BACKGROUND/DISCUSSION:
Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. The annual goal-setting session is intended to identify Council priorities in advance of developing the annual budget, in order to align the City’s financial resources with the projects and initiatives that will make up the workplan for the fiscal year.
It is important to recognize that most of the City’s work consists of day-to-day services such as police and fire, streets and wastewater, senior, recreation, and childcare programs, planning reviews and building permits, and administrative services to support all of the departments and the City Council, in addition to other services. However, it is helpful to identify each year priority special projects and initiatives deemed important by the City Council in order to maintain focus and resources on those priorities in addition to the day-to-day services.
Reference Materials for Goal-Setting Session
There are many FY2021-22 priorities that are expected to continue into FY2022-23, since the timelines for these priorities span multiple years. Attachment A provides the list of current Council Goals and Priorities and a detailed mid-year summary of the current FY2021-22 Council Priorities. This mid-year status report is intended to help inform the Council’s goal-setting discussion for FY2022-23 priorities.
Attachment 2 provides an “Environmental Scan” of external and internal conditions, data, and factors that are being experienced by the City, or anticipated to be experienced. This Environmental Scan is intended to provide context and background information for the City Council’s discussion during the goal-setting workshop. The analysis also lists numerous City efforts underway related to the Environmental Scan factors. Included in these lists are also some staff-identified priorities required or highly recommended as a result of the scan results.

Agenda for Goal-Setting Session
The agenda for the session on March 26, 2022 will have several parts, as follows (a more detailed agenda will be provided at the session), and will be facilitated by Stacey McLaughlin with Mountaintop Insight Consulting:

IV. City Council Goal Setting for FY2022-23
FISCAL IMPACT:
There is no fiscal impact associated with the City Council’s preliminary list of priorities for FY2022-23. Adoption of goals and priorities will occur at a later date during the FY2022-23 budget development process, at which time the fiscal impact of the priorities will be identified.
