BACKGROUND/DISCUSSION:

On January 14, 2021, a combination of high tides and large waves damaged a forty-foot section of the Pacifica Municipal Pier’s west facing deck and concrete railing. The City’s Public Works Engineering Division assessed the Pier damage and hired GHD, Inc. to prepare a pier handrail condition assessment report. The report states the section of the Pier running parallel to the shoreline, where the railing was broken from the Pier deck, will need to be fenced off and closed to public access. The report also notes that railing sections identified as severely damaged that are within the area of the pier running perpendicular to the shoreline must be repaired within a year period. Railing sections are identified in the report as having damage from a range of minor to severe with recommended repair deadlines of one year through ten years, depending on the amount of damage.

After further Engineering assessment done by the City’s consultant for this project, GHD, Inc., it was believed there may be a cost and time savings to replacing all the pier railings using precast panels rather than replacing the needed railings now and then returning several times in the next decade.

Once funding from the California State Parks and California Coastal Conservancy was secured on April 20, 2022, Public Works released a prequalification for the project. Work on piers and over open waters is specialized, and as such, staff needs to ensure the contractors receiving the work will be able to perform effectively. On May 16, 2022, three (3) contractors submitted pre-qualifications: Valentine Corporation, Dutra Corporation, and Yerba Buena Engineering and Construction, Inc. All three passed the prequalification requirements.

The project was then advertised on May 18th and May 25th for prequalified bids. On June 14, 2022, the bid opening was held via Zoom by the City Clerk and the result is as follows:

Company Bid
Valentine Corporation $3,229,369.00
Given that the engineer's estimate was $750,000, it is the City Manager's recommendation to reject all bids and re-bid the project. Staff believed at least two of the three prequalified contractors would bid on the work based on conversations two weeks before the bid. Following the bid, those who did not submit a bid stated that had received award of other contracts within that period and were not able to take on additional work. Staff recommends rejecting the bid and has re-opened the prequalification period to allow other contractors to prequalify to provide an opportunity for better bid results. Staff is also working with the design team, GHD, to verify the accuracy of the engineer’s estimate. It is anticipated that due to this necessary delay to rebid the project, the work will need to be completed during some of the state allowable crabbing season. Information related to the new schedule will be provided to Council once an acceptable bid has been received.

ALTERNATIVE ACTION:

Alternative action could be to accept the bid and move forward with the project but that is not advised as there are currently not enough funds to accommodate the higher than expected bid.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. Rejecting the bids and rebidding the project would allow other contractors to bid and provide competitive prices.

FISCAL IMPACT:

There is no fiscal impact to this action.
