BACKGROUND/DISCUSSION:

Federal regulations require each State have a Strategic Highway Safety Plan (SHSP). A SHSP is a statewide data-driven traffic safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads. In coordination with federal, state, local and private sector safety stakeholders, the SHSP establishes goals, objectives, and emphasis (or challenge) areas. The SHSP address the 4Es of traffic safety: Engineering, Enforcement, Education, and Emergency Services.

While the SHSP is used as a statewide approach for improving roadway safety, a Local Road Safety Plan (LRSP) can provide local and rural road owners with an opportunity to address unique roadway safety needs in their jurisdictions, while contributing to the success of the SHSP. The process of preparing an LRSP creates a framework to systematically identify and analyze safety problems and recommend safety improvements. Preparing an LRSP facilitates the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that can demonstrate a defined need and contribute to the statewide plan. The LRSP offers a proactive approach to addressing safety needs and demonstrates agency responsiveness to safety challenges. An LRSP provides a framework for organizing stakeholders to identify, analyze, and prioritize roadway safety improvements on local and rural roads.

In June 2020, the California Transportation Commission (CTC) approved $8 million in grant funding for preparation of LRSP’s on a first come, first serve basis. Furthermore, it is now required for a local jurisdiction to have LRSP’s completed to apply for Highway Safety Improvement Program (HSIP) grant funding, which the City has been awarded in the past and plans to apply for in the future.

In August of 2021, staff applied for and was awarded a grant to complete a LRSP. Furthermore, in June of 2022, City Council approved budget to supplement this grant award in order for the preparation of a LRSP. In order to assist in completing the LRSP, staff requires assistance from traffic engineering consultant services. Public Works staff maintains an on-call list of prequalified consultants in different areas of expertise. After discussions with on-call traffic engineering consultants, staff found Fehr & Peers to be well qualified for this work, completing many other local jurisdiction's LRSP’s.

The plan formation is anticipated to take eight months and will include select stakeholder involvement throughout. The stakeholder group could include other City departments such as Police and Fire as well as school district and/or Safe Routes to School representatives. The LRSP takes a data first approach, which means analyzing collision and other relevant data rather than relying on anecdotal experiences. The plan will produce a toolbox of countermeasures that will allow City staff to apply these measures to traffic safety issues as they arise. Furthermore, the plan will prioritize roadway safety improvement locations, and produce preliminary conceptual design information for the top five priority locations. This plan will aid the City in identifying areas in the greatest need of safety improvements and will serve as a tool to pursue funding, such as HSIP, for roadway safety improvements. Lastly, the plan will be updated approximately every five years in order to ensure the most up to date countermeasures and data is being used.

It therefore the City Manager's recommendation to authorize entering into a Consultant Services Agreement with Fehr & Peers for producing a Local Roadway Safety Plan in the amount of $79,865 and to authorize the City Manager to execute all agreement related documents.

ALTERNATIVE ACTION:

Alternative action could be to amend the scope of work but that would result in a fee change that may go over of the $80k budget.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
