BACKGROUND/DISCUSSION:

In 2019, TPx Communications was awarded a 3-year contract to provide software-defined wide area network and managed Internet and security services for the City. The 3-year contract is coming to an end, and needs to be renewed. A separate agreement was approved by Council on 10/21/21 for TPx services for the Pacifica Community Center. This agreement is for the remainder of City facilities up for renewal in March 2022.

TPx Communications has managed the City's SD-WAN, Internet, and security services for the past 3 years. They have proven themselves capable and responsive to the City's needs. They provide extensive technical expertise to manage and support the SD-WAN network. The City Manager recommends approval of this amendment to renew for another 3-year term.

ALTERNATIVE ACTION:

Deny the renewal amendment. If the Council denies the requested authorization, the City will need to transition to an alternative provider to manage the SD-WAN network, or hire additional staff with SD-WAN expertise. Both of these alternatives would have the potential to disrupt ongoing network and security operations City-Wide.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the agreement is consistent with the following Council adopted Goals:
•Stewardship of City Infrastructure: Approving the Professional Services agreement ensures the City is meeting its commitment to improve existing City infrastructure by improving the reliability, security, and speed of network access for City staff in their day to day responsibilities.

FISCAL IMPACT:

Pacifica City Council 2
April 25, 2022
The TPx Communications 3-year agreement will cost $141,228, or $47,076 per year. The cost of internet services is already included in the FY 2021-2022 and will be carried over to the FY2022-23 Base Budget if approved tonight. No additional budget appropriation is necessary.

The future years’ cost of this contract will be included in the base budgets for FY 2022-23 and FY 2023-24.
