FY 2022-23 BASE BUDGET
EXPENSE AMENDMENT – PROGRAM CHANGE FORM
PROGRAM:

REQUEST TITLE:

General Ledger Account- Wastewater Enterprise – Salaries - Regular Change WWTP Senior Engineer Position to WWTP Engineering Manager Position.

Request Summary
To deliver the 10-Year, $120M Wastewater Capital Improvements Program, we propose reclassifying the WWTP Senior Engineer to WWTP Engineering Manager. The WWTP Engineering Manager position is a more experienced position that will: manage projects; manage consultants running projects; and develop and manage a new assistant/associate engineering position to deliver the collection, pump station, and treatment projects.

The WWTP Engineering Manager’s salary range will be identical to the salary range of the WWTP Plant Manager and WWTP Collections System Manager. Thus the WWTP Engineering Manager’s highest annual salary range for FY 22-23 will be $149,485 + $81,917 for benefits and retirement. The current WWTP Senior Engineer’s salary for FY 22-23 will be $142,614 + $79,254 for benefits and retirement.

The annual difference will be $6,871+ $2,663 for benefits and retirement. Consequently, additional budget will need to be made and divided evenly between the Collection Systems and the Plant.

Factors Driving the Request for Change (section to be completed for additions only) The Engineering Manager – Wastewater position requires a more in-depth technical knowledge of wastewater treatment, pump station, and collection system design and construction; and the management expertise necessary to guide multi-million dollar projects delivered in the same fiscal year, by different project type (pipeline, pump station, and treatment projects), which is what the Ten-Year CIP will require. Furthermore, this Ten-Year CIP has almost twice the collection system work and four times the plant work as the prior ten-year period, demanding a more experienced person than the Senior Engineer – Wastewater position. Moreover, the Engineering Manager – Wastewater position will provide expertise in other complex areas like: Requests for Proposal (RFP); equipment procurement; funding support including grants and low interest loans; writing staff reports and presenting to Council as needed; and mentoring the Assistant/Associate Engineer. There is no cost impact to this request as the increase was included in the Wastewater 18 Fund budget projections and Wastewater rate increase that was approved by the City Council at the May 9, 2022 Council meeting.

PROGRAM: General Ledger Account-Part Time Salary & Benefits REQUEST TITLE: Wastewater Part-time Operator in Training Program Request Summary
Modify Collection Systems budget in the Salaries – Part-time (18.940742.51300.0000.000) to $80K annually beginning FY 22/23. Therefore, additional budget of $75K is needed. Part-time employee(s) will be needed for the collections system to help with daily work. This is an ongoing expense for a nonbenefit, part time collections employee.

Modify Plant budget in the Salaries – Part-time (18.940742.51300.0000.000) to $40K annually beginning FY 22/23. Therefore, a decrease of $40k is needed.

Factors Driving the Request for Change
The City’s DPW WW Division Collection Systems’ group has experienced a short fall of staffing for our current needs. We have decided to add Operator in training program with part time employee(s). However, for FY 2022/23 the Plant will only need one or two part time employees and the budget can be reduced to $40K.

EXPENSE AMENDMENT – PROGRAM CHANGE FORM
PROGRAM: General Ledger Account- Wastewater Enterprise – Salaries - Regular REQUEST TITLE: Add Assistant/Associate Engineer Position to Wastewater Division Request Summary
To help deliver the 10-Year, $120M Wastewater Capital Improvements Program, we propose adding an Assistant/Associate Engineer position to the Wastewater Division. This position will support the Engineering Manager in CIP delivery and performing smaller projects that oftentimes arise.

The Associate Civil Engineer’s highest annual salary range for FY 22-23 is $127,845 + $49,986 for benefits and retirement. Consequently, additional budget will need to be made and divided evenly between the Collection Systems and the Plant.

Factors Driving the Request for Change
The Ten-Year CIP will have significantly more projects to delivery than the prior ten years, given the plan to almost double the collection system work and increase by four times the plant work. This CIP work load, together with normal “smaller” projects that arise in the collection system and at the treatment plant will require addition staffing to perform. The Assistant/Associate Engineer will focus on smaller collection system, pumping, and treatment plant projects under the direction of the Engineering Manager.

Furthermore, the Assistant/Associate Engineer will support project delivery including agreements, budget monitoring, and invoicing. And finally, the Assistant/Associate Engineer will be trained to step into a higher position as part of succession planning.

There is no cost impact to this request as the increase was included in the Wastewater 18 Fund budget projections and Wastewater rate increase that was approved by the City Council at the May 9, 2022 Council meeting.
