BACKGROUND/DISCUSSION:

The Beach Boulevard Plaza Project, which is located between Beach Boulevard and Sharp Park Beach, is one of the identified projects in the City’s Capital Improvement Program (CIP).

On August 24, 2020, the City Council approved the concept plan for the Beach Boulevard Public Plaza Project comprised of art sculpture installations and which postponed construction for the remaining concrete elements that would be coordinated with the future Beach Boulevard Infrastructure Resiliency Project.

The Project was advertised on June 9, 2022, through June 30, 2022, in accordance with the formal bid process. Eleven (11) companies requested plans and specifications and three (3) companies submitted bids. On June 30, 2022, the bid opening was held via Zoom by the City Clerk and the results are as follows:

Pacifica City Council 2
August 08, 2022
Company Base Bid
Cazadoro Construction, Inc. $ 72,000.00
Plazo Construction $ 82,000.00
Golden Bay Construction, Inc. $ 124,703.00
The apparent low bidder is Cazadoro Construction, Inc. with a base bid amount of $72,000.00.

All required documentation was submitted with their bid. As there are sufficient project funds approved as part of the FY 2022-2023 budget, the City Manager recommends the award of contract to the apparent low bidder, Cazadoro Construction, Inc. In addition, a 20% contingency is recommended to allow enough funding to handle any additional improvements that are identified during construction. Staff also solicited three companies for materials testing services and recommends Smith Emery San Francisco at a cost of $10,694.65.

Materials Testing Companies
BSK Associates $19,224.00
Smith Emery San Francisco $10,694.65
Mott Macdonald No proposal received
The material testing services will be comprised of concrete compression testing and native soil compaction tests. Both activities are required to ensure that the installed concrete will meet the compression strength specifications and that the native soil will meet the compaction requirements to support the concrete foundation loads.

ALTERNATIVE ACTION:

Council may choose not to approve the construction contract. However, this will result in project delays and possible increase in construction cost. Staff does not recommend this alternative action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the construction contract is consistent with the following Council adopted Goals:
· Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. The Beach Boulevard Public Plaza Project will beautify the existing terrain by installing art sculptures along the promenade.
