BACKGROUND/DISCUSSION:

The City Council approved the FY 2022-2027 Capital Improvement Program (CIP) in June of 2022. The CIP included the Bar Screen Replacement Project for both Linda Mar and Sharp Park Pump Stations.

At all city pump stations, it is a state requirement to screen all incoming sewage as it enters the stations. Bar screens are used to clean debris, such as rags, from the sewage to prevent failures at the City’s pump stations and the Calera Creek Water Recycling Plant (CCWRP).

Currently, both the Linda Mar and Sharp Park Pump Stations are equipped with Parkson Bar Screens. These bar screens need complete rebuilds or replacement. Staff has evaluated three different alternatives:
• Alternative 1- rebuild existing Parkson bar screen units • Alternative 2- replace with new Parkson bar screen units • Alternative 3- replace with new manufacturer bar screen units Staff has determined Alternative 1 is the best and most cost-effective approach. Alternative 1 will rebuild the screens to new condition by re-using the frames, which will have the same result as purchasing new screens units. Alternative 2 is approximately double in cost for the purchase of new screen units and would result in needed modifications to the existing structures in which they are housed. Related to Alternative 3, staff has not identified other manufacture units that would be compatible for installation at the Sharp Park/Linda Mar pump stations.

Additionally, new units would likely be substantially more than rebuilding the existing screen units. The City of Pacifica has been using Parkson Bar Screens for over 25 years with Pacifica City Council 2

satisfactory results. The Parkson Corporation has proven to provide excellent support of their units during needed repairs.

ALTERNATIVE ACTION:

The Council may choose not to approve the Purchase Agreement with Parkson for rebuilding of the bar screen units. This would require new units to be purchased that will be more expensive than rebuilding the existing units.

RELATION TO CITY GOALS AND WORK PLAN:

Approval of the Purchase Agreement with Parkson is consistent with the following Council adopted Goals:

Stewardship of City Infrastructure and Maintaining a Safe Community: This purchase will ensure continuous treatment of wastewater at the Calera Creek Water Recycling Plant and compliance with its NPDES permit.

FISCAL IMPACT:

No additional budget authority is necessary as sufficient funds have been previously approved in the Wastewater Enterprise Fund for FY 2022-23 to pay for this purchase. The total project cost is anticipated to not exceed $210,797 for FY 2022-23 and will be charged 50% from

34.900000.52800.C008.000 CONTRACT SVCS-SHARP PARK PUMP STATION and 50% from

34.900000.52800.C004.000 CONTRACT SVCS-LINDA MAR PUMP STATION.
