BACKGROUND/DISCUSSION:
Earlier this year the City entered into an agreement with Teri Black & Company, LLC (TB&Co) under the City Manager’s authority to conduct the recruitment of the Deputy Director of Public Works, a complex management position in Wastewater operations. Staff solicited multiple quotes from the professional recruiting firms and selected TB&Co to manage this recruitment at the not to exceed budget of $28,400 under the City Manager’s authority covered by salary savings from the Public Works Wastewater Division.
Earlier this month, Chief of Police Dan Steidle announced his intentions to retire, effective July 1, 2022. At the direction of the City Manager, staff reached out to TB&Co to confirm their availability to assist with the Chief of Police Recruitment that would include developing recruitment and selection strategies and process options.
TB&Co is one of the leading public sector recruitment firms specializing in executive search services to cities, counties and special districts throughout the Bay Area and West coast with proven record of successful public safety executive roles placements. TB&Co recently assisted Cities of Palo Alto, City of South San Francisco, City of San Leandro, City of Pleasanton, City of Fresno and City of San Mateo with their Chief of Police Recruitments. The total not to exceed cost estimate for this recruitment work is $35,000. Once added to already completed work related to the Deputy Director of Public Works (Wastewater) recruitment, the total amended contract amount including this additional scope of work will be $63,400.
