BACKGROUND/DISCUSSION:

The federal Older Americans Act Funding (OAA) provides funding for services to seniors 60+ years old. The federal Nutrition Supplemental Increment Program (NSIP) provides funding for food services to seniors 60+ years old. These funds are administered locally through designated Area Agencies on Aging (AAA). The County of San Mateo Aging and Adult Services (AAS) Department is the AAA and has oversight of OAA and NSIP programs for the County. The City of Pacifica has been in a contract with the County AAS for the provision of senior services since 1974.

The City of Pacifica is currently under contract with the County for OAA/NSIP programs under the extension of the 2017-2021 agreement, which was extended due to COVID-19, and which now expires on June 30, 2022. The County recently released the next RFP cycle (2022-2026) to solicit providers for OAA/NSIP funded programs starting July 1, 2022. The current agreements (2017-2021) provide the following programs for Pacifica residents:

Congregate Nutrition
Our Congregate Nutrition Program plans, prepares, and serves an estimated 550 un-duplicated seniors, 15,300 meals, and provides 4 nutrition education presentations annually. Annual funding currently totals $82,784.

Transportation
The Transportation Program Pre-Covid served approximately 65 unduplicated seniors who received 4,472 one-way trips annually to the senior programs at the Community Center and local shopping trips. Annual funding currently totals $11,910.

Home Delivered Meals (HDM) - (formerly Meals on Wheels) HDM plans, prepares and delivers approximately 30,996 meals annually to homebound seniors and others with disabilities, as well as the initial intake screening, quarterly reassessment of each client thereafter and offer nutrition education and individual counseling by a Registered Dietitian.

The federal OAA, which provides services to seniors 60+ years old, is the primary funding source for this RFP. Additional funding for the Home Delivered Meals program is provided by federal Nutrition Supplemental Increment Program (NSIP) funds which are granted strictly for food purchases. Annual funding for 2021/22 totals $195,100.

The federal OAA is the primary funding source for the above-mentioned programs. Additional funding for nutrition-basedprograms is provided by NSIP. Our participation in these agreements also provide eligibility for additional San Mateo County grant support for Congregate Nutrition, Transportation and Home Delivered meals for 2022/26.

Supplemental Home Delivered Meals (SHDM)
SHDM provides meals to those who aren't seniors (ages 18-59 years old) but qualify for the program. Since this program is ineligible for OAA or NSIP funding, SHDM's sole funding is provided through the County of San Mateo Trust Fund. The County Trust fund last allocated funds for this program in 2016/17 which at the time represented 500 non-senior meals to Pacifica recipients. At this time, it is unknown if the County will once again provide funding for SHDM support.

These services have been provided to Pacifica residents since 1974 with great success. Given the number of individuals who benefit from these programs and the potential funding impacts if the City does not respond to the County RFP, the City Manger recommends that Council approve the requested action.

ALTERNATIVE ACTION:

Decline to authorize staff to proceed. Submission of this RFP response is required to secure contractual services and funding for Pacifica's Senior Services.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

This action supports Council goals of A Healthy and Compassionate Community and Fiscal Sustainability.

FISCAL IMPACT:

While the actual funding will be determined by the San Mateo County's RFP process, total RFP related funding for these senior programs currently totals $289,794. If the RFP is approved, Senior Services will continue to receive OAA funding and support from the San Mateo County AAS.
