RECREATION BOARD
City Council Quarterly Report
Date: September 1, 2026 Quarter: 1
Recreation Department Updates
In June the Recreation Manager updated the Board on the summer programs, facility usage and budget. A more comprehensive report on the summer programs will be given at the September meeting.

Recreation Board Goals Updates
At the February 26, 2026 Recreation Board Meeting, the Recreation Board established it’s working goals for the year.

Primary Goal: Expanding recreational opportunities by creating new recreational facilities.

Subgoal: Explore options for a dog park.

Progress:

In June, the Dog Park Subcommittee gave a n update. They reported that they felt that Caledonia Park was not a suitable site for a dog park, but that they are still considering the potential of Hayward Park.

Primary Goal: Improve communication with the City and the Community.

Subgoal: Needs Assessment
Progress:

The Recreation Board believes that an updated needs assessment is important to determine the community’s recreation priorities. In June the Needs assessment Subcommittee reported on suggested ways to increase responses and discussed the length of the survey. The Board voted to create an updated version of the 2018 survey and voted to create a subcommittee of Jay Tulley and Alex White to create this survey.

At the July meeting, an updated version of the 2028 Needs Assessment was presented. It was decided to make some adjustments in the survey, including adding specific questions about the dog park, and bring the survey back to the August meeting.

At the August meeting, the updated Needs Assessment was reviewed and additional edits requested. The Board voted to use the current version with these edits as a draft to present to the City Council in a formal Committee Recommendation requesting City Council support to go forward with a Needs Assessment.

Subgoal: Assess current communication options
Progress:

PGCC 9-16-26

Page 55 ends

At the July meeting, the possibility of including more information about local recreation opportunities on the city webpage was discussed. Further discussion of this topic was deferred due to the potential of having more feedback from residents after a future Needs Assessment.

Other Recreation Business
At the July meeting, the Recreation Board reviewed City Council goals including the new plan for George Washington Park. Parks Day from 2025 was discussed as well as plans for future parks assessments. It was decided that since a public assessment of the parks would be included in the Needs Assessment, any additional assessment could wait.

Agenda No. 11 A

CITY OF PACIFIC GROVE
300 Forest Avenue, Pacific Grove, California 93950
TO: Honorable Mayor and Members of the City Council
FROM: Phillip Anderson Senior Housing Program Manager
MEETING DATE: September 16, 2026
SUBJECT: Budget Amendment Request for the CalHOME Reuse (Fund 36) for Fiscal Year 2026-27 Budget CEQA: Categorical Exemption, CEQA Guidelines Section 15061(b)(3)

RECOMMENDATION

1. Introduce the attached Proposed Ordinance that amends the FY26/27 Budget for the CalHOME Reuse (Fund 36) Budget for the Fiscal Year 2026-27 Budget; and

2. Direct that publication of the ordinance will be satisfied by publication of a summary approved by the City Attorney.

DISCUSSION
The City has an adopted CalHOME Reuse loan program, Fund 36, that provides loans to qualified homeowners to rehabilitate and make their single-family dwellings safe.

The City has received and processed an application for a loan from this program to rehabilitate the existing owner-occupied singlefamily dwelling in need of repairs that will make it safe and habitable. The owner of this property has been found to meet all qualifying criteria for this program.

This rehabilitation project has been found to meet and comply with all the requirements of the CalHOME Rehabilitation Loan Program. There are sufficient funds in the CalHOME Reuse fund to support a transfer of $120,000 from the reserves of this fund to the expenditure column.

In June of 2025, the City Council approved the Fiscal Year 2025-26/2026-27 Budget and an amendment to the CalHOME Reuse budget is necessary because funds sufficient to cover the issuance of the loan were not allocated. Pursuant to the Pacific Grove City Charter Article 15, an amendment to the budget must be approved by ordinance.

Staff is recommending an amendment to the Fiscal Year 2026-27 Budget to reflect an opportunity to rehabilitate and preserve housing for the fiscal year budget.

OPTIONS

1. Decline approval of the ordinance reflecting the request budget amendment

2. Provide an alternative direction
FINANCIAL IMPACT:

The following table reflects the requested amendment to the CalHOME Reuse Budget:

AMENDING THE CALHOME REUSE EXPENDITURE BUDGET
FOR FISCAL YEAR (FY) 2026-27
FACTS

1. The City Council approved the Fiscal Year 2025-26/2026-27 Budget on June 18, 2025.

2. It is customary to amend the budget to adjust expenditures to reflect updated information since the adoption of the Fiscal Year 2026-27 Budget.

7. There are sufficient funds in the CalHOME Reuse fund reserves to support this budget amendment.

10. A summary of the Ordinance, approved by the City Attorney, was published on September XX, 2026.
