BACKGROUND/DISCUSSION:
On January 13, 2022, Senator Hurtado introduced SB 847, the Homeowners Relief Act (Attachment A). In summary, SB 847 aims to close the coverage gap for tenants and homeowners who have applied and been rejected from the state rental assistance program to help with pandemic-induced financial hardships. It proposes to establish a grant program to be administered by the California Department of Housing and Community Development to assist homeowner applicants. A more detailed summary from Senator Hurtado press release is provided as Attachment B. Throughout the pandemic, Councilmembers have expressed interest in solutions that provide assistance to both tenants and homeowners and that help keep rental properties on the rental market. Therefore Council consideration of supporting SB 847 has been agendized.
ALTERNATIVE ACTION:
Due to time limitations, staff was not able to perform robust research into the details of SB 847.
Should the City Council desire staff to perform additional research, the Council could direct the City Manager to return at the next City Council meeting with more information.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
If this legislation were to pass, it would support the City Council’s goal of A Healthy and Compassionate Community.
FISCAL IMPACT:
There is no fiscal impact as a result of the recommended action.
