COUNCIL AGENDA SUMMARY REPORT
6/13/2022
1 SUBJECT:

Amendment No. 1 to the Construction Services Agreement dated February 10, 2022 to Chesterwerks

BACKGROUND/DISCUSSION:

During the design phase of the Civic Center Campus Facilities Project, the City needed project management services to assist the City with various aspects of the design of the project. On February 10, 2022, the City executed a Construction Services Agreement to Chesterwerks for Project Management Services (Attachment 2) for the Civic Center Campus Facilities Project in the amount of $15,000 to assist the City in providing support for staff design decisions during finalization of the plans and specifications; conducting value engineering and constructability reviews; reviewing the design consultant’s schedule and cost estimates; and make recommendations for design delivery. Chesterwerks is a professional firm that specializes in building renovations and provides solutions in the field during construction.

The Civic Center Campus Facilities Project is underway, and the City’s contractor mobilized on the site on June 6, 2022. The first two weeks of the project will be preparing the site for construction, and renovation should start by June 27, 2022. During the renovation of City Hall and the P+P building, the City’s project manager will be overseeing the day to day tasks of the project; however, it is recommended that Chesterwerks continue to assist the City with providing support for staff design decisions during construction; conduct in-field value engineering and constructability methods; coordinate with contractors during the construction phase, assist City with review of Request For Information (RFIs), submittal, substitutions; and make recommendations for construction delivery. It is estimated that Chesterworks will provide these services for no more than 16 hours per week. The Public Works Department has limited bandwidth to oversee the project, but with the addition of Chesterwerks as temporary staff augmentation during the construction phase, the City can benefit from the building expertise Chesterwerks can provide. Chesterwerks can provide up to 896 hours, which should be adequate for the length of the construction period, in the amount of $120,960 by amending the Pacifica City Council 2

current Construction Services Agreement to include the amended scope of work and compensation.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

The renovation of the Civic Center Campus to construct safe working conditions for City employees and a safe public facility for the public relates to fulfilling all the City Council's goals and priorities.

FISCAL IMPACT:

During the project budget approval with Council in April, an allowance for Construction Management in the amount of $300,000 was established for the project. Chesterwerks’ scope of work is an eligible expense for this allowance. The estimated project Source and Use of Funds table is shown below:

Total Project Source and Use of Funds (SUF)
Capital Improvement Fund 22 (Construction Management) $ 300,000 Total Source of Funds $ 300,000
Construction Management Services $ (120,960)
Total Use of Funds $ (120,960)
Estimated Project End Balance $ 179,040
There are adequate funds to execute the proposed amendment. The City Manager recommends the approval of the Amendment to Chesterwerks’ Construction Services Agreement in the amount of $120,960.
