BACKGROUND/DISCUSSION:
Pacifica is a member of Cal Cities (formerly the League of California Cities), an association based in Sacramento that represents the interests of California's cities to the state legislature and provides cities with information on federal and state legislative and administrative affairs.
The Cal Cities 2022 Annual Conference is being held in Long Beach, September 7-9, 2022. The business meeting will be held at 11:30 a.m. on Friday, September 9, 2022. At this meeting Cal Cities membership will consider and take action on one resolution that will be considered to take action on proposed Cal Cities bylaws amendments. Cal Cities has provided the 2022 Proposed Bylaws Amendments Packet (Attachment A) for consideration. There were no additional resolutions submitted for consideration at the League of California Cities 2022 Annual Conference General Assembly to be voted upon.
At its meeting on August 8, 2022, the Pacifica City Council selected Mayor Bier as the voting delegate and Mayor pro Tem Bigstyck as the designated alternate for the business meeting to be held on Friday, September 9, 2022 at the Cal Cities 2022 Annual Conference.
The Proposed Bylaws Amendments packet (provided as Attachment A) includes background information, a resolution for adopting the bylaws amendments, a summary of the proposed changes to the bylaws, and a full redlined version of the proposed changes to the bylaws.
Specifically, the proposed bylaws amendments would accomplish the following:
1. Formalize oversight of the Resolutions Committee by establishing the Second Vice President as the chair of the committee, while retaining the President's authority to appoint the vice chair of the committee.
2. Ensure a more inclusive Nominating Committee by adding a committee member appointed by the Cal Cities President from among the Caucus Board Directors and one additional committee member appointed by the Cal Cities President from among the AtLarge Directors for a total of 13 committee members.

3. Clarify that, unless the Board establishes otherwise, the Cal Cities President appoints the chair of Board-established committees.
4. Make various minor technical corrections.
The City Manager recommends that Pacifica's voting delegate communicate the City of Pacifica's support of these bylaws amendments.
ALTERNATIVE ACTION:
The City Council may alternatively direct Pacifica's voting delegate to disapprove or take no action on the resolution to approve the proposed Cal Cities bylaws amendments.
FISCAL IMPACT:
None.
