1 SUBJECT:
Appointments to the Parks, Beaches & Recreation Commission; Beautification Advisory Committee; and Open Space & Parkland Advisory Committee RECOMMENDED ACTION:
1) Move to appoint applicant(s) to the Parks, Beaches & Recreation Commission: for one partial term to expire May 2024 and two full terms to expire May 2026; 2) Move to appoint one (1) applicant to the Beautification Advisory Committee for a full term to expire March 2026;
3) Move to appoint applicant(s) to the Open Space & Parkland Advisory Committee for two full terms to expire May 2026.

BACKGROUND/DISCUSSION:
The City has recruited applicants for the Parks, Beaches & Recreation Commission; Beautification Advisory Committee; and Open Space & Parkland Advisory Committee to fill vacancies due to:
1) three (3) positions on the Parks, Beaches & Recreation Commission for a vacancy to fill one partial term to expire May 2024 and two full 4-year terms to expire May 2026; 2) one (1) position on the Beautification Advisory Committee to fill one full 4-year term to expire March 2026;
3) two (2) positions on the Open Space & Parkland Advisory Committee for two full 4- year terms to expire May 2026.
The previous recruitment for expiring terms on the Beautification Advisory Committee left one position for a full 4-year term to expire March 2026 unfilled. The incumbent with the expiring term continues to serve until a selection for the expiring term has been made.
Recruitment notices for the expiring terms and/or vacancies on the Parks, Beaches & Recreation Commission, the Beautification Advisory Committee and the Open Space & Parkland Advisory Committee were posted at City Hall and on the City’s website on April 12, 2022 and published in the Pacifica Tribune on April 13, 2022, April 30, 2022 and May 4, 2022.
The application deadline was extended from April 29, 2022 to May 6, 2022. These opportunities were also published on the City website; in the City’s “Connect With Pacifica” weekly e- Pacifica City Council 2

newsletter; and on NextDoor and the City’s Facebook social media accounts.
The City received three (3) timely applications for the Parks, Beaches & Recreation Commission; one (1) timely application for the Beautification Advisory Committee; and two (2) timely applications for the Open Space & Parkland Advisory Committee. One applicant who had indicated interest in Parks, Beaches & Recreation Commission subsequently withdrew their application, leaving two (2) applicants for consideration at this time for Parks, Beaches & Recreation Commission. The list of applicants under consideration for each committee and commission are attached.
Interviews were conducted by the City Council at a Special City Council Meeting on May 17, 2022.
Because the number of positions exceeds the number of applicants, it is anticipated that there will be vacancies left following the selections made at tonight’s meeting. The City will re-open recruitment for any unfilled positions at the next opportunity for Committee / Commission recruitments during the regular recruitment period for the October 2022 expiring terms.
Selection Process
Lists of all applicants under consideration for each committee / commission are attached as Attachment A - Parks, Beaches & Recreation Commission applicants, Attachment B - Beautification Advisory Committee applicants, and Attachment C - Open Space & Parkland Advisory Committee applicants.
Council may choose to deliberate as to the candidates that they would support to nominate for appointments to each of the open Committee or Commission seats. Council should then make a formal motion to appoint named applicants to each committee / commission. Each formal motion should specify which named individual(s) are nominated for appointment to full terms and which named individual(s) are nominated for appointment to a partial term of specified duration, if there are multiple positions to be filled for differing terms.
