FY 2022-23 BASE BUDGET
EXPENSE AMENDMENT – PROGRAM CHANGE FORM
PROGRAM: General Ledger Account- 01.500540.51200.0313.000 REQUEST TITLE: Two-year ARPA funded Records Clerk position Request Summary
Staff is requesting a two-year, full-time, befitted ARPA funded Records Clerk position to address unprecedented workload increases due to legislatively mandated data reporting requirements. This position, which is expected to cost $120,500 per year for two-years, will allow Police Department Records staff to address legal mandates in what is already an understaffed Division.

In 2011, Records staff we reduced from three to two FTE positions. In recent years, increased workload due to a myriad of legislatively mandated tasks has created a significant deficit in the hours required to perform functions of the Division in comparison to the available hours with only two FTEs.

Legislative mandates include the manner in which criminal records and reports are processed, reporting of data to various governmental entities, and an increase in tasks surrounding the sealing of certain records. These tasks have specific timelines for completion that are mandated by law. Additionally, the January 1, 2022 data collection related to the Racial Identity and Profiling Act (RIPA) and well as criminal statistic reporting to Federal and State entities (CIBRS and NIBRS) that began in early 2022 has created additional, significant burdens for Records personnel. Prior to the recent additional tasks, a study of hours needed to complete required tasks versus available personnel hours reflected a nearly 100 hour deficit.

Some of these hours are made up with the assistance of volunteers. The addition of this two-year ARPA position would provide significant relief for staff as they work to meet mandated requirements.

Alternatives
The alternative to this request is the funding of a permanent Records Clerk position funded by the General Fund, which appears unlikely due to continued budget constraints.

Cost Summary
As this position is ARPA funded, there will be no impact to the General Fund for 2022-23 and 2023-24.

REQUEST TITLE:

General Ledger Account- Finance – Salaries – Regular and Benefits Two-year ARPA funded Senior Accountant position
Factors Driving the Request for Change:

This position will be an APRA funded position for the Finance Department. This position is needed to back fill staffing during the implementation of the new Enterprise Resource Planning System that was approved in the previous year’s CIP. Without this additional staffing, we will not be able to fully implement the new ERP in a timely manner, which could delay the go live date as well as increase implementation costs. Not delegating enough resources to the implementation can also negatively impact the implementation itself and result in a reduced final product to Cities overall usage of the new ERP. This has been confirmed by numerous other cities and organizations who have gone through an ERP implementation. This Position will be a limit term position stretching the life of the ERP implementation which is estimated to take 16 months.

Alternatives
The ERP implementation would take a Full FTE to complete, therefore no reasonable alternative is available.

Cost Summary
The Senior Accountant Position highest annual salary range for FY 22-23 is $130,956 + $48,634 for benefits and retirement. Based on this, an additional $179,590 will be needed to cover salary and benefits.

EXPENSE AMENDMENT – PROGRAM CHANGE FORM
PROGRAM: Administration - Econ. Development – GL Acct: 01.200230.52800.0313.000 REQUEST TITLE: Shop Pacifica Budget Request
Request Summary
Requesting $50k of FY 22-23 ARPA funds be allocated to the Shop Pacifica e-Gift Card program for the entirety of fiscal year 22-23. Funds will be used to run large scale promotions which increases local spending, bringing in $100-$150k of new funds to the City’s economy. A portion of these funds will then be returned to the City in the form of Sales Tax Revenues.

Factors Driving the Request for Change
The Goals and Priorities for Fiscal year 2022-23 were adopted by the City Council April 11, 2022 and include “Fiscal Sustainability”. “Fiscal Sustainability includes investing in economic development to increase revenues.

In an effort to invest in the local Pacifica economy post-pandemic, keep tax dollars local, and drive economic recovery, the City is proposing a one-time $50k allocation of ARPA funds to the Shop Pacifica e-Gift card program.

The one-time allocation of these funds would be used to enable the Economic Development Department and the Economic Development Committee to continue running Shop Pacifica e-Gift Card Promotions, on a larger scale than previously seen.

Large scale promotions will bring in additional revenue to local Pacifica businesses, increase business activities, and keep tax dollars local. Investing $50k of ARPA funds to the Shop Pacifica e-Gift Card Program will bring in between $100-$150k of “new money” to the Pacifica economy. In addition, a portion of these funds will be returned to the City in the form of sales tax revenues.

These funds will stay in the community and directly and broadly benefit both Pacifica residents and Pacifica Businesses. If approved, success would be measured by the increase of sales tax revenues to the City for the duration of the year.

Alternatives
Alternatives to this request include not funding, or funding below the proposed amount. Should Council choose an alternative action, the benefits identified should no longer be anticipated.

Cost Summary
Proposing using one-time ARPA funds (50k) to run large scale promotions. A portion of these funds will return to the City in the form of Sales Tax Revenues.
