BACKGROUND/DISCUSSION:

During the FY 2022-23 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the Calera Creek Water Recycling Plant (CCWRP) Grit System Upgrade Project. Purchase of new grinders and control panel were included in the funding approval for the CCWRP Grit System Upgrade Project.

The CCWRP (Plant) receives wastewater from city wide pump stations which collect and convey the wastewater to the Plant. The Plant, unlike most conventional treatment plants, has no removal system for rags and relies on individual pump stations for screening (removal).

Aging rag and debris removal equipment at the City-wide pump stations does not do an adequate job of removing rags and debris coming to the Plant.

When the wastewater arrives at the Plant to be treated, the first process is grit removal. Grit removal is meant to be a settling of inorganic material (i.e. eggshells, asphalt, etc.) that is not needed or desired in subsequent treatment processes. During this settling, rags (undesirable inorganic items like diapers, swiffers, dental floss, etc. that are all joined together in our wastewater system) that were not removed at the pump stations accumulate in our grit basin and on the impellers of our grit conveyance pumps. The rags quickly accumulate to a point where the pumps no longer function. At least once a week, sometimes daily, a crew of plant maintenance staff must disassemble the grit pumps to remove all rags and debris. Staff Pacifica City Council 2

continues its Outreach Programs alerting the public about what is acceptable in our wastewater system.

Wastewater Engineering has come up with an effective method to deal with the rag problem, which is to incorporate two grinders, similar in design to a giant paper shredder, at the inlet of our grit conveyance pumps. These grinders will break rags apart and allow the pieces to be pumped through our grit removal system. In other processes around the Plant JWC Muffin Monster grinders have proven to be effective and reliable.

The following are reasons purchase of Muffin Monster Grinders and Control Panel from MISCOwater have been determined to be sole source commodities and benefits the City:
• JWC Environmental is the inventor and owner and sole manufacturer of the Muffin Monster Grinders, a unique product that supports the needs of our Plant design. • JWC Environmental is the sole manufacturer of the above product and the exclusive source for service parts and appurtenances for grinders. • MISCOwater is the exclusive JWC Environmental representative for California. • Purchasing the equipment will reduce the complexity of Operations & Maintenance requirements due to the commonality of equipment already on-site.

For these reasons, the City Manager is recommending the approval of the Purchase Agreement between the City of Pacifica and MISCOwater, via sole source, in the amount of $66,044 for the purchase of two JWC Muffin Monster grinders and Control Panel for the Calera Creek Water Recycling Plant grit removal system in connection to the Grit System Upgrade Project (Project).

ALTERNATIVE ACTION:

The Council may choose not to approve the Purchase Agreement with MISCOwater via sole source and direct staff to issue a Request for Proposal (RFP). However, doing so would delay project delivery, will likely increase project cost, and will subject the City to parts procurement delays during failures and may not result in identifying a similarly effective product. The City Manager does not recommend this alternate action.

RELATION TO CITY GOALS AND WORK PLAN:

Approval of the Purchase Agreement with Miscowater is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: The Project will upgrade the City’s wastewater treatment plant’s grit removal system which will ensure proper treatment of wastewater and protect downstream equipment in the plant.
• Maintaining a Safe Community: The Project will upgrade the City’s wastewater treatment plant’s grit removal system which will ensure proper treatment of wastewater and protect downstream equipment in the plant preventing Plant failure.

FISCAL IMPACT:

Pacifica City Council 3
August 22, 2022
The cost of purchasing the two grinders and control panel is $66,044. City staff recommends including a 15% contingency for any additional parts or services needed to complete the project.

The Source and Use of Funds spreadsheet is shown below.

Total Use of Funds
Purchase Agreement $ 66,044
Contingency (15%) $ 9,954
Total Cost $ 76,000
Total Project Source
Enterprise Fund (Fund 34) $150,000
Account No 34.900000.52800.P041.000
Estimated Project End Balance $ 74,000
No additional budget authority is necessary as sufficient funds have been allocated in the Wastewater Enterprise Fund FY 2022-23 budget for this project. The total cost of $76,000.00 is within the project budget of $150,000.00 allocated for the CCWRP Grit System Upgrade Project.
