MEMORANDUM
To: Christian Murdock, Planning Director, City of Pacifica Re: Amendment #1 - Additional Services for FEIR and Adoption Hearings Date: September 22, 2022
Dear Christian:
Dyett & Bhatia’s scope of work Task 5.C.1 includes preparation of a response to comments received during the public review period, and any necessary revisions to the Draft EIR. The original scope estimated 120 hours of D&B staff time to complete this effort. Task 5D anticipated 2 hearings each for the Planning Commission and City Council.
After a two-week comment period extension, approximately 180 public responses (representing more than 1,200 public comments) were received. At a time estimate of approximately 25 minutes per comment, this represents approximately 500 hours of staff time. This represents a vastly greater volume, complexity, and effort than originally anticipated in the scope. Additionally, the City has requested additional weekly check-in meetings from the period of 3/23/2022 and 8/30/2022, and up to seven (7) additional decisionmaker hearings. The City has also requested GIS assistance with interim zoning work.
This memo summarizes the additional work to be performed by Dyett & Bhatia (D&B) to address this unanticipated volume of work, together with delivery schedule and associated fee.
ADDITIONAL ANALYSIS AND MEETINGS
D&B will perform the following additional tasks:
FEIR comments and hearings
• Complete responses to all CEQA-related public comments in an administrative draft • Incorporate screencheck comments after period of city review for FEIR • Complete redlined version of DEIR
• Participate in weekly project team check-ins with City staff from period of 3/23/2022 to 7/11/2022 (23 meetings)
• Prepare a redline version of the DEIR
• Participate in up to 7 additional decisionmaker meetings beyond the original scope • Prepare redline document of proposed changes for General Plan and Specific Plan Council hearings

Interim Zoning Mapping Assistance
• Assist with GIS tasks required for interim zoning mapping
SCHEDULE
• An FEIR draft will be completed within two weeks of notice to proceed • We will respond to one round of consolidated comments from City staff on the FEIR draft and deliver a screencheck draft within 7 business days of receipt of City comments • Additional public hearings will occur June-September
FEE
The estimated fee for the additional analysis, screencheck draft response, additional meetings, and interim zoning assistance described above is $132,000. The associated number of hours and fee is attached. This not-to-exceed amount will be billed on a time and materials basis and includes labor for D&B Principal, Senior Planner, Associate, Planner, Planning Assistant, GIS/cartography staff, and administrative/production staff.
