BACKGROUND/DISCUSSION:

The City has recruited applicants for the Parks, Beaches & Recreation Commission (PB&R); Open Space & Parkland Advisory Committee (OSPAC); Emergency Preparedness & Safety Commission (EPSC); and Economic Development Committee (EDC) to fill vacancies due to:
1) two (2) positions on the Parks, Beaches & Recreation Commission for one full 4-year term to expire May 2026 and one partial term to expire May 2024. 2) three (3) positions on the Open Space & Parkland Advisory Committee for one full 4- year term to expire May 2026, one partial term to expire May 2024, and one partial term to expire May 2025;
3) two (2) positions on the Emergency Preparedness & Safety Commission for full 4- year terms to expire October 2026;
4) five (5) positions on the Economic Development Committee for one full 4-year term to expire October 2026, one partial term to expire October 2023, two partial terms to expire October 2024, and one partial term to expire October 2025.

The previous recruitment for the Parks, Beaches & Recreation Commission left one position for Pacifica City Council 2
October 24, 2022
a partial term to expire May 2024 and one position for a full 4-year term to expire May 2026 unfilled. The incumbent with the term expiring in May 2024 continued to serve through August 2022, leaving that position unfilled after August until a selection for the expiring term is made.

The previous recruitment for the Open Space & Parkland Advisory Committee left one position for a full 4-year term to expire May 2026 unfilled. That vacancy is included in the present recruitment in addition to partial-term vacancies due to subsequent resignations.

Recruitment notices were posted on the City website on August 19, 2022, and published in the Pacifica Tribune on August 24, 2022; August 31, 2022; September 7, 2022; September 14, 2022; September 21, 2022; October 5, 2022; and October 12, 2022. The application deadline of September 9, 2022, was extended to September 26, 2022, and further extended to October 14, 2022. The extension beyond September 26, 2022, was for EDC, OSPAC and EPSC, as the City had received a sufficient number of applicants for the PB&R Commission by the September 26, 2022 deadline.

The City received five (5) timely applications for the Parks, Beaches & Recreation Commission; two (2) timely applications for the Open Space & Parkland Advisory Committee; two (2) timely applications for the Emergency Preparedness & Safety Commission; and four (4) timely applications for the Economic Development Committee. The list of applicants under consideration for each committee and commission are attached.

Interviews were conducted by the City Council at a Special City Council Meeting on October 17, 2022.

Because the number of positions exceeds the number of applicants, it is anticipated that there will be vacancies left following the selections made at tonight’s meeting. The City will re-open recruitment for any unfilled positions at the next opportunity for Committee / Commission recruitments during the regular recruitment period for the March 2022 expiring terms.

Selection Process
Lists of all applicants under consideration for each committee / commission are attached as Attachment A - Parks, Beaches & Recreation Commission applicants, Attachment B - Open Space & Parkland Advisory Committee applicants, Attachment C - Emergency Preparedness & Safety Commission applicants, Attachment D - Economic Development Committee applicants.

Council may choose to deliberate as to the candidates that they would support to nominate for appointments to each of the open Committee or Commission seats. Council should then make a formal motion to appoint named applicants to each committee / commission. Each formal motion should specify which named individual(s) are nominated for appointment to full terms and which named individual(s) are nominated for appointment to a partial term of specified duration, if there are multiple positions to be filled for differing terms.
