BACKGROUND/DISCUSSION:

Transportation Development Act (TDA) Article 3 funds are made available through the State and distributed by the Metropolitan Transportation Commission (MTC) to the San Mateo City/County Association of Governments (C/CAG) annually, on a formula basis. C/CAG acts as the program administrator for San Mateo County and issues the call for projects for eligible pedestrian and bicycle projects within the county. All the cities, the County of San Mateo and joint powers agencies operating in San Mateo County are eligible applicants.

In late 2021, C/CAG issued the Call for Projects for TDA Article 3 Pedestrian and Bicycle Program funding to fund pedestrian and bicycle related projects. Pacifica’s submitted grant application, which is being recommended for funding by the San Mateo County Bicycle Pedestrian Advisory Committee, is the Esplanade & Palmetto Bicycle & Pedestrian Improvement Project. The project will install bicycle and pedestrian facility improvements along Palmetto & Esplanade Ave from Westline Drive to Paloma Avenue. The project is estimated to cost $372,240 with approximately a $37,240 match from City funds.

In order to make the funds available to the project, MTC requires that the City of Pacifica, as project sponsor, adopt a resolution of local support. The attached resolution is in the strict Pacifica City Council 2
May 23, 2022
format provided by MTC. Upon adoption of the resolution, City staff will submit the resolution to C/CAG for MTC to allocate the funds. Upon receiving the allocation, staff will continue on design of the project with eventual construction.

It is therefore the City Manager’s recommendation to adopt the resolution in support for TDA funding for the Esplanade & Palmetto Bicycle & Pedestrian Improvement Project.

ALTERNATIVE ACTION:

Council may choose not to adopt the resolution next in order. However, not doing so will make the City ineligible to receive TDA Article 3 grant funds.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. Adopting the resolution will make the funds available to continue to implement the City’s Bicycle & Pedestrian Improvement Plan.

FISCAL IMPACT:

The fiscal impact of this item is committing approximately $37,000 in City funding as the required match for the project. This match has already been included in the Recommended FY 22-23 CIP budget.
