BACKGROUND/DISCUSSION:
On January 14, 2021, a combination of high tides and large waves damaged a forty-foot section of the Pacifica Municipal Pier’s west facing deck and concrete railing. The City’s Public Works Engineering Division assessed the Pier damage and prepared a pier condition assessment report. The report states the section of the Pier running parallel to the shoreline, where the railing was broken from the Pier deck, will need to be fenced off and closed to public access. The report also notes that railing sections identified as severely damaged that are within the area of the pier running perpendicular to the shoreline must be repaired within a year period and the majority of railings needed to be replaced within 5-10 years.
The City sought funding through the State and the Wildlife Conservation Board to repair the pier based on the assessment. On July 12, 2021, the State of California, through Senate Bill 129, allocated grant funds in the amount of $500,000 to repair the forty-foot fallen pier railing section and those railing sections deemed severely damaged. Unfortunately, the City was not awarded funds through the Wildlife Conservation Board.
After further Engineering assessment done by the City’s consultant for this project, GHD, Inc., it is believed there may be a cost and time savings to replacing all the pier railings at this time rather than replacing the needed railings now and then returning in the next 5 years to replace more of the railings. However, there was still a budget deficit for this project. Staff reached out to Coastal Conservancy staff to apply for funding replacement of all the railings. upgrades over the Pier’s lifespan as they recognize the Pier provides a unique free coastal experience. Coastal Conservancy staff verbally agreed to $260,000 in construction funding following official Board approval scheduled for May 2022.
In order to be eligible for this funding, the City must pass the attached resolution approving the application for funding, stating that the City has sufficient funds to complete and maintain the project, and authorize the City Manager to act on behalf of the City to negotiate and execute all agreements to comply with the grant. The City Manager recommends adopting the resolution to initiate the process to receive the $260,000 to repair the pier.
As a small update on this project, the City is currently working with Coastal Commission staff on permitting. Staff is aiming to begin construction in summer near or at the close of crab season.
Staff believes this work could take 4-5 months and will need the pier closed. Staff will continue to assess ways to shorten this construction period while keeping the project within budget. Staff has been in contact with the business owners at the Pier and will ensure there is ample notice and information to all regarding closures.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution; however, this will result in a deficit in available pier repair funding that will need to be addressed in another manner.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
· Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. Adopting the resolution will allow for the repair of the existing pier.
FISCAL IMPACT:
There is no fiscal impact associated with this action. With this additional funding, the project construction estimate is covered under grant funds. However, the actual construction cost won’t be known until bids are received. Construction management costs, estimated to be $150,000- $200,000, will need to be funded through City funds.
