BACKGROUND/DISCUSSION:
On June 28, 2021, City Council approved the Capital Improvement Program for fiscal years 2021-2026 and the annual budget for fiscal year 2021-22. Included in the plan and budget is the Beach Parking Lots Seal Coat Project. The project seeks to complete pavement maintenance on four beach parking lots in Linda Mar & Rockaway Beach, all of which are heavily utilized for public parking throughout the year. Their locations leave them in a harsh coastal environment that degrades their pavement along with the constant daily wear of traffic. The FY 2021-22 Beach Parking Lots Seal Coat Project looks to improve and prolong the pavement in the parking lots by doing pavement dig outs in failed sections, crack sealing to prevent water intrusion, and applying a pavement seal coat to resurface the parking lots, along with striping.
The Project was advertised on February 23, 2022, and March 2, 2022, in accordance with the formal bid process. Twenty-four (24) companies requested plans and specifications and five (5) companies submitted bids. On March 17, 2022, the bid opening was held via Zoom by the City Clerk and the result is as follows:
Pacifica City Council 2
April 11, 2022
Company Total
DRYCO Construction, Inc. $174,245.90
Asphalt Surfacing, Inc. $185,969.54
American Asphalt Repair & Resurfacing Co., Inc. $197,176.76 RNR Paving, Inc $226,221.91
Galeb Paving Inc. $292,038.84
The apparent low bidder is DRYCO Construction Inc. with a bid amount of $174,245.90. This is approximately 12% under the Engineer’s Estimate. All required documentation was submitted with their bid. DRYCO Construction Inc. has performed several of the City’s resurfacing and parking lot rehab projects in the past and their work has been satisfactory. As there are sufficient project funds from the 2021-22 budget, the City Manager recommends the award of contract to the apparent low bidder, DRYCO Construction Inc. In addition, a 20% contingency is recommended to allow enough funding to handle any additional improvements or unforeseen circumstances that are identified during construction.
Staff will be performing the Construction Management (CM) of this project, therefore, no consultant agreement is necessary for management of the project. Staff is aware of the sensitivity of closing these highly utilized parking lots. Construction scheduling will be put out through all available social media channels and each parking lot will have a changeable message board noting closures in advance. It is staff’s hope to not close adjacent parking lots (i.e., Linda Mar North and South Lots) at the same time and will work with the contractor to ensure this is possible. Additionally, staff will be coordinating with the Anza Pump Station Repair Project to leave the area entering/exiting the parking lot and around the pump station unfinished while that work occurs.
ALTERNATIVE ACTION:
Council may choose not to approve the Construction Services Agreement; however, this will result in project delays and possible increase in construction costs. Staff does not recommend this alternate action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. This construction project will improve the condition of the existing City public parking lots.
FISCAL IMPACT:
The following is the Source and Use of Funds for the project:
Total Project Source and Use of Funds
