BACKGROUND/DISCUSSION:
At the April 12, 2021, City Council meeting, the Council adopted a resolution supporting the Seamless Transit Principles, a set of seven guiding principles developed to guide local, regional, and state decision-makers to pursue a seamlessly integrated, world-class transit system in the Bay Area.
On February 3, 2022, Senator Becker introduced SB 917, the Seamless Transit Transformation Act (Attachment A). In summary, SB 917 would require transit agencies in the region to work together to develop an integrated transit fare structure, create a Connected Network Plan to support schedule coordination and service standards, and develop a single regional transit map and standardized wayfinding system. A more detailed summary from Senator Becker’s press release is provided as Attachment B. Mayor pro Tem Bigstyck requested Council consideration of supporting SB 917.
SB 917 is a legislative proposal that seeks to put into motion many of the principles endorsed by the City Council in supporting the Seamless Transit Principles in April 2021. Therefore the City Manager recommends authorizing the Mayor to send a letter of support on behalf of the City Council for SB 917, the Seamless Transit Transformation Act.
ALTERNATIVE ACTION:
Due to time limitations, staff was not able to perform robust research into the details of SB 917, nor inquire into transit agencies’ viewpoints of the proposed legislation. Should the City Council desire staff to perform additional research, the Council could direct the City Manager to return at the next City Council meeting with more information.
