 2031, if all option years are extended. Funding will begin in Fiscal Year 2026-27. Sufficient appropriations are included in the Adopted FY26-27 Operating Budget from the Fleet Services and Wastewater Operating Funds.

Funds for subsequent fiscal years will be requested during the annual budget process for the City Council’s consideration.

AGENDA REPORT

REPORTS
AGENDA ITEM NO. D.2
DATE: October 13, 2026
TO: Public Works and Transportation Committee
FROM: Michael Wolfe, Public Works Director, (805) 385-8055, [email protected] SUBJECT: Purchase of a Boom Mower from Municipal Maintenance Equipment, Inc. for the Public Works Stormwater Section of the Wastewater Division.

RECOMMENDATION
That the Public Works and Transportation Committee recommend the City Council approve and authorize the Mayor to execute a Purchase Order with Municipal Maintenance Equipment, Inc., for a total not-to-exceed amount of $266,587.54 for the purchase of a Boom Mower.

Please click the following link to view the required Measure M pre-recorded presentation video: https://youtu.be/RcBrXOl0QYs

BACKGROUND
The Public Works Stormwater section, part of the Wastewater Division, oversees and maintains approximately 50 miles of open channel storm drains. These drains are designed to convey stormwater runoff to the ocean and must be properly maintained to mitigate flooding during rain events. Maintenance activities include stabilizing earthen embankments, removing vegetation and debris, and excavating sediment from the bottom of the channels to maintain a proper flow line and hydraulic design volumes. The effort to remove vegetation growth varies depending on seasonal rainfall and weather conditions. Growth can be very significant after high rainfall totals and may need to be addressed multiple times per year.

In the past, the stormwater team owned a 1998 Ford Tractor Mower capable of maintaining these ditches, which can have steep slopes. As the mower aged, it became increasingly worn and no longer met emission requirements. The mower was ultimately decommissioned and auctioned in 2022. Due to budgetary constraints at the time, a replacement mower was not procured. Currently, the Stormwater team cleans heavy growth manually, which is difficult, time-consuming, and inefficient.

DISCUSSION
Earthen storm drain channels are costly to maintain and are prone to thick vegetation growth that is difficult and time-consuming to maintain manually. When crews cannot keep up with the maintenance, a third-party service provider is hired to assist with storm channel cleaning. In order to be flexible and get to as much channel clearing as needed each year which has increased in cost and volume of work, and to be as ready as possible for the upcoming El Niño event, staff recommends equipping the in-house crew with a replacement boom mower. The addition of a boom mower will provide more flexibility to have work currently completed by third-party service providers be completed by stormwater staff, which is a more effective and manageable 40 alternative for storm channel maintenance.

Furthermore, through the adoption of the Fiscal Year 2026-27 budget, the Wastewater Division added two fulltime equivalent employees. These employees will be solely dedicated to the maintenance of storm drainage systems. The addition of these employees, combined with the purchase of the Boom Mower, will allow for greater flexibility and efficiency in responding to stormwater maintenance needs.

Staff has reviewed the available procurement documentation and determined that utilizing the Sourcewell Cooperative Contract No.032525-AGI with Municipal Maintenance Equipment, Inc. is an appropriate and efficient procurement method for this purchase. The cooperative contract allows the City to obtain the required equipment while utilizing an established, competitively procured purchase order and avoiding the time and administrative costs associated with conducting a separate solicitation. The piece of equipment is available and if approved, is anticipated to be delivered by mid December 2026.

STRATEGIC PRIORITIES
This agenda item supports the Infrastructure and Natural Resources strategy. The purpose of the Infrastructure and Natural Resources strategy is to preserve and improve our roads, utilities, parks, trees, water supply and natural resources through effective planning, prioritization, and an equitable and efficient use of available funding.

FINANCIAL IMPACT
The total cost for this purchase order is $266,587.54. Through the Sourcewell cooperative agreement #032525- AGI, MME is able to provide the desired equipment at a 17 percent discount to participating public agencies.

This purchase will be funded using available budget appropriations from the Stormwater Fund (1143502- 56040) included in the FY 2026-27 Adopted Budget.
